Reference WVTA – Whole Vehicle Type Approval for Europe

Content Change in type approval legislation within EU.
The national type approval process for EU 27 markets will be replaced by European Whole Vehicle Type Approval (WVTA) according to Directive 2007/46/EC.

Implementation dates:

·  Optional for new type approvals as from April 29, 2009

·  Mandatory for new types as from October 29, 2010.

·  Mandatory for registrations as from October 29, 2012.

The type approval process which is currently managed locally will be centralized within Volvo Truck Corporation starting with the implementation of Whole Vehicle Type Approval. All deviations and registration issues will still be managed locally.

Certificate Of Conformity (COC):
The COC document confirms that the truck is built and delivered according to the type approval and is a pre-requisite for registration. The COC document will be printed at market companies for each truck. The COC has to be considered as a valuable document and must be stored in the vehicle. It contains technical and homologation related data.

It will be available in 5 languages:

·  English

·  French

·  German

·  Italian

·  Spanish

The certificate is in pdf-format and can only be printed once. It will be stored in HDOC/TDM and if it is printed again the text “Duplicate” will be printed on the certificate.

The certificate shall be printed on a special paper and can only be ordered by assigned persons (routine will be issued later).

A routine for HDOC rules and printer errors will also be issued later.

The WVTA certificate number will be in HDOC and printed in:

–  Certificate of Conformity

–  VIN plate (Product plate)

VTC WVTA Pilot models

VTC WVTA Pilot models will be in the price list from week 911 (SP-start week 923):
Models based on the following types will be covered by Whole Vehicle Type Approval:

·  FH 4x2 Tractor With fifth wheel Complete

Without fifth wheel Multi-stage, incomplete

·  FM 4x2 Tractor With fifth wheel Complete

Without fifth wheel Multi-stage, incomplete

·  FM 6x2 Rigid Multi-stage, incomplete

·  FLH 4x2 Rigid Multi-stage, incomplete

·  FE 6x2 Rigid Multi-stage, incomplete

·  FH 6x2 Rigid Swap body Complete

The objective with the WVTA Pilots is to secure that the type approvals
are accepted in all EU member states and can be used for registration.

TAC – Type Approval Confirmation

The TAC, Type Approval Confirmation, will be done for new orders in the sales system VSS and for order changes in the order system OM. The TAC check will be performed with help a new variant family "Whole Vehicle type approval" containing 3 variants indicating:

·  If the vehicle is specified according to the Whole Vehicle Type Approval.

·  If the vehicle is NOT specified according to the Whole Vehicle Type Approval.

·  If the vehicle specification needs to be manually checked by the local homologation responsible / TSSC if it fulfils the Whole Vehicle Type Approval or not.

Type approval variants and handling

WVTA WVTA Approved

–  The vehicle is approved according to WVTA.

–  Certificate of Conformity will be issued from HDOC for this vehicle.

UWVTA WVTA Not approved

–  The vehicle is not approved according to WVTA.

–  No Certificate of Conformity will be issued for this vehicle.

–  Single vehicle approval is needed to register this vehicle

WVTA-ND Vehicle WVTA Not Decided

–  This variant will be used in the NSV process (see below).

RTO process and OM handling together with the WVTA-ND variant

When there is a free-text request in VSS it will be treated as an RTO and the variant WVTA-ND will automatically be selected in the specification by OM. When this variant is applied in OM, the specific NSV request will appear in the OM NSV message board with the message “Homologation Validation”.

This is a trigger to the local homologation engineer to investigate this order. He/She needs to decide if WVTA or UWVTA should be applied and the order must be changed to WVTA or UWVTA in OM before def run.

TSSC can support the variant update in the daily support working with RTO’s. Going towards the introduction of this new variant family, agreements will be made between TSSC and the local homologation engineer.


WVTA Offering

Markets which are affected by the WVTA will have the variant WVTA as Standard for models when they have Euro 5 as standard (Euro 4 models will have UWVTA).

The variant WVTA will trigger the HDOC (Homologation Document) system to print a Certificate of Conformity for the specific vehicle.

It is still a possibility to have non approved WVTA options (variants/PCA/S-codes) in the offering. This is up to each market to decide.

Non approved WVTA options will remove the WVTA variant and the UWVTA variant must be selected to the specification. When the UWVTA variant is applied, the vehicle is not approved according to WVTA and CoC will not be issued.

Markets outside EU are not affected by European Whole Vehicle Type Approval.
