Minutes of the meeting of Maiden Bradley with Yarnfield Parish Council held at the Village Hall Maiden Bradley on Tuesday 9th July 2013 at 7.30pm.

13/061 Acceptance of apologies for absence
Resolved: Councillor Angus Neish had sent his apologies due to family commitments, Councillor Ben Gunstone due to work commitments and Councillor Franck Baudrain due to work commitments. Council resolved their reason for absence.
13/0362 Chairman’s announcements
Resolved: The Somerset Arms email was noted, the Clerk was instructed to speak to the Community Co-ordinator re the signage and reply direct to the Somerset Arms.

13/065 Exclusion of the Press and Public Standing Order #1c
The Parish Council may exercise their right to exclude the public and press by resolution from a closed meeting due to the confidential nature to be discussed pursuant to section 1(2) of the Public Bodies (Admission to Meetings) Act 1960.

Resolved: Council noted the information supplied by Peter Oliver, Forestry Consultant to the Duke of Somerset’s Estates
13/068 Parish Steward/Highways
Resolved: Church Street weeds require attention
Salisbury Street Scene Meeting
Resolved: to note the report on the meeting and the new system in place with the Community Co-ordinator. The Clerk would be the central contact for the Co- coordinator.
13/069 Community Speed Watch
Resolved: Councillor Patrick Nixon reported back to Council on recent developments and informed Council that “he is looking forward to the meeting in September between the Police and Crime Commissioner and Community Speed Watch team leaders.”
13/070 Housing Survey
Resolved: noted the survey. Council resolved to accept the survey.
13/071 Maiden Bradley Chapel
Resolved: No update had been received to date. Council resolved to instruct the Clerk to email any correspondence re the Chapel direct to Councillors when received.
13/072 Budget Review
Resolved: the Budget Review, the Clerk was instructed to send out a copy of the Accounts with the Agenda in future, so Councillors had more time to take in the information.
13/073 Insurance Company Risk Assessment
Resolved: to note the Clerks report on her meeting with the Insurance assessor.
It was agreed that the Clerk produces a Risk Assessment generic sheet for the litter pick with an information sheet for all those that take part just as a precaution.
The Clerk provides a poster on the lid of the Grit bin stating whom to contact when it is empty or low and publish nearer to the winter months an information sheet re gritting in the Parish News and on the noticeboards.
A replacement cost would be sought by the Clerk for the Bus Stop and the stone Noticeboard as there was concern that the value to replace would be higher than that stated and that the Foxes Head memorial be re-valued for replacement and the clerk seek ownership details.
The request by the Village Hall Chairman for the Community noticeboard beside the Shop to be sighted at the Village Hall was discussed. Council resolved that it agreed to the re-sighting of the noticeboard at the Hall. The Parish Council would still be owner and insure the Noticeboard.

Resolved: Instructed the Clerk to place this item on the next Agenda.
13/075 Yearly Newsletter
Resolved: Instructed the Clerk to add the following items, the change of the system re the Parish Steward to Community Co-ordinator, the refurbishment of the Village Hall, Litter Pick, a Community Speed Watch slot from Councillor Nixon, External Audit and the grants awarded.
13/076 PAT Testing
Resolved: the Clerk contacts Wheelers of Westbury. The Clerk had also reported that the battery on the Laptop had now reached the end of its life. The Clerk was instructed to seek the cost of new cost battery. Council resolved to resolve its replacement by email to enable it to be replaced sooner and so not cause disruption in the Clerks efficacy.

Community Area Traffic Group meeting 18th June 2013
Resolved: noted the Clerks report from the meeting. No issues were reported for Maiden Bradley.
Community Emergency Plan
Resolved: noted the Clerk has a meeting arranged with Dan Cooke Station Manager Warminster, Tisbury and Mere Wiltshire Fire and Rescue Service at Warminster Fire Station to go through the plan structure and highlight best practice on how the plan will integrate with the Fire & Rescue Service.

Resolved: noted the Clerks report in item 13/073

Resolved: noted that Jane Scott has agreed to attend the SLCC Wiltshire Branch meeting to discuss collaborative working with Clerks among other items.

Resolved: noted new guidance explicitly states that councils should allow the public to film council meetings.

13/082 Clerks Appraisal
Resolved: the Chairman signed the appraisal and thanked the Clerk for her hard work through the year.
13/083 Society of Local Council Clerks National Conference
Resolved: Council agreed that if the Clerk is able to obtain a Bursary from NALC and the cost is shared it would confirm its support in her attending. The Conference will cover the Community Infrastructure levy, threats to Common Land, Making Neighbourhood Planning work for your Community, Quality Parish Scheme, Sustainable Communities Act and many more items. NALC are to address the Clerks at this event as well. The cost is £395.00 but sharing a room with another Clerk brings it down to £295.00 with a Bursary of £100.00 and the remaining cost is shared for these three days it will be £65.00. The Conference & Training budget for this year is £80.00 combined the Clerk has used £11.50 of this budget so far so this would leave £3.50 in the budget. It was agreed that for a small Council it is extremely cost effective for the Clerk to attend and gain training on these issues and network with others that have experience in these areas.
