16/17-162 / PUBLIC OPEN FORUM
A member of the public addressed council over the issue of HGVs from the bio gas company passing through the village and kindly provided some information which he had put together and taken from the original planning application. Members thanked him for his input.
16/17-163 / APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Biggins, Watson and Martin and the reasons accepted.

a)  Financial report
RESOLVED: To approve the following payments:

16/17-168 / PLANNING
There were no planning applications but it was brought to members’ attention that work appears to have begun at the Old Chapel. Cllr Bell also mentioned that there is some activity at Timber Farm which he is investigating.
The Clerk was asked to speak to ERYC again about the healthy trees which were removed down Pump Lane.
ACTION: Clerk to speak to ERYC regarding removal of trees / CS
16/17-169 / ENVIRONMENTAL AND COMMUNITY MATTERS – TO RECEIVE REPORTS IN RESPECT OF THE FOLLOWING:
a)  Village Maintenance (including grass cutting, the pond and winter maintenance)
Dog Fouling
The Clerk passed Cllr Hood some more stickers for the lamp posts. The Clerk has received some links from Cllr Martin for fluorescent paint which she is following up.
This will not only draw attention to the mess it may also help to shame dog owners into cleaning up after their dogs.
b.  Highways (including maintenance and traffic problems)
1.  HGVs
HGVs on Station Road are a problem with approximately 2 per hour coming through the village. It was agreed that a letter be sent to GWE Biogas Ltd enclosing copy documentation pertaining to the original planning application.
Damaged sign on Main Street
This has been chased.
Pot hole
The pot hole opposite School House, Station Road was reported to ERYC.
Cats eyes
Need replacing along Main Street opposite the East end of Pump Lane and the Clerk has reported this to ERYC.
Speeding
The Clerk has contacted Cllr Symon Fraser on the possible introduction of a 40 mph speed limit on the approach to the village and he is taking this to request to ERYC.
Cycle path
This issue was also passed to Cllr Fraser and is receiving his attention.
Hedges
There still appears to be an issue with one of the hedges despite this having been reported to ERYC. The Clerk was asked to speak to ERYC and request that they come to the village and point out which hedges are their responsibility so that future issues can be addressed more quickly.
Bus stop as an information centre
Cllr Kerry Duncan has inspected the bus shelter and this needs a bit of TLC before it can be used as an information centre. The issue will be raised at the Annual Parish Meeting and a request made for volunteers.
ACTION: Clerk to speak to ERYC regarding hedges, write letter to GWE Biogas Ltd and price up fluorescent paint. / CS
c.  Telephone box & Defibrillator
The defibrillator is in working order and once spring arrives the phone box needs a second coat of paint and the signage fitting.
d.  Website
Nothing to report.
e.  Village broadband
There has been activity in the exchange, more cables have been installed.
f.  Fracking
The Chairman has been informed that the drilling rights have been sold from one company to another.
g.  West End
The Clerk was asked to request that ERYC spray this but not to kill the Daffodils.
h.  Wolds Wagoners – nothing to report.
i.  The school – the Clerk has been informed that the new classroom is ready for use.
j.  Grants – Pond Redevelopment
The Parish Council has been awarded a grant of £2000 for coming 2nd in the Tesco Bags for Life grant scheme. The Clerk was thanked for her efforts in obtaining this. It was agreed that to save money the Parish Council should erect the new fence themselves and the Clerk will write to the contractor and explain.
ACTION: Clerk to speak to ERYC regarding spraying and contact the blacksmith regarding the quote for the pond fence.
16/17-170 / REPORTS FROM EXTERNAL MEETINGS
Cllr Hood has spoken with the owner of the crow scaring device and the issue has been resolved.

16/17-173 / COUNCILLORS EXCHANGE AND AGENDA ITEMS FOR NEXT MEETING
b)  Emergency Plan – needs updating for the next meeting.
c)  Safer Roads Humber – the van has not been in the village for some time and the Clerk will take this up with them.
d)  The Clerk asked Cllr Kerry Duncan if she may have a couple of village photos for the ERNLLCA website.

16/17-175 / DATE OF NEXT MEETING
It was noted that the date of the next meeting is the 3rd May following the Annual Meeting of Council. The Annual Parish Meeting will take place on the 26th April.
