JOB DESCRIPTION

Title: Service Manager – Health Advocacy Service

Contract: Maternity Cover

Hours: 28.8 hours per week (4 days per week based on a 36 hour week)

Grade: £25,313 pro-rata based on £31,642 full time salary

Job summary: Overall management of the Health Advocacy Service including staff and volunteer management, ensuring the successful delivery and monitoring of existing projects and activities and financial management.

Responsible for: Projects Officer, Bright Beginnings Project Coordinator and Service Intern.

Principal tasks:

1.  Staff / Volunteer Management:

1.1  Ensure all new Health Advocacy Service staff receive an appropriate induction in accordance with Manor Gardens Centre procedures.

1.2  Provide line management to the Projects Officer, Bright Beginnings Project Coordinator and Service Intern, providing a flexible, supportive approach, regular support and supervision and carrying out annual appraisals in line with Manor Gardens Centre procedures.

1.3  Carry out staff recruitment as necessary, in line with Centre procedures and in partnership with the Senior Management Team.

1.4  Provide all volunteers with an induction and adequate supervision and support, ensuring understanding and compliance with the Centre’s policies and procedures.

1.5  Manage the motivation, well-being and efficiency of the Health Advocacy Service team and volunteers and ensure they have opportunities to develop their professional knowledge and skills.

2.  Project Management:

2.1  Oversee the delivery of the Service’s current projects (excluding FGM projects) ensuring they meet funders’ requirements and are delivered to a high standard and within good practice guidelines. Assist the Projects Officer with service delivery as required.

2.2  Liaise with statutory services, refugee community organisations and other relevant service-providers in the locality to promote the Service and ensure representation of the Service at relevant health and refugee related forums.

2.3  Attend appropriate internal and external meetings on a regular basis and carry out tasks for relevant partnerships as required.

2.4  Be aware of relevant new developments and issues affecting refugee and migrant communities and project activities and ensure that Service staff and volunteers have adequate access to this information.

2.5  Ensure that accurate records are kept of all beneficiaries in an appropriate and confidential manner, compliant with the Data Protection Act and in accordance with funders’ monitoring requirements.

2.6  Retain and develop links with potential employers and agencies in the field of interpreting, advocacy and bilingual work in order to create effective pathways into employment for beneficiaries. Provide on-going employment support to volunteers as required.

2.7  Be responsible for the strategic development of the Health Advocacy Service and ensure staff, beneficiaries, volunteers and service-users have an opportunity to play a role in the development of the project and to express their views, including participation in relevant meetings.

2.8  Liaise with the FGM Project Manager in delivering and developing the FGM Project and support the delivery of FGM-related activities where required.

3.  Monitoring & Evaluation:

3.1  Complete regular reports / provide data on the Health Advocacy Service’s activities as requested by the Senior Management Team.

3.2  Maintain appropriate quality assurance systems to ensure Service activities are delivered to a consistently high standard and within good practice guidelines, including staff, volunteer and beneficiary feedback. Ensure complaints and concerns are addressed promptly and appropriately.

3.3  Support Service staff to keep accurate records of all relevant activities for evaluation and monitoring purposes.

3.4  Ensure the Service complies with the monitoring requirements of all funders.

3.5  Complete the required monitoring and financial reports for funders within appropriate timescales and according to their requirements.

4.  Finance:

4.1  Prepare annual budgets, monitor expenditure against income and take corrective action where necessary and in accordance with funders requirements.

4.2  Request payment from funders as required and in-line with agreed terms and timescales.

4.3  Support the Director of Fundraising and Development in identifying and applying for possible sources of funding.

5.  Publicity:

5.1  Maintain up to date publicity material for the Service.

5.2  Promote the Service within all appropriate local communities, organisations and statutory bodies.

6.  Other:

6.1 Attend regular support and supervision sessions with the CEO.

6.3 Ensure effective planning and organisational systems and procedures are in place for the smooth running of the Service

6.4 Abide by and actively promote Manor Gardens Centre's Equal Opportunities Policy in carrying out of all responsibilities.

6.5 Be aware of the Service’s and Centre’s aims and objectives and treat beneficiaries, volunteers and visitors with respect and consideration.

Person Specification:

1.  Significant service / project management experience in a relevant field and proven ability to manage multiple projects and funding streams.

2.  Experience of planning, developing and implementing services / projects and monitoring and evaluating project performance.

3.  Experience of preparing and managing budgets.

4.  Experience of producing monitoring reports for a range of funders and in accordance with their requirements

5.  Staff and volunteer management experience, including providing regular and structured support and supervision.

6.  Ability to motivate, lead and develop a team.

7.  Knowledge of good practice in volunteer management.

8.  Willingness to support the development and writing of relevant fundraising applications.

9.  Commitment to working with refugee and migrant communities and an excellent understanding of the issues that affect them.

10.  Experience of supporting refugees and migrants into training and employment and good knowledge of the barriers they may experience.

11.  Knowledge of good practice in Community Interpreting and Bilingual Advocacy.

12.  Good understanding and commitment to equal opportunities and the ability to promote equality of opportunity across service activities.

13.  Good knowledge of safeguarding policies and procedures and the ability to ensure these are implemented across service activities.

14.  Excellent verbal and written communication skills including experience of report-writing and giving presentations for a variety of audiences.

15.  Proven organisational, planning and record-keeping skills and an ability to implement systems and procedures.

16.  Excellent IT skills and experience of using a range of Microsoft packages including Excel, Access and PowerPoint.

17.  Ability to liaise and negotiate effectively at all levels.
