(4) When did Western Health commence decommissioning hospital beds due to facilities no longer being fit for purpose due to the aging and outdated infrastructure.

590 MR DAVIS — To ask the Special Minister of State (for the Minister for Local Government): In relation to the comments made by the Minister for Public Transport, Ms Jacinta Allan, MP, on 774 Drive with Raf Epstein on 28 April 2015 regarding local Council rates:

(1) What evidence is available, specifically in media releases or media coverage accessible to the Victorian community, in support of the Minister for Public Transport, Ms Jacinta Allan, MP’s comments that rate capping would not be implemented until 2016-17 and warning the community that rate rises in many municipalities in 2015-16 would be greatly in excess of the consumer price index.

(2) Has there been a post-election change to the Government policy that was not reflected in the Government’s election commitment or in the Premier, Mr Daniel Andrews, MP’s statements to the Victorian community relating to the election commitment.

593 MS BATH — To ask the Minister for Agriculture: In relation to the 2015-16 Budget:

(1) Does the $5 million allocation for ‘Phasing Out Puppy Farms’ supersede the $6 million additional funding agreement which the former Government negotiated with the RSPCA in October 2014.

(2) Does the four year $5 million ‘Phasing Out Puppy Farms’ allocation include the historic $1 million of base funding which the RSPCA has been receiving annually from the Government.

(3) What are the annual Government funding allocation, actual or forecast, for the RSPCA for —

(a) 2014-15;

(b) 2015-16;

(c) 2016-17;

(d) 2017-18; and

(e) 2018-19.
