STATE TARGETS:
Summary Statement 1: of the preschool children who entered Early Childhood Special Education below age expectation in each outcome, the percent of children who substantially increase their rate for growth by the time they exit.
Summary Statement 2: of the preschool children who entered Early Childhood Special Education either below age expectation or within age expectation who were functioning within age expectation in each outcome by the time they exited Early Childhood Special Education.

Ex: Compare your district’s data to the state target for each Outcome (soc-EM. Knowledge, and Behaviors) from each Summary Statement. Give an example of what you found, and then determine the root cause.
Ex: out (FFY year) district data was ___%, for Summary Statement (1/2), outcome (A,B,C) was (higher/lower) than the state target for preschool children which is ___%. Out data compared to the state’s actual data of ___% was ___% which is (higher/lower).
Root Cause Hypothesis:

  • Students were not counted due to lack of entry and exit COSF data reporting.
  • District failed to complete the YES/No statement on all of the COSFs.
  • High number of students in the lower categories A & B than in the higher categories: C, D and E.
  • Eligibility areas of students receiving services (children with more challenging disorders being serviced).
  • Vendor business rules were not aligned with MSDS Early Childhood data fields
  • Missing data. Data from all student not submitted by providers.
