S.P. 5510-84: US 63 White-topping

RE:Constructability Review

Minnesota Department of Transportation (MnDOT) is planning for S.P. 5510-84 on Highway (Hwy) 63 from Olmsted County C.S.A.H. 33 to Hwy 60. The project is currently scheduled to be let as a standard Design-Bid-Build contract on January 26, 2018. The project scope includes a 3-inch bituminous mill and 5-inch fiber-reinforced concrete overlay. Additionally, the project scope includes repair and replacement of centerline culverts and replacement of two box culvert bridges (Bridge No. 8831 and Bridge No. 8313). Construction is anticipated to begin June 2018.

Hwy 63 in the project corridor is rolling terrain with several intersecting roadways with no outlets and guardrail lining the roadway. Hwy 63 will be closed to thru traffic during construction but local traffic will need to be maintained, including access to roadways with no other outlet. Access will need to be provided to local residents and business operations during construction. Businesses of concern include a quarry, golf course, camping ground and farmsteads ranging from crop production to dairy operations. A WB-62 design vehicle is expected to be maintained for local access.Additionally, east-west traffic movements will be required at Hwy 63 with Hwy247/CR 12, CR 11, and CR7.

Maintenance of access will have significant impacts to the public. MnDOT is asking for feedback on the proposed MOT requirements/issues and concepts. It should be noted, MnDOT will have another contract in-place on Hwy 63 for a bituminous mill and overlay from Hwy 60 to Wabasha County Road 78 occurring in 2018.

Also, it is being considered to use 3-D milling and proposed roadway modeling for constructing the project. The pavement is proposed to be paved 24-ft wide.

MnDOT is looking for input with regards to:

  • Construction challenges and contractor identified risks of the proposed project.
  • Given the MOT requirements:
  • How would the construction be staged?
  • How would a contractor provide maintenance of access to private residents and businesses throughout duration of the project?
  • What is an expected construction time-frame given a possible requirement for 3-d milling and surface modeling for paving and given the MOT requirements?

The project consists of:

  • 12.5 miles of 2-lane concrete paving
  • 2 box culvert bridge replacements
  • 2 centerline culvert replacements
  • 178,312square yards of 5” concrete
  • 13,823 tons of bituminous
  • 178,312 square yards of bituminous milling

MnDOT requests one-on-one meetings with potential paving construction contractors to review proposed concepts and provide feedback. The meetings are expected to last approximately 90 minutes.

MnDOT cannot compensate contractors for the one-on-one meetings, or accommodations to and from the meeting. Contractors will not be disqualified from submitting bids for construction if they attend. All minutes and summary of discussion will be posted on the FTP project web site after the meetings (names and company titles will not be available for viewing).
