CALL TO ORDER:

John Wieczorek called the meeting to order at 6:00 p.m. at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

MOTION

John Wieczorek made a motion to approve the minutes of the July 11, 2011 Board of Supervisors Meeting. Seconded by Franklin Ruch. John Wieczorek, yes; Travis Steigerwalt, yes; Franklin Ruch, yes; George Stawnyczyj, yes and Linda Benner, yes 5-0 vote. Motion carried.

NEW BUSINESS:

Lowe’s Lighting Plan (carry to next agenda, no plan received)

Adopt a Policy Statement-When It would Be Appropriate for the Township Engineer to allow Minor Modifications/Changes to the Construction without Running the Requested Change through the Board.

Discussion took place as to what is minor and if what Tim Edinger feels in minor may not be the feeling of the Board.

Ragnar Relay (Request to use our parking lot as an exchange point for the event)

OLD BUSINESS:

Packerton Yards Waiver Requests

1. WAIVER REQUEST-SALDO Sec. 99-10.F.(1).e, Sec. 99-10f.(4)(b)[1], and Sec. 99-10.f.(4)(c)[2]-CONTROL OF STORMWATER POST-DEVELOPED PEAK DISCHARGE RATE TO BELOW PRE-DEVELOPED LEVELS.

PLANNING COMMISSION RECOMMENDATION-GRANT WAIVER REQUEST WITH A CLARIFYING NOTE PLACED ON THE PLAN AND TOWNSHIP ENGINEER REVIEWING LETTER OF JULY 10, 2010 MAKING SURE THAT HE IS IN AGREEMENT WITH HIS STORMWATER COMMENT #3.

2. WAIVER REQUEST- SALDO Sec. 99-10.F.(8)(e)NO ENCROACHMENT SHALL BE MADE ON A FLOODPLAIN OR WATERCOURSE WHICH WILL INCREASE THE FLOOD LEVELS WITHIN THE TOWNSHIP DURING THE OCCURRENCE OF THE ONE-HUNDRED YEAR FLOOD DISCHARGE.

4. WAIVER REQUEST –SALDO 99.10.G.(2)(b)[2] [c]-MINIMUM CENTER-LINE RADII FOR HORIZONTAL CURVES SHALL BE AS FOLLOWS (310 FEET FOR A DESIGN SPEED F 35 MILES PER HOUR)

7. WAIVER REQUEST-SALDO Sec.99-17.a.(1) and Table IV-THIS SECTION REQUIRES THAT EACH STREET CONTAINED IN A SUBDIVISION OR LAND DEVELOPMENT SHALL BE CLASSIFIED AND BE DESIGNED IN ACCORDANCE WITH THE SPECIFICATIONS FOR THE APPROPRIATE CLASS OF STREET,

PLANNING COMMISSION RECOMMENDATION-GRANT WAIVER REQUEST WITH NO CURBING AND 24 FOOT CARTWAY

Discussion took place with regards to scheduling a workshop with Carbon Engineering, Planners and Township Engineer and Solicitor. Who will pay for the advertisement? Advised the county will pay for the advertisement.

Franklin Ruch advised he will talk to Ron Reeser in regards to missing signs.

Þ  The township group members will be staying together once we are finished with the comprehensive plan and continue to work on zoning as a group. Starting with definitions.

Þ  Our road department has already attended the LTAP training motioned at our last meeting

Þ  Electrician addressed issues of blown out lights within police department

Þ  Executive session for personnel issues.

Þ  There is a tree down at the intersection of Pine Hollow and Hemlock. Chief of Police will contact PennDOT
