EXPRESSION OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 611 dated July 31, 2003 of UNDB.

The Republic of Bulgaria has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the loan proceeds to make payments under the contract No. RARP 04–15 Large Taxpayers and Contributors Consultant. The assignment is for four (4) months spread over a period of two (2) years.

Consulting support is required in the following areas: analysis and recommendations for improving the concept on future Large taxpayers and Contributors (LTC) Directorate, development strategy design and strategy implementation plan, development of methodology for defining the persons/clients to be included in the LTC Directorate scope of work, defining a specific approach of the directorate towards large taxpayers and contributors in the course of implementation of the business processes (registration, servicing, tax return acceptance, control, voluntary compliance and enforcement, methodology and appeals), development of an optimal organizational structure of the Directorate, to give recommendations concerning the professional capacity improvement the directorate’s management and expert staff, to provide specific internal and external communication activities mechanism determined by the larger taxpayer and contributors characteristics, to provide recommendations concerning the quantitative measurement of the opinions and suggestions of the staff and of the business in the course of present Large Taxpayers Office (LTO) restructuring, which should give the basis for establishment of LTC Directorate, project progress review, risks analysis and recommendations for their minimization and elimination.

1.  The Consultant should have the following minimum qualification:

1.1.  a minimum of ten years experience at revenue administration or in providing consultancy to revenue administrations (Tax Administration or National Social Security Institute);

1.2.  a minimum of five years experience in providing consultancy to large taxpayers and contributors structures, related with strategic change and their institutional development;

1.3.  basic knowledge in all aspects of the large taxpayers and contributors structures, including policy, organizational structures, business processes, planning and management, human resources;

1.4.  knowledge of the best world practices in institution development and business processes application and optimization in large taxpayers and contributors structures;

1.5.  experience and capacity for working with the managerial staff of National Revenue Agency, General Tax Directorate, National Social Security Institute and Large Taxpayers Office, related to the large taxpayers and contributors project;

1.6.  experience in knowledge and skills transfer;

1.7.  communication and team work skills;

1.8.  experience in countries with conditions similar to the ones in Bulgaria, as well as experience in Central and Eastern Europe, will be considered an advantage.

The National Revenue Agency now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide Curriculum Vitae (CV) containing appropriate information for the purposes of short-listing at the address below. Besides the standard information, the CV must contain information about the consultant's experience and competence relevant to the assignment.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
