Background:

The Irish Sports Council supported the establishment of Local Sports Partnerships around the country to co-ordinate and to promote the development of sport. The key aims of the Local Sports Partnerships will be to increase participation in sport and to ensure that local resources are used to best effect. The Council sees these partnerships as the best mechanism for delivering recreational sport to the greatest number of people.

The funding awarded by the Irish Sports Council includes funding to employ a Sports Co-Ordinator and to run a programme of activity and development for local sports organisations. Funding is based on the needs identified in Monaghan Sports Partnership’s Strategy (2008-2013).

The lead partner in this initiative is Monaghan County Council, who will be the employer of the Local Sports Co-Ordinator. The position will be based in Ballybay Town Council Offices, Main Street, Ballybay, Co. Monaghan.

Main responsibilities:

The duties of the office will be such as may be assigned from time to time by the CountyManager, Director of Community & Enterprise, and/ or the Local Sports Partnership Board. The Sports Co-Ordinator will report to the Director of Community & Enterprise, Monaghan County Council.

The primary function of the post-holder is to co-ordinate the activities of the partnership and the individual partners’ contributions to ensure the promotion and development of sport at local level. The post-holder is also responsible for the day-to-day operations of the partnership along with record management and financial control. The role will also include elements of strategic planning and marketing.

The Local Sports Co-ordinator will also act as the Secretary to the Local Sports Partnership.

Key elements of the work of the Co-Ordinator will be:

-to oversee the delivery of the Sports Partnership action plan within an allocated budget

-to assist the Monaghan Sports Partnership Board in maintaining its terms of reference, structures and processes

-to coordinate regular meetings of this board with up-to-date workplan / progress reports

-to promote the Sports Partnership locally and ensure all clubs and organisations are appropriately registered with the Partnership

-to initiate a review of the current strategy and the action contained within it towards the development of a new plan

-to promote linkages with national governing bodies of sport

-to oversee the delivery of the Sports club annual grant

-to ensure that relevant progress / financial reports are submitted to the ISC and oversee funding to cover the Partnership’s activities for the year ahead

-to manage, supervise and co-ordinate the work of other staff

Qualifications:
1.Character

Each candidate must be of good character.

  1. Health

Candidates shall be in a state of health such as would indicate a resonable prospect of ability to render regular and efficent service.

  1. Education, Experience, etc.

Each candidate must have:

  • A high standard of education
  • A third level qualification in sports/ recreation management, community development or similar is desirable but not essential
  • 3 years relevant management experience
  • Good familiarity with the national structures and policies governing the development of sport and recreation
  • The ability to work on their own initiative and as part of a team
  • A knowledge of good community development principles
  • Good organisational and project management skills
  • Experience of being responsible for a budget
  • Experience of strategic planning and marketing desirable
  • Experience of working with committees and voluntary groups
  • Experience in event organisation and promotion will be an advantage
  • Computer literacy is essential
  • A full, clean driver's licence & access to a car

4.Age

Each candidate must be under 65 years of age on the latest date for receipt of completed application forms for the office.

Recruitment:

Selection shall be by means of a competitive interview. Applicants may be shortlisted for interview based on the information submitted on post application including relevance and extent of experience and qualifications held.

Residence

The post holder shall reside in the district in which his or her duties are to be performed or within a reasonable distance thereof.

Superannuation (pension)

Persons who become pensionable officers of a local authority who are liable to pay Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration. (ie pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children)

Persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses & Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority of the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

Offer of Employment

The Local Authority shall require persons to whom appointments are offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the Local Authority at its absolute discretion may determine, the Local Authority shall not appoint them.
