The Greensville County Planning Commission meeting was held Tuesday, June 9, 2015, 7:30 P.M., at the Greensville County Government Building, 1781 Greensville County Circle, Emporia, Virginia.

In Re: APPROVAL OF AGENDA

Commissioner Jones moved to approve the Agenda. Commissioner Allen seconded the motion. All voted aye to approve the Agenda.

In Re: APPROVAL OF THE MINUTES – May 12, 2015

Commissioner Tucker moved to approve the minutes of May 12, 2015. Commissioner Wiley seconded the motion. All voted aye to approve the minutes of May 12, 2015.

In Re: PUBLIC HEARING

Commissioner Robinson moved to go into Public Hearing. Commissioner Jones seconded the motion. All voted aye to go into Public Hearing.

In Re: SP-5-15 Gayle D. Gilliland

Mr. Pope reviewed the staff report with the commission members stating that the applicant’s request was to establish a cabin.

Staff recommended approval with the following conditions:

  1. A Special Use Permit is issued for the establishment of a residential dwelling on property identified as Tax Map 53, Parcel 36 to be exclusively used as a cabin.
  1. The cabin shall be constructed in accordance with the Virginia Uniform Statewide Building Code, the Virginia Health Department Regulations and utilize the principle set-back requirements of the Greensville County Zoning Ordinance.
  1. The cabin shall not be utilized as rental property.
  1. Occupancy shall be limited to 120 days per year.
  1. If the family ever wishes to utilize the cabin as a residence, the structure and property must conform to all applicable requirements of the Greensville County Zoning Ordinance as it relates to required road frontage, lot size requirements, etc.
  1. Failure to abide by the above conditions may result in the immediate revocation of the Special Use Permit.

Chairman King asked if there were questions or comments from the commissioners. Commissioner Robinson asked if the cabin would be constructed, where indicated by a “box” on the map provided by the applicant, on Tax Map 54, Parcel 25 or if in fact, the cabin would be located on Tax Map 53, Parcel 36 and did the applicant own both parcels.

Mr. King asked if there were any comments from the applicant. Mr. Davis E. Gilliland, who resides in Deltaville, VA, stated the family does desire to construct a hunting cabin to have a place to stay overnight during hunting season on Tax Map 54, Parcel 25 and he does own both Tax Map 54-25 and Tax Map 53-36.

Commissioner Robinson further asked if the staff report could be revised to reflect the actual Tax Map 54, Parcel 25. Mr. Pope stated it would be revised before submitting the commissioner’s report to the Board of Supervisors. Mr. Pope further stated the three new adjacent property owners would also be notified of the Board of Supervisors meeting on June 15, 2015.

Mr. King if there were any further questions or comments from the commissioners. There were none. Mr. King asked if there were any comments from those in favor of or who opposed the case. There were none.

In Re: REGULAR SESSION

Commissioner Tucker moved to go into Regular Session. Commissioner Allen seconded the motion. All voted aye to go into Regular Session.

In Re: SP-5-15 Gayle D. Gilliland

Commissioner Robinson moved to revise the Tax Map, Parcel number on the Staff’s Report, to approve SP-5-15 with conditions and forward the decision to the Board of Supervisors. Commissioner Jones seconded the motion. All voted aye to revise the Tax Map, Parcel number on the Staff’s Report, to approve SP-5-15 with conditions and forward the decision to the Board of Supervisors for consideration.

In Re: OTHER MATTERS

Commissioner Jones asked Mr. Pope if he would tell them about the new cell towers. Mr. Pope advised to date Cellco Partnership d/b/a Verizon Wireless had obtained the approved special use permit to construct the cell tower on Pine Log Road. Mr. Pope further stated after meeting with the consultants, he understood there would be four (4) other cell towers in the near future. These would possibly be located in the areas of Beef Road, Claresville, Purdy Road and Dry Bread Road.

Commissioner Allen moved to adjourn the meeting. Commissioner Wiley seconded the motion. All voted aye to adjourn the meeting. Meeting was adjourned at 7:42 p.m.
