MEMORANDUM OF UNDERSTANDING
This document serves as an agreement between all parties concerned with students enrolled in the Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) program. This includes the MCJROTC staff, the cadets, and their parent(s) or guardian(s). Both the signature of the prospective cadetand the signature of the prospective cadet’s parent/guardian are required on this document for participation in the program. Information contained in this document is supplemental to that contained in the Parent Information Letter and the Cadet Handbook, which are disseminated at the beginning of the school year.
The cornerstones of MCJROTC are the character traits, leadership skills, and habits of self-discipline that are taught to each cadet. Consequently, it is imperative that each cadet is notified of, and agrees to comply with, the basic standards of conduct established for the MCJROTC program. Failure to comply with these standards of conduct and the additional regulations outlined in the Cadet Handbook may result in disenrollment from the MCJROTC program.
STANDARDS OF CONDUCT
-Display the highest degree of integrity (never lie, cheat, or steal).
-Always be respectful to school faculty and staff (do not disobey, ignore, or use disrespectful language, tone of voice, or gestures).
-Do not use illegal drugs or alcohol.
-Always be respectful of others regardless of race, creed, ethnicity, religion, or country of origin.
-Adhere to all school regulations and public laws.
-Adhere to all grooming standards(to include male haircut regulations) outlined in the Cadet Handbook.
-Adhere to the uniform wear and care regulations(to include weekly uniform wear) outlined in the Cadet Handbook.
-Adhere to the classroom procedures outlined in the Cadet Handbook.
In addition to these standards, compliance with other MCJROTC directives outlined in the Cadet Handbook is expected of cadets at all times. Students may be dropped from the MCJROTC program for failure to meet program requirements and/or standards of conduct at any time during the school year. Students dropped during the school year MAY RECEIVE A FAILING GRADE FOR THE YEAR, AND MAY LOSE THE ELECTIVE CREDIT that MCJROTC provides, even if they are enrolled in another class for the rest of the school year.

PROGRAM DESCRIPTION. The Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) program is a Leadership Education program designed to teach leadership skills, character development, self-discipline, and citizenship through the study and practical application of Marine Corps leadership traits and principles. The MCJROTC program combines classroom instruction and practical application to achieve its objectives. At Gar-Field Senior High School, MCJROTC is a four year, four level, elective academic course which provides one credit for each year satisfactorily completed.Marine Corps uniforms are worn, and training in Marine Corps history and customs, military courtesies, drill and ceremonies, personal grooming, physical training, and other military skills are used to develop self-esteem, self-confidence, self-discipline, and basic leadership. Students are normally assigned to the Leadership Education level appropriate to their year in school/year as a cadet. Participation in the MCJROTC program incurs no obligation of future military service.
GENERAL ENROLLMENT REQUIREMENTS. To be eligible for enrollment and participation in MCJROTC, a student must be enrolled in and attending a regular course of instruction at Gar-Field Senior High School within the Prince William County Public School system, be a citizen of the United States or U.S. National or alien lawfully admitted to the United States for permanent residence, and in a grade above the 8th grade.Additionally, a student must possess good moral character as determined by the principal of the school and the MCJROTC instructional staff.Finally, students must be physically qualified to participate fully in the school's physical education program.
PROGRAM BENEFITS. Successful participation in the MCJROTC program is designed to enhance the cadet’s leadership skill, character development, and self-discipline. Additionally, successful completion of two years or more of instruction in the MCJROTC program may result in the following additional benefits: advanced promotion upon enlistment into the armed forces, enhanced possibility for a college ROTC scholarship and/or a direct appointment to one of the service academies, recommendation letters and/or letters of reference from the MCJROTC instructional staff for inclusion into college/trade school applications, and job recommendations and/or letters of reference from the MCJROTC instructional staff to potential civilian employers upon completion of high school.
EXTRACURRICULAR ACTIVITIES. Cadets will have the opportunity to participate in many extracurricular activities, to include the drill team, the unit color/honor guard, the Raider (physical fitness) Team, the air rifle marksmanship team, as well as community service projects, orienteering, unit fundraisers, and orientation trips.

LEADERSHIP EDUCATION - I (MCJROTC)
Grades: 9-12
Prerequisites: Student must be able to participate in physical education program, dress in regulation uniform, and maintain the personal grooming standards.

The course of instruction is a combined program of classroom instruction and practical application designed to emphasize leadership education, citizenship, self-discipline, personal growth and responsibility, and character development. Basic training in leadership tenets, physical fitness, health, drill and ceremonies, military customs and courtesies, general military subjects, grooming standards, uniform wear and care, and military organization are taught as part of the cadets’ orientation to the Marine Corps and as a means to develop leadership qualities taught in class. Cadets are expected to wear designated Marine Corps uniforms on a weekly basis, and adhereto appropriate grooming standards. Extracurricular activities include Drill Team/Color Guard, Raider (physical fitness) Team, Air Rifle Marksmanship Team, orientation trips, community service projects, and social events. The first year also gives the new cadets exposure to personal growth and responsibility, and establishes a foundation of military structure and tradition. Students who plan to enroll in MCJROTC must meet program entry requirements.
LEADERSHIP EDUCATION - II (MCJROTC)
Grades: 10-12
Prerequisites: Successful completion of Leadership Education I. Student must be able to participate in physical education program, dress in regulation uniform, and maintain the personal grooming standards.

The course continues to stress classroom instruction and practical application designed to emphasize leadership education, citizenship, personal growth and responsibility, self-discipline, character development, and future career considerations. Training in leadership, physical fitness, drill and ceremonies, military customs and courtesies, general military subjects, air rifle marksmanship, and military history are taught as part of the cadets’ further orientation to the Marine Corps and as a means to develop leadership qualities taught in class. Cadets are expected to wear designated Marine Corps uniforms on a weekly basis, adhere to appropriate grooming standards, and perform leadership roles within the MCJROTC cadet organization. LEADERSHIP EDUCATION - III (MCJROTC)

During this year, there is an increased emphasis on the consideration and exploration of post high school educational and career opportunities. Extracurricular activities include Drill Team/Color Guard, Raider (physical fitness) Team, Air Rifle Marksmanship Team, orientation trips, orienteering, community service projects, and social events.Students who plan to enroll in MCJROTC must meet program entry requirements.
LEADERSHIP EDUCATION - IV (MCJROTC)
Grades: 12
Prerequisites: Successful completion of Leadership Education I, II, and II. Student must be able to participate in physical education program, dress in regulation uniform, and maintain the personal grooming standards.

The course allows senior cadets the opportunity to serve as both a training facilitator for the MCJROTC instructional staff and as a mentor for junior cadets. Senior cadets are expected to display positive attitudes, requisite leadership ability, and perform in leadership roles within the MCJROTC cadet organization. Senior cadets are assigned to Leadership Education I, II, or III classes to provide leadership, serve as role models, conduct training, and mentor junior cadets as a means to enhance their leadership education and prepare them for a career after high school. Cadets are expected to wear designated Marine Corps uniforms on a weekly basis, adhere to appropriate grooming standards, and perform leadership roles within the MCJROTC cadet organization. Extracurricular activities include Drill Team/Color Guard, Raider (physical fitness) Team, Air Rifle Marksmanship Team,
