MINUTES OF FINANCE COMMITTEE MEETING

1. MINUTES OF THE PREVIOUS MEETING
It was noted that the minutes of a meeting held on 9th December had been approved at the full Council meeting held on 23rd December. The minutes were duly signed as a correct record of proceedings.
2. PLANNING : APPLICATIONS
(i) The following applications were considered:-
Application No:14/00053/OUT (NuLBC)Applicant: Mr Robert Newton-Cross
Proposal: Erection of a two/three bedroom chalet style bungalow
Location: on land off Pinewood Drive, Ashley
OBJECTION: That the proposal represented over-development of the area as it was sold originally in 1/2 acre plots and this should be maintained. For this reason the proposal is not in keeping with the rest of the properties in the area.
An application (14/00266/FUL in Woore, Shropshire for thecreation of a new agricultural access from the farmyard at Oak Farm onto the London Road (B5026) was considered for its implications for Knighton. No Objections were raised to the proposal.
(ii) The following permissions granted by NuLBC were noted:

3 PLANNING : NEIGHBOURHOOD PLAN
(i) The proposed response to the letter received from the Leader of NuLBC on 20 December in response to the Parish Councils letter on the Neighbourhood Statement was considered. It was resolved to send the proposed response to the Leader. A further letter would be sent to the Leader seeking a meeting with the Leader of the Council, Borough Councillor, Officers from the Planning Department and Parish Councillors to discuss the Borough Council’s plans for consultation with the parish council on the proposed disposal of assets.
(ii) The Department of Communities and Local Government document “Supporting Communities in Neighbourhood Planning 2013-15” was considered. This offers Parish Councils the opportunity to bid for a grant of up to £7,000 per neighbourhood area, to contribute to costs incurred preparing a neighbourhood plan or to bid for direct advice and support, tailored to meet the needs of supported neighbourhoods. It was resolved that a proposal would be put to the full Council for the Parish Council to submit a bid for a grant to support work on a neighbourhood plan. The opportunity for preparing a joint neighbourhood plan covering the rural areas in Newcastle Borough and Market Drayton was also considered and it was resolved to propose that the Parish Council agree to review the opportunities for an approach to a local joint rural neighbourhood plan.
(iii) The Localism Act 2011 introduced the concept of Assets of Community Value whereby Parish Council’s may nominate to the Borough Council any local building or land which it considers to be a “community asset” such as a local pub or post office, which in the opinion of the authority furthers the wellbeing or social interests of the local community. It was resolved that the full council would be asked to consider if there were any such assets in Loggerheads parish.
4. INVOICES AND PAYMENTS FOR CONSIDERATION
It was agreed to recommend to the full Council the payment of the following invoices.

5. FENCING AT BELL ORCHARD
Two quotations received for replacement fencing at Bell Orchard play area were considered. The cheapest quote to remove existing damaged fencing and replace with chestnut fencing was accepted.
6. SIGNATORIES FOR CURRENT ACCOUNT AND LEEK BUILDING SOCIETY ACCOUNT
The meeting considered the number and names of signatories for Parish Council accounts and resolved to update the signatories to reflect current Councillors.
7. INCOME AND EXPENDITURE ACCOUNT
An up-dated income and expenditure account for the period up to 31st January was noted. The statement as tabled will be circulated with the minutes.
8. PRINT COSTS FOR COUNCILLORS
The Clerk presented a paper outlining the costs to Councillors of printing papers relating to meetings and parish matters. It was resolved that a proposal to pay Councillors an honorarium of £25 a year towards the cost of printing would be presented to the full Council on 27th February.
9. BUDGET 2013/14 & PRECEPT REQUEST
It was reconfirmed, in line with the discussion at the full Council meeting on 23rd December, that a precept request should be made of the Borough to ensure that income was maintained at the same level as 2013/14, i.e. an annual budget of some £42,091 (precept of £39,594, Council Tax Support Grant was confirmed by NuLBC at £2,497) net of the section 136 concurrent allowance, confirmed by NuLBC as £7,380 for 2014/15. This is a rate of £21.46 per household. This proposal will be presented to the full Council on 27th February.
10. FULL PARISH COUNCIL MEETING: 23rd DECEMBER 2013
The unconfirmed minutes of the meeting held on 23rd December 2013 and actions taken were noted.
11. ANY OTHER BUSINESS
The proposal of the four churches of Ashley, Broughton, Croxton and Mucklestone, as a benefice, to commemorate the start of the first world war by planting a tree to symbolise new growth and hope for the future was considered. Councillors were supportive of the Churches desire to commemorate World War 1 but were concerned about the long-term obligations of maintaining a tree that was placed on public land. They did not think that there was a suitable location in Loggerheads as any tree would become a visibility issue as it grew larger if placed in the centre of the village. They suggested that the four churches plant a tree in each church yard where parishioners could enjoy the tree and the churches could be responsible for future maintenance.
