The South West Heritage Trust is a new charity, which was formed on 1 November 2014. It delivers heritage services that were previously delivered by Somerset and Devon County Councils.

The Trust has ICT services provided by Somerset County Council for staff based in Somerset and by Devon County Council for staff based in Devon offices. It is essential however that the Trust implements a full ICT system for the organisation as a whole. This will involve the specification and procurement of a complete system that meets the needs of the organisations, followed by disconnection from services provided by the County Councils.

We are seeking an experienced, versatile and creative IT Manager to oversee this transition in full, working with contractors to implement the system specified. Once fully installed and configured, your role will be to resolve any fixes required and develop a strong set of operating policies and procedures.

You will be the main interface between the Trusts internal ICT Steering Group and contractors. This will involve reporting to Senior Managers and the Board of Trustees from time to time.

Your on-site expertise will enable the organisation and its staff to work to best effect. As well as management of the network and all related aspects, you will work with individuals and teams on projects to deliver bespoke solutions for line of business software and hardware requirements.

The initial specification, supply and installation component of the job is expected to be complete in the first half of 2016. If required, there may be the possibility for extension of the role from 12 to 18 months.

The Trust manages the following sites and travel to all of these on a regular basis will be essential:

/ The main work base will be the Somerset Heritage Centre, Brunel Way, Norton Fitzwarren, Taunton, TA2 6SF
The ability to travel independently to all sites under the management of the Trust will be essential on a very frequent basis.

HOURS OF WORK

/ The position is offered at 37 hours per week. The office is open from 8.30am to 5.15pm daily, from Monday to Friday. Your working hours can be flexible within these times and with the agreement of your line manager.

CONTRACT

/ One year fixed term contract on a full time basis.

PROBATIONARY PERIOD

/ The probationary period for this position is three months.

LEAVE

/ The annual leave entitlement for this position is 29 days per year. Public holidays are additional to the annual leave given.

NOTICE PERIOD

/ The notice required during the probationary period is one week. Following completion of the probationary period, notice required is two months from either the employee or the Trust.

Job Description – Key Responsibilities and Tasks
  1. On behalf of the South West Heritage Trust as the client, fully specify and project manage our project for the supply, installation and configuration of a new ICT system. This will include internal reporting to the ICT Steering Group.
  1. Develop, manage and maintain an effective, secure, fit for purpose IT infrastructure, ensuring 24/7 system availability with adequate levels of resilience and back-up solutions in place.
  1. Manage corporate ICT relationships with key stakeholders including suppliers, service providers, industry regulators, other industry professionals and the IT staff of Somerset and Devon County Councils.
  1. Undertake routine network configuration, maintenance and monitoring to ensure the best operational environment is maintained.
  1. Ensure all effective controls are in place, both virtual and physical to ensure the highest level of data integrity and system protection from cyber-attack, system failure or other malicious actions.
  1. Design and implement fit for purpose policies, procedures and reports to govern the use of the Trust’s IT related assets and infrastructure.
  1. Configure and optimise our Office 365 Business Premium account to make best use of its capabilities.
  1. Work with individuals and teams on specific projects and ongoing contracts, to ensure specialist service requirements and related line of business software, integrates fully with our system and vice versa.
  1. Maintain a complete asset schedule and replacement forecast for all ICT infrastructure held across the Trust. Link security tagging to the schedule.
  1. Person Specification

To succeed in this role you will need to demonstrate:
Essentials / Desirables
Qualifications / ICT related undergraduate qualification or equivalent.
OR
Significant demonstrable working experience in a similar role. / Post-graduate / specialist ICT related qualification.
Prince2 or Agile Project Management.
Experience / Infrastructure, software solutions, Microsoft Server technologies, networking, security and storage systems.
Managing IT operations and supporting Microsoft Windows, Microsoft Office applications along with Apple software and hardware.
Working in a cloud / hybrid environment to obtain best value for money for different data storage requirements.
LAN, WAN and WiFi technologies.
Provision of IT desktop and remote support.
Project management and delivery of new IT systems – software and hardware. / Set up of information pathway maps for PCI / DSS requirements.
Skills/Knowledge / Excellent written and verbal communication skills.
Strong time management, planning and organisational skills.
Good project management skills, with a systematic approach to problem solving. / Issues relating to long term digitised archive storage.
Knowledge of the heritage sector would be an advantage.
Understanding of CALM catalogue storage and/or library management systems.
