MINUTES OF THE MEETING OF THE PARISH COUNCIL

MONDAY 12th MARCH 2018

  1. OPENING PROCEDURES – The Chairman announced the recent passing of Mick Hill, a

former Parish Councillor and friend to many, a minute’s silence was held.

1.3 MINUTES OF THE MEETING HELD MONDAY 12th FEBRUARY 2018 were amended to read

Item 2.2 “‘R Vivian advised the PC that there will need to be increased awareness of the data which is stored and organised access to it, to conform with the GDPR” and the minutes were then signed and dated by the Chairman as a correct record.

1.4 DECLARATIONS OF INTERESTS

2. MATTERS ARISING

2.1 Long Buckby Wharf – Grand Union Canal towpaths – Canal & Rivers Trust have advised that any dog attack incidents are reported to both the Police and the Trust. A Webb advised that this advice covers attacks on people, not dog on dog attacks. This is why action is requested to enforce the “Dogs to be kept on a lead” order.

2.2 Data Protection Regulations (2018) – Await further advice from NCALC.

2.3 Marriotts Road – Flooding Issues (Response from NCC Highways and Anglian Water) – Replies have been received from both Anglian Water and NCC Highways to state there is no problem in the area following site visits. This is an ongoing problem, especially with the manhole cover lifting outside number 11 following heavy rainfall. S Osborne will request a site visit with NCC Highways.

2.4 Street Lighting Cost Savings – An analysis is being provided from Western Power which will be used against costings provided from E-On. R Vivian will report back at the April meeting.

2.5 Long Buckby Railway Station Car Park – An e-mail has been received from Network Rail confirming that 50% of the car parking charges for the 28 spaces will be shared between West Midlands Trains and the Parish Council from 1st September 2018.

3. PUBLIC TIME –Long Buckby Youth Centre is in a temporary home in the Community Centre whilst the Hockey Pavilion lease situation is resolved between the Sportsfield and the Parish Council. They are keen to return to the Hockey Pavilion, but with the lease between themselves and the Sportsfield Committee.

4. COUNTY AND DISTRICT COUNCILLORS REPORTS

NCC – Further to the latest budget announcements, the Library has in effect gone, along with the gritting of the roads and subsidised buses. Long Buckby Library will remain open for three days a week until September 2018. A meeting this weekend at NCC could extend this opening time. There are millions of pounds of savings to be made over the next couple of years at NCC.

DDC – All running smoothly, no issues to report.

5. BUSINESS

5.1 Meeting with NCC Highways – Proposed Parking Restrictions – Following a recent meeting between P Townsend and Ian Boyes (NCC) to resolve the parking issues in the village, the following proposals were presented to the Parish Council:

* Station Road – The grass verges around the Watson Road/Rockhill Road junctions will be registered as Public Highway, therefore any vehicle parking on here, beyond double yellow lines can be ticketed by the Parking Enforcement Officers. Approved by all.

* South Close – A proposed “No parking Mon-Fri between 8am and 5pm”, single line opposite the existing double yellow lines. Approved by all.

* Wright Road – Proposed double yellow lines at the Wright Road junction. Approved by all.

* Hall Drive/High Street – Extend the double yellow lines at this junction into Hall Drive. Approved by all.

* High Street – Extend the double yellow lines by one car parking space, outside 28 High Street. Defer a decision until a site visit is made by G Spokes/S Osborne.

* Market Place parking bay (Anglian Water) – Change one car parking space (with the hydrants) to “motorcycles only”. Approved by all.

5.2 Sportsfield Committee – The Hockey Pavilion Lease expired in March 2017. £10,000 has been spent by the PC on the building and fences over the past 10 years and the lease states that upon surrender it is to be returned to the Sportsfield Committee in a reasonable condition. Long Buckby Youth Centre have had a survey undertaken on the building. The Sportsfield Committee are not happy with the condition that the building is currently in. The Youth Centre would like to take on a new lease with the Sportsfield Committee direct. The Parish Council advise that they support the Youth Centre and will assist financially with the legal fees. The Youth Centre are also requested to submit any funding requests to the Parish Council for consideration.

5.3 Long Buckby Library – Already discussed under NCC reports, the Parish Council will investigate the possibility of registering the Library as an Asset of Community Value.

7. PLANNING

DA/2017/1113 (AMENDED) – First floor extension to existing pitched roof terrace to form en-suite bedroom. Replace flat roof over kitchen with pitched roof and rooflights. Extension over stairwell to form new bedroom – The Old School, Church Street, Long Buckby

PLANNING PERMISSIONS GRANTED

The Parish Council noted the following permission granted:

DA/2017/0859 – Construction of agricultural building (revised scheme) – Land at West Haddon Road, Long Buckby (East Haddon Parish)

8. COUNCILLORS REPORTS and RISK ASSESSMENTS

8.1 Cemetery – Risk Assessment handed to the Clerk for filing

8.2 Allotments – Risk Assessment handed to the Clerk for filing
8.3 Public Toilets – All clean and tidy.
8.4 Cotton End Park – Recent vandalism been reported.

9. CORRESPONDENCE

9.1 HGV Issues – Request a “Not suitable for HGV’s sign” at the High Stack/Brington Road junction–S Osborne will meet with NCC Highways (Ian Boyes) to discuss a sign for this road, along with one also required for the Brington to East Haddon Road.

9.2 DDC – Everybody Needs Good Neighbours Scheme – Post details on the website, noticeboard and social media to see if there is any volunteers interested in running a scheme. Funding is available.

9.3 Buckby Feast Trust – Thank you letter received for the £250.00 donation received from the

Parish Council
