CALL TO ORDER:

John Wieczorek called the meeting to order at 6:00 p.m. at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

MOTION

Travis Steigerwalt made a motion to approve the minutes of the September 12, 2011 Board of Supervisors Meeting. Seconded by Linda Benner. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

NEW BUSINESS:

Resolution 2011-09, 2012 Minimum Municipal Obligation for the Mahoning Township Police Pension Plan

MOTION

Travis Steigerwalt made a motion to adopt Resolution 2011-09, 2012 Minimum Municipal Obligation for the Mahoning Township Police Pension Plan in the amount of $32,974.00. Seconded by John Wieczorek. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

Resolution 2011-10, 2012 Minimum Municipal Obligation for the Mahoning Township Non-Uniform Pension Plan

MOTION

Travis Steigerwalt made a motion to adopt Resolution 2011-10, 2012 Minimum Municipal Obligation for the Mahoning Township Non-Uniform Pension Plan in the amount of $27,923.00. Seconded by Linda Benner. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

Sale of Roller

MOTION

John Wieczorek made a motion to advertise for bids for the Galion Roller. Seconded by George Stawnyczyj. John Wieczorek, yes; Travis Steigerwalt, no; George Stawnyczyj, no and Linda Benner, yes 2-2 vote. Motion fails.

MOTION

George Stawnyczyj made a motion to place roller and other surplus township property on Gov. Deals. Motion fails for lack of second.

MOTION

John Wieczorek made a motion to table the sale of the Galion Roller to the next meeting. Seconded by George Stawnyczyj. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried. George Stawnyczyj will compile the list.

Carbon County Tax Ordinance EIT

John Wieczorek made a motion to adopt Carbon County Tax Ordinance for EIT as submitted. Seconded by Linda Benner. John Wieczorek amended motion to authorize Thomas Nanovic to do proper advertisement. Seconded by Travis Steigerwalt. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

Budget Workshop

MOTION

John Wieczorek made a motion to advertise for budget workshop for October 20 and November 17, 2011 at 6:30 PM. Seconded by George Stawnyczyj. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

Meckes Subdivision

MOTION

Travis Steigerwalt made a motion to grant Meckes Subdivision a 90 day time extension. Seconded by John Wieczorek. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

MOTION

Travis Steigerwalt made a motion to grant conditional approval of the Meckes Subdivision conditioned upon mylar, recreation fees, NPDES Permit and stormwater being approved by T&M Associates. Seconded by George Stawnyczyj. John Wieczorek, yes; Travis Steigerwalt, yes; George Stawnyczyj, yes and Linda Benner, yes 4-0 vote. Motion carried.

OLD BUSINESS:

Police Schedule

Linda Benner shared with the Board scheduling issues and knowing what she is aware of now she would have never hired another part time officer. We are not utilizing our current part time officers to their fullest availability. Travis Steigerwalt advised that the chief is in charge of scheduling he should be here for this. George thoughts are this should be handled by the police committee and then an executive session by the board until we have a resolution to this. Travis heard from one of the part timers and some of his words were misinterpreted from what the full timers are telling us. Don’t take everything you hear as gospel, if part timers have a problem with the scheduling they need to man up to the chief and tell him what’s going on.

John Wieczorek advised that he and Frank met with Tim Edinger with purpose of moving forward with pole barn. Tim Edinger needs to determine whether or not the current building is structurally strong enough for a remodel.

Travis Steigerwalt made a motion to have engineer make the determination of the township buildings structural integrity and determine if it is feasible to remodel. Seconded by George Stawnyczyj.
