Good evening. My name is David Delmonte and I reside at 16844 Falconhurst Drive. I am the president of the Wright Farm Homeowners’ Association. The Wright Farm HOA consists of 117 single-family homes, each on 3+ acre lots with individual well and septic service. All 117 homes are located within the Purcellville JLMA. Of the 2,200 acres in the Purcellville JLMA, Wright Farm comprises almost 400 of those acres, or close to 20% of the JLMA.

Plainly stated, we are not in favor of the proposed amendments in CPAM 2012-0002. Wright Farm strongly objects to being included in the Purcellville JLMA.

The glossary in the County’s Revised General Plan clearly defines what a JLMA is. The proposed amendments to the Plan directly contradict that definition. To substantiate that assertion, why is the term “with the exception of the Town of Purcellville” used on several occasions in the proposed amendments? Furthermore, if the Town of Purcellville truly does not desire any increased density and growth outside the current incorporated Town boundaries into the JLMA, as stated in one of the proposed amendments, then why even have a JLMA? Lastly, why has every town in the county either reduced or eliminated their JLMA, except for Purcellville?

The Purcellville JLMA boundary was established almost 20 years ago, prior to the Wright Farm subdivision being built. When the Town and the County approved the development of Wright Farm and the first homes were constructed 10 years ago, the feasibility of our 400 acres continuing to be part of a JLMA ceased. The design and development of Wright Farm far more closely mirrors other residential neighborhoods directly to our north and east, which are not in the JLMA, than the Town of Purcellville to our south.

In closing: Acknowledging this subject is more complex than the time allotted to discuss, it appears hypocritical and contradictory when the Town recently acknowledged PUGAMP and the Annexation Agreement as burdensome, inequitable and not in the Town’s best interest, but is now advocating for what is in effect the same JLMA that existed in the PUGAMP.
