Development Manager

Job Description

Salary: £28,000- £34,000 pa pro rata

Hours: 30 hours per week.

Location: Office base in LLTNPA HQ, Balloch

Background / Introduction

The Loch Lomond & Trossachs Community Partnership is a limitedcompany with charitable status. Established in 2002 as a body to supportcommunities around the Park to achieve their ambitions. In 2010 the CommunityPartnership moved to a community led member organisation with membersfrom Community Development Trusts, Community Councils and other communitygroups. Associate members are drawn from organisations, agencies and public &private bodies with an interest in the aims and mission of the Community Partnership.

The National Park continues to support the Community Partnership through a Service Level Agreement which is renegotiated annually. The Community Partnership delivers positive community action in response to the needs of its members and supports many aspects of Rural Development contained within the NP Partnership Plan.

The Board of the Community Partnership sets the strategic direction of the organisationand is madeup of non-executive voluntary directors appointed by community members from the four areas of the NationalPark: Loch Lomond, the Trossachs, Breadalbane and Cowal.

As detailed within our 2015 – 2020 Strategic Plan the missionof the Community Partnership is to:

  • To inspire and motivate positive community development within the Loch Lomond & Trossachs National Park; enabling innovative grass roots partnerships and providing a representative voice on community views.

The Community Partnership has grown over the past three years and now employs four staff who support the work of the Partnership and its projects. There are two key areas of current work:

  • The delivery of community development support to communities including Community Action Planning, Training, Networking and volunteering.
  • Delivering the Skills Partnership project which works with employers, young people and training providers to offer innovative ways of supporting young people to access meaningful training and employment opportunities within the Park

TheDevelopment Manager roleinvolves both a development and delivery function, ensuring the organisation continues to provide high quality services to meet the needs of our membership.

Key Tasks:

Leadership and strategic

  • work in partnership with the Board and key partners in strategic planning,business plan development, setting priorities, assessing trends, identifying new opportunities, responding to risks
  • Lead on the implementation of the Strategic Plan 2015/2020.

Fundraising and Finance

  • Identifying priorities for new opportunities and securing funding, identifyingnew funding streams / income generation opportunities, and grantmanagement
  • Co-ordinating financial management of budgets, budget projection and financial planning

Human Resources

  • Leading and managing the staff team ensuring effective support and monitoring
  • Creation and maintenance of a positive, engaging and rewarding workplace
  • Staff management: recruitment, support, welfare, reviews.

Growing and strengthening the organisation and its activities

  • Leading the development of the Community Partnership as a memberorganisation – liaising with members, developing member benefits, andencouraging active involvement of members
  • Developing and maintaining positive partnerships with communities, agencies andfunders.
  • Supporting volunteer directors and the Board in the strategic development of the partnership and establishing appropriate organisational procedures and best practice
  • Project management and development
  • Project development : co-ordinating the monitoring of project outputs, fundertargets, budgets and reporting

Project Delivery

  • Playing a lead role in the delivery of Communtiy Action Planning throughout the National Park.
  • Delivering public facing community engagement and consultation activities.
  • Delivery of agreed outcomes within the NPA Service Level Agreement

Operations

  • Co-ordinating all operational administration of the organisation
  • Development and management of website
  • Regular reporting to the Board
  • Undertaking any other appropriate duties which from time to time may be
  • required by the Board of the Community Partnership.
  • Reporting to the National Park Authority in relation to the SLA and to other funders as required.
  • Liaising with the NPA regarding services provided to the CP.

Terms and Conditions

Reporting Relationship: Chair of Community Partnership

  • The job holder will be able to claim travel expenses at 45p/mile when travellingon Community Partnership business to Board Meetings and other CommunityPartnership events (e.g. The Gathering), but not for travelling to and from place ofwork.
  • There will be a requirement to work flexibly, for example attending evening/weekend meetings.
  • The job will be located in the National Park Authority headquarters, Balloch.
  • There will be a probationary period of 3 months.

Person specification:

ESSENTIAL:

  • Proven experience of strategic management in a relevant community or voluntarysetting
  • Skills of organisational and project leadership, people management, budgetmanagement and project management

Experience in the delivery of community consultation / engagement activities.

  • Demonstrable experience of making successful funding applications, and ofmaking grant claims to a variety of funding sources (e.g. LEADER, Lottery)
  • Project development and delivery experience
  • Experience of managing staff
  • Excellent skills in preparing and presenting, board reports, funding applications and promotional material
  • A confident ability to make oral / illustrated presentations to promote and championthe work of the organisation.
  • Computer literate in MS Office
  • Excellent interpersonal skills and experience of working andnegotiating with a variety of agencies and partnerships
  • Flexible approach to working hours as evening and weekend working will berequired
  • Current UK Driving Licence

DESIRABLE:

  • Good working knowledge and understanding of the community developmentsector, contacts and partner agencies/organisations
  • Knowledge of the National Park area, and an understanding of thechallenges and opportunities facing rural communities.
  • Ability to input and update websites using data managementsoftware
  • Proven experience of managing budget systems for a project–based/serviceprovider organisation including budget forecasting and fundraising
