STALL-HOLDER RISK ASSESSMENT GUIDANCE
Organisers and those who take part in providing outdoor events have a public duty under The Licensing Act 2003 to consider the impact of any risks on the public arising from their activity.
You probably have never had any incidents relating to your stall. This maybe because you already take care of possible eventualities, therefore a risk assessment is the documentation of the care procedures which you already undertake.
Craft, non-food and information stalls: Stallholders are reminded that they are responsible for the health and safety of their own stall and any risk it poses to the public. You may decide to take out your own insurance, but we do not require this. However we do require you to complete the enclosed risk assessment - see over page.
Caterers, Farmers’ Market/ Food sales stalls and facepainting: You must carry liability insurance (no less than £5 million). Photocopies of your Produce and Public Liability Insurance Certificates must be provided to EcoLocal. The producer has sole responsibility for complying with all local and national laws and regulations regarding the production, labelling, display, storage and sale of goods. If applicable all producers must comply with the Food Safety (General Food Hygiene) Regulations 1995, the Food Safety (Temperature Control) Regulations 1995 and the Food Safety Act 1990. Full co-operation with Trading Standards, Environmental Health and other public protection agencies will be a condition of attendance.

The assessment of risk has five stages:-
- Identifying the likely risks.
- Determining the likely severity of the risk.
- Deciding on ways to avoid them or making alternative choices.
- Taking preventative action or ways to make it less risky..
- Keeping a record of the above 4 on a risk assessment form..
See suggested risk assessment template over page. We do not need you to send us a copy of your completed risk assessment form –but keep a copy with you on your stall in case of health and safety inspections.

Gazebo tips!
The most frequent issue is gazebos blowing over – we’ve seen gazebos bowl across the field! It does get windy in Carshalton Park.
-Use enough tent pegs and guy ropes to peg your gazebo down. (avoid guy ropes creating trip hazards)
-Weights attached to the legs are very helpful – at least 5kg (eg a 5 litre bottle of water) attached to each leg is best. Small hand weights (for weight lifting)/tins of baked beans etc are not heavy enough!
-If you have a pole gazebo (ie not a pop-up type) – don’t just peg/weigh the feet down such that the poles can lift out of the feet.
-Plan to weigh/peg your gazebo down as the first job immediately it is erected before setting up the rest of your stall.
