CRIMINAL RECORD CHECK Considerations
The Criminal Record Check policy applies to changes in job assignment. If the CRC criteria in the new assignment are different from the previous assignment, such that there may be significant risk for the duration of the assignment, the manager will need to submit the CRC Status Confirmation Form and await results prior to assigning the new duties. For very short assignments, depending on the nature of the risk, this may not be necessary, provided the risk is mitigated. Consult with your Human Resource Consultant for advice and guidance on making a determination. The premium for TAHD less than 90 days is calculated at a rate of 8% on the home class salary subject to the minimum and/or maximum of the higher level’s salary range.
TAHD premium is considered as a supplementary payment and is payable in the following pay period in which it is worked.
If an employee works in a TAHD assignment either the 2 days before or 2 days after the statutory holiday, the employee will receive TAHD premium for the statutory holiday.
SGEU
In-scope employees performing TAHD less than 90 days will receive an hourly premium. A TAHD assignment for more than 90 calendar days must be set up as a TAHD for more than 90 consecutive days (Temporary Reclass). If the Manager becomes aware at anytime during the first 90 days that the TAHD assignment will continue beyond 90 days, the provisions of TAHD for more than 90 days shall apply. These provisions shall be applied effective the first day it is known that the TAHD assignment will continue beyond 90 days. It is the ministry’s responsibility to track the 90 day assignment threshold.
Employees shall work the hours of work designation of the TAHD assignment as soon as they are assigned. An employee’s hours of work will determine if they are required to finish their home EDO cycle.
Employees assigned TAHD will receive TAHD premium for each day of the assignment including days of approved paid leave (vacation leave, union business, scheduled days off, sick leave/family leave/pressing necessity, and time in lieu.
All TAHD request forms must be completed in full, signed by the employee and approved by the appropriate supervisor/manager. Information on the TAHD request form and the timecard must be verified to ensure the information is correct. Follow up with the employee/supervisor regarding any discrepancies prior to submitting the request to the Employee Service Centre. If forms are not completed in full they will be returned which may result in a delay in payment.
Note: TAHD payments are audited by the Provincial Comptroller’s Office on a regular basis.
PERMANENT EMPLOYEES (BOTH FULL-TIME AND PART-TIME) - IN-SCOPE TO AN IN-SCOPE ASSIGNMENT OR IN-SCOPE TO A MCP (office hours designation) ASSIGNMENT (formerly known as MSG)
TAHD premium is calculated at 8% on the home class subject to the minimum and/or maximum salary range of the higher level’s salary range. If the 8% calculation results in a TAHD rate that is less than the minimum of the salary range of the higher level, the employee will receive the minimum of the salary range.
TAHD premium is paid for each full/complete day worked.
TAHD premium is not payable on any hours worked that are banked during the assignment of higher duties.
TERM EMPLOYEES
Term employees, as per Article 12.2 C) of the SGEU Collective Bargaining Agreement, are eligible for salary maintenance subject to the minimum of the higher salary range
Explanation – If the employee’s current salary is within the range of the higher position, no TAHD premium is payable. If the employee’s current salary is less than the minimum of the range, TAHD premium is payable up to the minimum of the range.
Example: A term level 3 employee with a hourly rate of $18.189 is required to perform TAHD to a level 4 position, no TAHD premium is payable as $18.189 is the minimum rate of the level 4. . If the level 3 assignment has an hourly rate of pay lower than the $18.189 you would apply the 8%, however the level 3 could only receive the minimum of the level 4 range.)

EARNED DAYS OFF (EDO’s)

As per Article 12.3 D), employees required to perform the duties of another employee who is on an EDO shall not receive TAHD premium
Employees designated with office or regulated hours of work are required to complete their home EDO cycle.
Employees who are working modified, altered or field hours of work are not required to complete their home EDO cycle.
Part-time employees assume the hours of work designation of the higher position immediately.
If an employee is required to work on the last EDO of their home position the employee will receive overtime at time and one-half plus, the TAHD premium at time and one-half.
WORKING ON A STAT
When an employee performs TAHD for hours worked on a stat holiday for example, 6 hours, the TAHD calculation for the stat would be as follows:
(6 hours PPS x 1.5) for hours worked + 8 hours for the stat = 17 hours x TAHD premium rate
Note: PPS – premium pay on scheduled stat @ time and one-half (see above)
Note: OTD – overtime pay @ two and one-half (see below)
If an employee performs TAHD for hours worked on a stat holiday for example, 10 hours, the TAHD calculation for the stat would be as follows:
(8 hours PPS x 1.5) for hours worked + (2 hours OTD x 2.5) for additional hours worked + 8 hours for the stat = 25 hours x TAHD premium rate
IN-SCOPE TO OUT-OF-SCOPE MCP (out-of-scope hours designation) ASSIGNMENT
In-scope employees performing TAHD to out-of-scope MCP positions are paid at a daily rate premium not based on the hours worked in any one day.
There is no daily overtime during the assignment of TAHD to an out-of-scope position.
In-scope employees assume the hours of work designation of the out-of-scope position immediately. Employees that work a period of 7 consecutive working days following the employee completing their EDO cycle, shall earn Scheduled Days Off (SDO’s) commencing retroactively to the first day of the out-of-scope TAHD assignment. Employees who are not required to complete their home class EDO cycle shall begin to earn SDO immediately. The SDO hours earned are to be used while working the TAHD assignment or must be paid out at the end of their assignment.
OUT-OF-SCOPE
Out-of-Scope employees with monthly hours of work equal to 165.333 are eligible for TAHD premium after an assignment greater than 15 consecutive working days; in such cases, the premium is retroactive to the first day of the temporary substitution. The temporary substitution assignment must be less than 2 years.
Out-of-scope employees with monthly hours of work equal to 156 are eligible for TAHD premium after completing 5 or more consecutive working days, after which time it is retroactive to the first day of the temporary substitution. The temporary substitution assignment must be less than 2 years.
OUT-OF SCOPE TO OUT-OF SCOPE
Out-of-Scope temporary substitution for time spent on vacation leave/scheduled days off/sick leave is typically not eligible for the higher rate of pay. Ministries have discretionary power of approval for the payment of the TAHD premium for incidental days taken during the temporary substitution. The incidental days may include vacation days, scheduled days off and sick leave. If the TAHD request form has been approved by management, submit for payment.
