Loader Specifications

ThePublic Works Department of the Town of Groton is purchasing a new (4) four-wheel drive, rubber tire front end loader with 3- cubic yard bucket capacity. The following minimum specifications should not to be interpreted as restrictive, but rather as a measure of the safety, quality and performance. In comparing proposals, consideration will not be confined to price only. The successful bidder will be the one whose product is judged to serve the best interests of the town when price, product, safety, availability of service, quality, and delivery are all considered.

TECHNICAL SPECIFICATIONS

GENERAL:

The equipment required under these specifications is to be used by the Town of Groton Public Works Department. The equipment shall be new, of the latest production model as evidenced by the manufacturer’s published literature and it shall conform to all specifications contained herein.

Detailed specifications of the exact equipment offered must accompany the bid. Any and all supplies, parts and/or attachments not specifically mentioned but necessary to ensure a complete and safe product shall be furnished by the successful bidder.

The equipment shall conform in strength, quality of material, and workmanship to what is usually provided by good engineering practice, and any added allied equipment shall be installed in such a manner so as not to adversely affect the original manufacturer's product.

All supplies, parts and/or attachments not specifically mentioned but necessary to ensure a complete and safe product shall be furnished by the successful bidder. All materials shall conform in strength and durability to what is recommended in good engineering practices, and any added allied equipment shall be installed in such a manner so as not to adversely affect the original manufacturer's product.

The successful bidder shall be established in the construction equipment industry with over 5 years’ experience.

SAFETY:

The completed equipment package shall comply with all applicable Federal and State Motor Vehicle, OSHA and ICE Regulations and Safety standards and codes, and any other applicable regulations in force at the time of delivery. All applicable warnings and warning labels required by law must also be complied with accordingly.

STANDARDIZATION:

It is expected that all equipment delivered under the contract resulting from these specifications will be built with identical and interchangeable parts and components. If any substitutions or changes are made for such reasons as production or improvement of product, the Public Works Supervisor of Buildings and Fleetmust approve said substitutions or changes.

DELIVERY:

The successful bidder will deliver the completed machine serviced and operational within 60 from receipt of the purchase order to the Town of Groton Highway Garage.

Approval from the Director of Public Works must be obtained to extend the time needed to complete the task.

WARRANTY:

All work performed shall have a full, no cost, and 100% parts and labor coverage for a period of 1 year. It shall be as required herein or the standard normally offered, if greater. All warranties and guaranties shall begin at the time when the equipment is placed into Town service. The Department of Public Works Supervisor of Buildings and Fleet will notify the awarded contractor when each piece of equipment is placed into service.

The manufacturer of the equipment must furnish a minimum two (2) years or their standard warranty, whichever is greater, on the entire unit unless a greater warranty is specified herein. In addition to the manufacturer's warranty, the awarded contractor must warranty all other allied equipment against faulty workmanship and materials for two (2) years.

An official warranty contract statement or information booklet stipulating warranty terms offered must accompany the bid at the time of the bid opening and be endorsed by the manufacturer.

The successful bidder shall supply a competent representative to provide a minimum of one (1) four (4) - hour training course. The course shall include all aspects of operating and servicing the complete equipment, including the hydraulics systems.

The training shall be conducted in the confines of the Town of Groton during normal working hours.

INSPECTION:

The Public Works Supervisor of Buildings and Fleetreserves the right to inspect the loader offered in this bid during the production stages at the winning bidder’s facility. The Town will bear the expenses related to the production inspection trips for its employees.

Production inspections at various stages may also take place where the allied equipment is being installed and the same conditions shall apply

MANUALS:

TWO (2) operator's manuals for the loader, plus: two detailed repair maintenance manual, and two parts books (preferably the customized parts catalog type if possible) for the loader. Any allied equipment that is installed shall also come with a complete set of manuals and wiring diagrams pertaining to that product. All equipment shall be fully functioning and operational when delivered to the Department of Public Works - Fleet Division, 108 Groton Long Point Road.

Engine:

The loader shall meet all US EPA Tier 4F emissions requirements for diesel engines. Engines certified to a Family Emission Limit (FEL) are not acceptable. The loader shall be equipped with a minimum six (6) cylinderinline, four (4) stroke, turbocharged, high torque, low emission, electronically controlled engine developing not less than 170hp (127 kW) flywheel horsepower as defined by SAE J1349 net. The engine shall have a common rail fuel injection system andan external cooled exhaust gas recirculation system together with an active and passive DPF filter including a DOC to minimize emissions and SCR (Selective Catalytic Reduction) and Ammonia slip catalyst. The engine must be of heavy-duty type with dry replaceable cylinder liners, valve guides and seats and equipped with an air-to-air intercooler The engine must be three (3) point mounted on rubber to reduce vibration. The main cooling fan shall be hydraulically driven and thermostatically controlled to conserve fuel and to reduce exterior noise levels.An electronically controlled, reversing cooling fan shall be provided as standard. The engine shall be equipped with a double fuel filter system with water separator and a full flow oil filter. The whole engine hood should open completely for easy access to the engine and cleaning of the radiator.

DRIVETRAIN:

The transmission shall be OEM designed and manufactured by the loader manufacturer and matched to the specific loader. The unit must be equipped with a fully automatic, computer controlled, countershaft type transmission with single lever control for directional and gear changes, it shall have a minimum of four (4) forward and four (4) reverse gears and produce a maximum speed of not less than 27.3 mph (44.0 km/h) forward and reverse, and be capable of being operated with either left hand and or right hand controls. The transmission shall have an automatic kick down to first gear which automatically returns to second gear when rim pull requirements diminishes or direction is changed. The torque converter shall be of single-stage type. The transmission must have a mode selector enabling selection of gear shifting pointsto match specific applications and have outboard mounted planetary final drives with fully floating axle shafts.

