CALL TO ORDER

The meeting was called to order by Commissioner Mike Strain, DVM.

ROLL CALL

The roll call was made by Liz Wilcox.

Members present: Commissioner Mike Strain, DVM, Vic Blanchard, Calvin LeBouef, James Leleux, Sheriff Austin Daniel, John Tilton, Henry Capdebosque, Sheriff Budd Torres, Sheriff Ivy Woods, Robert Joyner, and Terry Boone.

Members absent: David Richard, Sheriff Steve Prator, Jim Marsalis, Kent Ledoux, Cecil Sanner, Robert Levy, Dennis Klein, and Mike Dominique.

Sheriff Torres led the board in the Pledge of Allegiance.

Calvin LeBouef said the opening prayer for the board.

Commissioner Strain thanked the board members for serving on the Brand Commission board.

PUBLIC COMMENT

None

ELECTION OF OFFICERS

Motion: Mr. Tilton nominated Jim Marsalis as Chairman. Mr. LeBouef seconded the motion and passed.

Motion: Mr. Tilton nominated Sheriff Bud Torres as Vice Chairman. Sheriff Daniel seconded the motion and passed.

DESIGNATION OF STAFF

Motion: Mr. LeBouef made a motion to accept Carl Bennett as the Director of the Livestock Brand Commission. The motion was seconded by Mr. Tilton and passed.

APPROVAL OF MINUTES

Motion: Motion was made by Mr. Tilton to accept the March 10, 2011 Livestock Brand Commission minutes. The motion was seconded by Mr. LeBouef and passed.

OLD BUSINESS

Mr. Bennett gave an overview of the Livestock Brand Commission operations since the last board meeting.

Mr. Bennett gave a report on the inspector’s cases and the inspector’s sale barn inspection totals.

Mr. Bennett spoke on the Crimestopper’s program.

NEW BUSINESS

Mr. Bennett reported the Brand Commissions role during Hurricane Isaac.

Mr. Joyner stressed how much the Louisiana Cattleman’s Association appreciated the help from the department.

Commissioner Strain explained how the department assisted the cattlemen by dropping hay to stranded cattle during the disaster.

Mr. Walther gave a presentation on the Department of Agriculture and Forestry responsibilities before, during, and after Hurricane Isaac.

Mr. Bennett gave a report on the legislative changes concerning Livestock Brand Commission cattle inspection.

Mr. Bennett discussed the traceability changes occurring.

Mr. Walther gave a presentation on the new program the department was purchasing for the traceability program.

Mr. Walther discussed the information in the board members binders concerning the Louisiana Board of Ethics and what they needed to do to comply with the program.

PUBLIC COMMENT

Sheriff Daniel stated how much he enjoyed serving on the Livestock Brand Commission Board.

ADJOURNMENT

Motion: Mr. LeBouef made a motion to adjourn at 11:55 a.m. Sheriff Daniel seconded the motion. The motion passed unanimously.
