A meeting of Llanfair-ar-y-bryn Community Council was held on Tuesday 25 March 2014 at Bethel Chapel, Cynghordy at 7.30 p.m.

Present : Councillors Nerys Jones, (Chairman), Councillors Gareth Davies, Emyr Jones, Roger Slade, Dwylan Davies and Vivian Morgan. Also in attendance Mrs Carol Davies (Translator), Mrs Heulwen Jones (Clerk to the Council).

Apologies: Councillors Iwan Price-Davies and Liz Tunney

The Chairman welcomed everyone to the meeting.

Matters Arising :

Correspondence :

1.  Information was received from One Voice Wales. A membership form was received for this coming year. It was agreed to pay the membership of £75.00.

2.  Carmarthenshire Environment Partnership – information was received about the national discussion about climate change and community resilience for the future generations of Carmarthenshire.

3.  Wales Adjudication Panel – their annual report can be seen at www.adjudicationpanelwales.org.uk

4.  Implementation - Revocation a.150 (5) Local Government Act 1972 Following banking changes, there was an opportunity to change our arrangements for paying cheques. It was agreed not to make any changes at this time.

5.  Electoral Services – Information was received about the procedures for dealing with Vacant Posts on Town and Community Councils.

6.  AWS Llangadog. Following a surgery attended by Nerys, Emyr and Roger at Rhandirmwyn, it was agreed to send a letter to Carmarthenshire County Council expressing concern about the possible closure of the

Waste Recycling site at AWS Llangadog. The Clerk stated that she had received a response from the Council stating that the County Council agreement for the AWS site at Llangadog was due for renewal. It stated in the letter that the council needed to make budget cuts and therefore a cut in the grant allocated to AWS Llangadog had to be considered. The County Councillor added that everyone was under the impression that the County Council wanted to close this site but this wasn’t the case. The current situation is that the council cannot afford to give as large a grant to the owner of AWS, but that the council was still offering him a considerable sum. If AWS decides to close, it would be the owner’s decision and not the County Council.

7.  Wind Turbines – A notice had been received to attend a meeting at Cilycwm school on Tuesday 17th March 2014 at 7.30 p.m. The clerk stated that she had sent the notice to all the councillors.

8.  Trees near Divlyn – It was agreed at the surgery meeting at Rhandirmwyn to complain about the trees near Divlyn. Following recent bad weather, there was concern that the trees were going to fall. The clerk stated that she had spoken to Mr Stuart Quick, and he had stated that he would get a tree specialist to assess whether the trees were safe or not, if there was any danger to the public, the council could send a letter to the owner of the trees and compel them to do something about the trees.

9.  Head of Leisure and Sport – A request was received from Caroline Ferguson to move a Public Footpath 37/95 and 8/14 - Nant y bai, Rhandirmwyn. The council had no opposition, on the condition that everyone who would be affected was informed.

10.  A number of other items of correspondence were received and the councillors were given the opportunity to read them.

Planning Matters

Planning Application - E/29671 for Mr and Mrs P Butler, 6 Argall Avenue, Rhandirmwyn. Erection of a new house. The clerk stated that she had contacted the councillors prior to the meeting about this application as the period of consultation came to an end before the meeting. There was no opposition.

Planning Application - E/29672 for Mr Stephan Hughes, Rhandirmwyn. Lifting of a restriction from the building of Penrhiwfaen to allow people who need affordable housing and who have a connection with agriculture to live there. The clerk stated that she had contacted the councillors and there was no opposition.

Planning application - E/29720 for Mrs A Gordon. Erection of an agricultural shed for the use of indoor lambing. No-one had any opposition about this application.

County Councillor Ivor Jackson, stated that the planning application to erect a Wind Turbine for Mr John Lodge had been refused.

Any other matters :

Councillor Roger Slade stated that the car park near Rhandirmwyn was still ongoing.

Councillor Roger Slade stated that a gutter needed clearing near Cochmaen, Cynghordy. The Clerk stated that she would contact Mr Stuart Quick.
