In an exclusive interview with Holyrood magazine, HM Chief Inspector of Prisons Brigadier Hugh Monro calls for inclusion units to be rolled out across Scotland as he visits DunfermlineHigh School. In partnership with charity Apex Scotland, the school runs its own on-campus inclusion unit that creates a supportive environment for pupils who find school life challenging.“It’s a real alternative to exclusion and I came away feeling inspired by what I saw. This is a unit run by Apex for the school and uses Apex staff to run the unit. It seems to have a very high success rate.
DunfermlineHigh School has reduced exclusions by 72 per cent. Its long-term exclusions into LA care have reduced to zero. It seems to me that this is an excellent way ahead.
“This is absolutely at the centre of the school.
The school is being rebuilt and they are putting the inclusion unit in the centre of this new site. Speaking to the staff of the inclusion unit, they are seen as part of the school’s business. When the children have finished at the inclusion unit they go back into mainstream education in the school. That seems to work very well indeed.
“They therefore can rejoin their peers and without any loss of reputation. There seems to me to be a good link-up with the school and the inclusion unit and vice-versa. The other thing that struck me was the partnership between the school, social services, the local authority as well as with the family. Because of this partnership working, the inclusion unit is accepted very strongly by all of those partners, particularly by the families, and that’s why there’s such a high success rate. It’s a solution-focused unit. It takes in the whole child, not just what’s going on at school. It seemed to me this holistic approach seemed to work.
“DunfermlineHigh School is in a distinct minority.
There may be other units, but they’re not the same.
I would obviously like to see inclusion units being the norm across Scotland and not being a minority activity. It’s also about extra-curricular activities.
The school acknowledges work with the Duke of Edinburgh award scheme and the Prince’s Trust.
What they do outside school is seen as a way forward. I would like to see much more use of youth movements and other activities like sports clubs to help children expand their horizons a bit.
“What I saw were confident youngsters with a much-improved self-esteem. Many young people I have seen in prison are very difficult and really lacking in confidence. At Dunfermline I could really see the benefit of the inclusion unit. They are now respecting teachers.”