Cab:Theloader shall be equipped with a fully enclosed cab meeting ROPS and FOPS standards per ISO 3471, ISO 3449, ISO 6055 and SAE J386. The cab shall be equipped with an air conditioning system capable of heating, cooling, defrosting and pressurizing the cab with a multi-speed fan and an output level of 50,000 Btu/h (15 kW). The defroster must be effective on all windows. The interior sound level shall not exceed 68 dB (A) in accordance to SAE J2105, with a filtration system must be >98% efficient with SAE fine dust test (SAE J1533). The cab shall have the following equipment: one combination lock kit, ashtray, cigarette lighter, cab heating with filter, fresh-air inlet and defroster, floor mat, interior lights, two (2) interior and two (2) exterior heated rear-view mirrors, left and right opening window, AM/FM radio, tinted safety glass, 3” (76 mm) retractable seatbelt (SAE J386), adjustable hydraulic lever console, operator’s seat with high backrest and heating, storage compartment, adjustable sun visor, beverage holder, front and rear windshield washers and wipers, interval function for front and rear windshield wipers, service platforms with anti-slip surfaces and hand rails on rear fenders, speedometer.

Hydraulics:

The loader shall have a main hydraulic system with a load sensing axial piston pump with variable displacement and a pilot operated main valve with a common tank for steering, working and brake hydraulic oil, located so it provides gravity oil feed to the pump. The hydraulic tank shall have a minimum capacity of 23 gallons (90 liters) with all return oil from the main, steering, and brake hydraulics filtered through a 10 micron full flow filter (absolute rating) before returning to tank. The system reservoir must include a sight gauge for fluid level check. The lift circuit will be capable of four functions; raise, hold, lower and float; as well as an automatic, adjustable, boom kick-out with lever detent. The tilt circuit will be capable of three functions; rollback, hold and dump; as well as an automatic, adjustable, bucket leveling with lever detent. The loader shall have a hydraulic cycle time according to SAE J818 and shall be no more than: raise = 5.1s, dump = 1.3s, lower = 2.7s, total = 9.1s. The loader shall be equipped with a third hydraulic function for powered attachments and general hydraulic functions which shall be controlled by a three lever control. The loader shall be equipped with ride controland shall be a closed center, pressure compensating system for fast, responsive control of all functions.

Steering:

The loader shall be equipped with a load-sensing, hydrostatic, priority feed, piston pump driven steering system, capable of +/- 40 degrees articulation from the center of pivot. The steering cylinders shall be double acting and center hinged and shall be located so that the rear wheels track the front wheels. The clearance circle to the outside of the bucket corner will not exceed 19’ 3” (5738 mm) turning radius (STD machine P-O Bucket). The lower frame joint bearing will consist of a double-tapered roller bearing with a minimum service interval of 1000 hours. The upper frame joint bearing will be a spherical self-aligning bearing with a minimum service interval of 250 hours. The steering column shall telescope and tilt.

Electrical System:

The loader shall be equipped with a computer controlled monitoring and diagnostics systemwhich records the operation data and allows it to be downloaded for service and diagnostics work. The system shall alert the operator when scheduled service work is to be performed. The loader shall have warning and indicator lights for the following functions: charging, oil pressure engine and transmission, brake system pressure, parking brake, hydraulic oil level, primary steering, secondary steering, high beams, turn signals, working lights, preheating coil, differential lock, coolant and transmission oil temperature, low fuel and coolant level, hydraulic oil level, washer fluid level. The alternator shall be capable of an output of not less than 24V/80Amp. The loader shall be capable of powering 12-volt accessories such as a two-way radio. The loader shall be equipped with exterior lighting which will include two (2) front 70 watt halogen driving lights with high and low beam. Parking lights, two (2) rear combination stop and tail lights turn signals with hazard warning flashers, and two (4) front and two (4) rear 70 watt working lights, and an amber strobe light mounted on a flip over mountshall also be included. The head and tail light guards shall be installed as to protect the lights during normal operation The wiring must be enclosed in a sealed, non-cloth protective casing and will in all possible cases be routed on the opposite side of the frame from the machine’s hydraulic hoses. A GPS system that informs Customer/Dealer of location, problems, time for service etc. and works with both telematic and satellite communication shall be standard on the machine.

Brakes:

The Loader must be equipped with hydraulically operated, oil circulation cooled,outboard mounted wet disk brakes, meeting requirements and standards according to SAE J1473.The loader shall include dual service brake pedals, and brake wear indicators. The service brake system must have two separate circuits for the front and rear axle, that are able to operate independently in case of a malfunction.A separate accumulator driven, rechargeable, secondary brake function shall be available to enable braking when the engine is not running. The loader shall also be equipped with a spring actuated, hydraulically released parking brake system.

Axles:

The loader must have outboard mounted planetary final drives with fully floating axle shafts including a fixed front axle with a hydraulically operated 100% differential lock that can be manually actuated by the operator inside the cab. The rear axle must be able to oscillate +/- 13 degrees of the center of pivot and have a self-lubricating oscillating bearing.

Tires:

The loader shall be equipped with 20.5R25 L-3 tires. Front and rear full fenders shall be provided.

Misc:

The following is a list of miscellaneous equipment that shall be included with this loader:

  • Factory authorized automatic lubrication system
  • Tires chains sized to the loader
  • All available lighting shall be LED
  • Digital rear view camera

Optional equipment:

The following equipment shall be bid as optional equipment which may or may not be purchased by the Town.
