The meeting was called to order at 10:04 am by a motion from Karol Anderson and Seconded by Rebecca Gleed. The motion carried.
There was no public comment.
Introductions were made of the committee members and affiliates present
Rebecca Gleed made a motion to amend the minutes to include 1life/1 loves quarterly report. Bob Shaffer seconded the motion to amend and approve the minutes. The motion carried.
Tim Simmons asked each affiliate to describe their services briefly.
Updates from affiliates:
1. Jennifer Kane reported a licensing visit to ACSB in preparation for their licensing visit. The licensing person made a recommendation for reporting. Jennifer also provided information that they have been seeing more audit requests.
2.Harrison House reported a licensing visit and the receipt of their triennial license renewal.

Affiliate Obligations: Jennifer Kane wanted an update on affiliate obligations.

A question from CARD was answered about quarterly reports and the answer at this time is that both the quarterly report provider form as well as the reports from CHRIS should be used and submitted. The committee will send out an email to clarify when the quarterlies are going to be due to the committee.
The minutes must be posted on the department website. All minutes moving forward should be posted on the website. Tim will send out the link of how to do so.
Tim needs Jennifer to send him a list of affiliates with all contact information.
The hearing scheduled for today has been cancelled. Another hearing is in appeal and is still in the system for the appeal with the state. The state will look at guidelines and procedures to make sure everything was followed correctly. Unless there was gross procedural violations the state will most likely uphold the decision of the LHRC or on rare occasion send back to the committee to revisit a point.
Unfinished business: revisions to HR regs – Tim Simmons reported that every 4 years revisions are updated to the regulations. Cases within the state may influence these changes as well as the LHRC, advocates and affiliates. The new regulations are due to come out in September and Tim Smmons will send out the changes that are in the new regulations.
New business:
The following new affiliates presented their programs:
- Intensive community outreach services - providing intensive in home services to youth from ages 5 to 20 who are at risk for out of home placement.
- JUMP - Just Understanding My Priorities. 6 bed Facility residential program for adolescent males. The committee asked JUMP to modify their policies to reflect the verbal information given that restraints are not used.
- Extreme Recovery - providing community based support for adults age 18 and over. The committee asked for Extreme Recovery to update procedures to reflect inclusion and exclusion criteria. A question was also raised about a statement about fiscal accountability and a statement that funds are electronically transferred to the organization's bank account.
- Autumnleaf Group - addition of outpatient mental health services as well to their other services.
- Changing Faces, LLC-- providing intensive in-home services, counseling and academic tutoring and mentoring for students. The committee recommended the change to the brochure to reflect the correct age of 5-18.

Rebecca Gleed motioned to approve Intensive Community Outreach Services and Changing Faces. AmandaMehlenbacher seconded and the motion carried.
Amanda Mehlenbachermoved to approve Autumn Leaf groups extra service and Karol Anderson seconded. The motion carried.
