POSITION: TRIBAL MANAGER

LOCATION: Bay Mills Indian Community GRADE: Negotiable

REPORTS TO: Tribal Chairman STATUS: Exempt

POSITION SUMMARY:

Under the general direction of the Tribal Chairman, the employee is responsible for the management of the Tribal Government Departments and/or services, which include, Health & Human Services, Medical/Dental & Pharmacy, Enrollment, Education, Recreation, Law Enforcement & Conservation, Biology & Fisheries, Cultural & History, Parks & Recreation, Seniors Center, Public Works, Parent Child Care Center, Advanced Office Technologies, Tribal Maintenance EMS, Communications, Tribal News, Commodities, and/or any other governmental departments or services that are designated by the Executive Council.

ESSENTIAL FUNCTIONS:

  1. The Tribal Manager must work closely with the Executive Council and Department Directors to manage the numerous governmental functions to ensure the maximum productivity within the organizations budget limitations.
  1. Implement communications programs in order to ensure on-going, positive up and down communications throughout the organization.
  2. Establishes and maintains a professional, trained, and motivated staff through effective implementation of performance and career-development programs.
  1. Evaluates reports, decisions, and results of the various departments in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency and department services performed.
  1. Reviews work of subordinates periodically for technical adequacy and conformance to rules, policies, procedures and established goals.
  1. Oversees and assists the various departments with the development of an operational budget and periodically reviews the expenditures with each department director.
  1. Oversees all tribal departments that provide services to the general public and Bay Mills Indian Community.
  2. Oversees the governmental services provided by those tribal departments that provide services for both Enterprise and Governmental facilities; such as Human Resources, IT, & Accounting.
  3. Creates a friendly work atmosphere and communicates an “OPEN DOOR” policy to all employees to resolve employee disputes in a timely manner.
  4. As a supervisor/manager, you must familiarize yourself with the Bay Mills Personnel Policies and Procedures handbook so you can fairly and consistently apply those to all departmental employees.
  1. It is the responsibility of the Tribal Manager to meet with the Council on a regular basis for reporting the financial and administrative conditions of the various operations in a clear, concise and accurate format.
  2. Carries out all directives from Executive Council.
  3. Other duties may be assigned within the scope and complexity of this position’s essential functions.
  4. Must attend all mandatory trainings designated through the Human Resources Department and/or Department Director.

POSITION REQUIREMENTS:

  1. Bachelor’s degree in Business or related field desired. Masters degree preferred.
  2. Minimum of ten (10) years’ senior management experience.
  3. Must possess strong administrative, organizational, and communication skills.
  4. Knowledge of computers, word processing, and other office equipment.
  5. Must have extensive experience in planning and budgeting.
  6. Must have excellent working knowledge of BIA and IHS contracts.
  7. Must be able to lift up to 20lbs, work within an office setting and travel as the position requires.
  8. Must have the ability to plan, coordinate, and direct staff engaged in various professional, technical, and administrative functions of the various departments.
  9. Must have excellent employment history demonstrated though employer references.
  10. Must have experience in grant writing and securing additional funding sources of the various programs.
  11. Must possess a personable, customer service attitude along with organizational ability to handle multiple tasks simultaneously.
  12. Must be dependable and flexible with work schedule.
  13. Must have a strong financial background, with the ability to develop and implement budgets and other financial reports or information.
  14. To perform this position successfully, and individual must be able to satisfactorily perform each function listed under the essential functions and physical demands categories of this position description.
