LLANGUNNOR COMMUNITY COUNCIL

The October meeting of Llangunnor Community Council was held in ‘Yr Aelwyd’, Tregynnwr on 21st October 2004, with Cllr D Williams presiding.

The Chairman welcomed Mr Lee MacGregor, Carmarthen Journal Reporter to the meeting to cover the work of the Council.

Chairman’s announcements.

The Chairman will lay a wreath in the Remembrance Service at Llangunnor Church on Sunday 14th November. He informed Members that he had conveyed the Council’s appreciation to PC Cyril Bond on his retirement as the Community Policeman for Llangunnor, for the support he had given to the community over many years and wished him well in the future. The Chairman reported on the meetings of the working party formed by the Mayor of Carmarthen relating to improving the Towy riversides in Carmarthen. He had attended the official opening of the new centre for Papur y Deillion in Pensarn and a successful Quiz night at Llangunnor School. The Council also supported the twinned link established by Llangunnor School with a Lesotho school by a donation and a letter to the School in Lesotho expressing the best wishes of the Llangunnor Community. The Chairman expressed thanks for the support he had received from the Members, the Minister Mr Caradog Evans, and the entire congregation who attended the Civic Service at Capel Philadelphia, Nantycaws. The Chairman also made a donation towards the cost of holding activities on Halloween night for the youth at Llangunnor Park. The Chairman announced that he was prepared to make a donation to a charity nominated by the householders of the best externally lighted house in the community this Christmas.

General Matters

The Clerk reported that 21 lampposts are to be replaced and 3 new lighting columns installed in Tregynnwr. The Council will give further consideration to its lighting priorities in the November meeting. The Council is exploring with the County Council ways to environmentally enhance the roundabouts by Safeway Stores and at Pibwrlwyd as they are at the gateway to the Llangunnor community and to the town of Carmarthen. The Clerk confirmed that the Council’s Welsh Language Scheme would be submitted to the Welsh language Board by 31st October 2004. The Council confirmed its interest in establishing a website for Llangunnor in conjunction with the Carmarthenshire Tourist Association, and nominated the Clerk and Cllr C James to be the Council’s representatives for its development. Council has consistently expressed its deep concern at the dangerous situation that exists because of the absence of a pavement past Penybanc in Penymorfa Lane. Council was pleased to here of the efforts by the school and the pupils in particular, to improve matters under the ‘Safe Routes to School’ initiative but resolved to remind the County Council of the need to take immediate action before a serious accident occurs. Depending on the response of the County Council, the concern will be raised with the Welsh Assembly Government. Members also believed that traffic in Penymorfa Lane could be reduced if traffic lights were installed at the A40/A48 Pensarn roundabout. Council has conveyed its concern to the Planning Authority that no public conveniences are available for shoppers in Pensarn. An increasing number of stores are granted planning approval, but no public toilets are provided for customers. The Council has supported the complaint by the Welsh Language Society of the language imbalance exercised by Radio Carmarthenshire. Following analysis of traffic speeds on Llangunnor Roads, Council supported the County Council’s proposal to draw the attention of the Police to the high speed of vehicles on Bolahaul Road. Council welcomed the confirmation received from the Highways Authority that highway lighting will be installed at the A48/Nantycaws junction during this financial year.The Council will raise the following matters with the County Council: low height of electric conductors in Pensarn impeding loading and unloading; need to clean the water flood flaps in Pensarn and inquire the operation of the surface water pump in Old Llangunnor Road; appeal to the County Council for the extension of the 40mph speed limit on Capel Dewi Road to a point beyond Glan Towy Lodge;

Planning matters: The Council has indicated to the Planning Authority that it would have no objections to the proposed new floor in Halfords Stores, Parc Pensarn, a conservatory to the rear of The Cottage, Myrtle Hill, Retail Furniture Store at ‘Peter Johnson Car Sales’ Pensarn, a 2 in tregynnwr storey house at Lower Valley Farm, Cwmffrwd, and conversions at Bwlch y Waun, Llangunnor. Council has submitted objections relating to the revised layout of mobile units at the Towy View Residential Park and to the Phase III development at Roman Park, Llangunnor. Council has welcomed the revised plans for the Pedestrian/cycle Bridge over the river Towy and submitted observations relating to the improved safety of bridge users, parking for cars and cycles and signage.

Council noted that planning permission had been granted for the construction of a bungalow at Llysonnen, Nantycaws.

The next Council monthly meeting will take place in ‘Yr Aelwyd’, Tregynnwr, at 7.15pm on Thursday 18th November 2004.
