SUBJ:Tax Incidence

It is my pleasure to forward for your information a copy of a report pursuant to statute which has been forwarded to the Joint Standing Committee on Taxation. The Department’s ability to produce such an in-depth analysis is due to in large part to the Legislature’s support for our increased automation and econometric modeling. Maine, I believe, is one of only two states able to analyze Tax Incidence at this level. While this is an imperfect science, we believe this to be an invaluable asset to the Legislative and Executive branches in making policy decisions.

Your questions are encouraged.

Thank you.
