Letter from the Chair

At the Annual General Meeting most of the current committee was reappointed. One exception was due to the retirement of Fergus Pringle as Patch Secretary. Fergus has done a great job. Not just in efficiently organising all the patches but keeping the rest of us (especially me!) on our toes. We do not yet have a replacement patch secretary and we are short of several patch representatives.

The residents’ association depends for its continued existence on ordinary people volunteering from the estate.

The equation is simple…No volunteers = No residents association

Do consider joining the committee to help us. We are open to any kind of job sharing schemes!

What’s happening around Lowry Hill

The widening of the traffic light junction and the move to a partime operation is now complete and this seems to be a real improvement. Concern was voiced that there is still a bottleneck where the bus parks. If you have noticed problems at that point in the road please let me know.

Flooding is still occurring in the cut between Lowry Hill Road and Heather Drive and we need to keep pushing the council to provide a satisfactory solution there.

The surface of the play park behind Swinburn Drive needs attention, it was suggested that all it needs is additional bark chippings plus a wooden border would keep the chippings in place.

Moorville Drive Play Park looks like a ploughed field at the moment. Work is due to start on the new play park soon.

Lowry Hill Road will be resurfaced from Scotland Rd to Lowry Close in May. The junction bellmouths are included and will be remarked at a later date in the maintenance period. Cumbria Highways are keen to hear your feedback on the changes at the junction. Some other bad patches on Lowry Hill Road are earmarked for repair but no date has been identified – watch this space!

The big question put to our Chair.....

Would you or anyone within the association happen to know if there are plans to replace the dead and decayed landscaping on the section of median on the ridge between Henn. & Lyndale - just South of Groveland? Or as I like to call them - the flowers of death?

They are such an eyesore for all of us who live/drive/walk that area on a daily basis. I realize it may be a city issue - thought I'd ask the question first. I so appreciate your time and any information that you may have!

Our ICT courses cater for various levels of ability. Non ICT courses are also run including Learning how to use your Digital Camera, Belly Dancing, Craft days plus meetings groups WI, LHRA, Reading group. If you would like a specific course to run then let us know and we will see what we can do.

We have free courses starting again in September on how to improve basic English and Maths.

Open letter to the residents of Lowry Hill
I am a retired person with a severe hearing loss and find it very difficult to follow speech in group situations particularly where there is back ground noise. Suffering with hearing loss can result in isolation so it is particularly gratifying to find an organisation that has gone out of its way to help overcome this.
I refer to Kingmoor Business Centre.
Some while ago I wanted to learn how to make better use of my computer so I talked to the Centre about my special needs and a loop system for use with my hearing aids was obtained. This means that I can hear the tutor very clearly and follow the instructions for the course.
I have just completed my 6th course at the Centre and intend to continue my learning there because I know I will be able to join in with the other students due to the hearing system provided. I now have a new interest in computers, I have developed new skills and I have made new friends.
I would urge anyone with a hearing loss, who may be thinking of attending a course at the Business Centre, to go along and talk to the Centre staff who are very willing to help.

Kingmoor Nursery and Infant School

Thank you for all your support regarding the recent consultation regarding extending the admission numbers of both schools.

There was a really good response to both the leaflet sent out by parents and the attendance of residents at the consultation meetings.

The overwhelming view was that the majority of the residents, staff and governors were against extending the schools admission numbers on the grounds of additional traffic, disruption to the children’s education and the removal of existing playground space.

At school we have had some exciting visitors to the Reception classes, a police car, a fire engine and even a car transporter.

We held a Maths Week at the beginning of the Easter term and a theatre company whose theme was numbers visited to give us an additional stimulus to the week. There was a Maths workshop for children and their parents after school with a fantastic attendance and everyone seemed to thoroughly enjoy it.

Dear Residents,

I would like to take this opportunity to keep you up to date with some of the recent developments at the Junior School.

We have been fortunate enough to secure funding through the Extended Services Capital Grant Scheme which will improve the playground facilities for all of our pupils at school. The School Council have been working alongside their Infant friends to finalise the design, and needless to say, the facilities will be an asset to our community also. More information will follow once the work is completed during June.

The school is also undertaking extensive work to improve the classrooms within school. This work will be completed over the summer holiday in preparation for the new term in September.

The school is working alongside Kingmoor Community and Business Centre to update the computer suite. Indeed, a full new suite of computers will be installed this month. Do keep an eye out for the courses that will be running through the Centre in the coming months.

Our after-school clubs are continuing to grow, and recent additions have included our Wildlife Club and Gardening Club – both of which are having a positive impact on the quality of environment here at the school. Do get in touch if you would like to help! Our musical and sporting pedigree continues to be a feature of the school – success in the recent Carlisle Music Festival and numerous public performances have brought enjoyment to many. Members of our newly formed competitive gymnastics club were recently crowned County Champions!

The School Council recently organised a “Bad Hair Day” in support of Eden Valley Children’s Hospice. We were overwhelmed by the generosity and support of our families and friends as £1,680.52 was raised for our local hospice. Thank you to all those that contributed.

As you may have been aware, we are coming towards the end of a period of consultation regarding the possible expansion of our school. If you would like to view the response from our Governing Body, please access and click on the Governors tab on the left hand side. After a lot of listening and debate, the Governing Body do not believe that expansion of our school is the right route for the Local Authority to take at this time. Reviewing electoral arrangements in Cumbria:what do you think?

Why we’re asking you:

The county council is considering whether or not to invite the Electoral Commission to come toCumbria to review electoral arrangements in the county. The council would like to hear more from Cumbrian residents about what they think on the issues before it decides whether or not to go ahead. The information and questions below are intended to explain the issues being discussed and provide you with an opportunity to express an opinion. Your feedback will help councillors reach a view on whether or not they should support the proposal. A decision will be made later in the year.

The key issue:

Cumbria County Council is currently made up of 84 elected councillors. Each councillor represents a different geographical area of the county; these are known as Electoral Divisions (ED). These vary in size and in the number of people who live in the area and are eligible to vote (known as the electorate); currently the average electorate size is about 4600 people per ED.

This average number hides significant differences between the 84 EDs. For example inCumbria the smallest ED has an electorate of 3429 but the largest has an electorate of 6197, almost twice as many.In theory this means that the councillor for the large ED can only spend half as much time with each of their electorate. Arguably this is unfair and puts the people who live in this ED at a disadvantage.

However, in many cases Electoral Divisions can be said to make sense based on the way towns and villages are located across the county, in other words people in that ED would recognise other people in that ED as being from their area. Having EDs that reflect this “sense of place” is also an important factor to consider when deciding on electoral division boundaries.

Northern development route forgesahead

Despite dealing with a major recovery effort in westCumbria following theunprecedented flooding that hit the county, Cumbria County Council has ensured the Carlisle Northern Development Route (CNDR)is progressing as planned and to schedule.

The existingKingmoorRailwayBridge north ofCarlisle is being replaced with a new two-lane bridge that will form an integral part of CNDR. Demolition of the old bridge took place over a 58.5-hour period when the west coast main line was closed, starting in the early hours of Christmas morning. To help ensure traffic disruption was kept

to a minimum, a temporary bridge is now in use. The temporary bridge carries traffic travelling from Cargo and Rockliffe toCarlisle. The newKingmoorRailwayBridge is due to be completed by Autumn 2010.

Major construction of CNDR got underway last October and the route is set to bring massive transport and economic improvements not just to Carlisle but to westCumbria as well. The northern end of the new road is set to be open by August 2011, with the whole road open by April 2012. To find out more information visitcumbria.gov.uk
