TITTLE: Program Officer, Community Health
TEAM/PROGRAMME: Uganda Country Office – Operations Staff / LOCATION: Fort portal
GRADE: 4 / CONTRACT LENGTH:OPEN
Child Safeguarding:
Level 3 - the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Program Officer, Community Health will be primarily responsible for planning and ensuring quality and timely delivery of community based services of the MNCH program; including leading and coordination in collaboration with the District Health Team Leadership-mapping and training of VHTs in ICCM and community newborn care; integrated outreach mobile outreach MNCH clinics; child health days ; support supervision and mentorship of VHTs; and accurate documentation and reporting of community based activities The Program Officer may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis and to coordinate district level activities on behalf of the MNCH program manager.
SCOPE OF ROLE:
Reports to: Program Manager, KIMCHI Maternal Newborn – Access Project
Dimensions: Based in Ntoroko, the SO will support activities at the respective district up to the lowest level of facility based care.

KEY AREAS OF ACCOUNTABILITY:
1.  Capacity Building and MNCH Technical Lead
·  In coordination with District Health team leadership, leads and coordinates planning and implementation of all community based MNCH service delivery activities including VHT trainings, mentorship, and monthly support supervision; mobile outreach clinics; and child health days
·  Participates and contributes to the MNCH Western program reviews as required
·  Provides guidance to key actors in the implementation of community based activities of the MNCH Western Program; including leading on ToT for CSOs to deliver ICCM and Community newborn care training.
·  Reporting and documentation of all community based activities including maintaining a detailed database of all VHTs in collaboration with the project MEAL officer advisor and the District HMIS focal person
·  Plays a key role as Trainer/mentor in training and mentorship of VHTs on ICCM and community newborn care
·  Contributes to maintenance and strengthening of linkages with District level partners.
Partnership:
·  Provide day to day direct support to partners in programme work and project implementation in the district of operation with guidance from the Line Manager.
·  Support in linking and networking with other organizations and institutions in the program area of operation
·  Visit local collaborating partners and target groups frequently and document best practices and unique experiences for sharing and learning.
·  Identifying partner’s capacity gaps and share information with the Line Manager.
·  Follow up with partners’ reports and accountabilities.
·  Coordinate with the program manager to support smooth implementation of activities
·  Planning, Budgeting and Reporting:
·  Lead on preparation of draft plans and budgets for program community based activities
·  Lead on preparation of quarterly programmatic reports for community based activities
·  Ensure proper use of resources and timely accountability and reporting for all community based activities as per SCI policy.
·  Provide day to day direct support to partners in preparation and reviewing of plans for community based activities
Communication and Networking
·  Create and sustain positive working relationships internally with other technical staff; externally with the district local government and CSO partners, and other stakeholders, and also maintain an up to date understanding of key development trends in the project area.
·  Representing the MNCH western program in various thematic coordination fora a the district as may be requested by the line manager.
·  Ensure coordination with the government activities and structures in the implementation of the MNCh Western Porgram

QUALIFICATION
·  A minimum of a bachelor’s degree in a health related subject or higher diploma in either midwifery, nursing or clinical officer
SKILLS & EXPERIENCE
ESSENTIAL
·  Postgraduate training in either public health, or health systems strengthening, or community health, or reproductive Health and Gender, is an added advantage
·  A minimum of three years working experience in MNCH related programming in Uganda (preferably with an International NGO).
·  Skills and experience in training and mentorship of Village Health Teams needed
·  Willingness to work and stay in Kasese or Bundibugyo
·  Experience of working with local partners and training as a Master trainer in either ICCM, Community newborn care and family planning delivery
·  Experience of working with District Local Government on MNCH programs with a focus on improving service delivery at the community level
DESIRABLE
·  Effective interpersonal skills – networking, oral and written communication skills, ability to communicate via email as well as the use to Skype and other communication technologies.
·  Diplomacy and Confidentiality, Planning and organizing skills
·  Computer literacy skills: Microsoft office especially word, spreadsheet (Excel), Access
·  Knowledge of local languages in the two districts
