Legal Requirements:The Principal Investigator (PI) for the Cooperator/University agrees to provide a summary Performance Report to the ARS ADODR (the ARS scientist who is listed as the responsible person on the Specific Cooperative Agreement).

The Cooperator/University PI shall provide the report through line management approvals on Cooperator/University letterhead, or via E-mail as long as it is clear the Performance Report originated from the Cooperator/University PI. The Annual Performance Report is due no later than August 15 of each year the agreement is in effect, and shall address the following:

  1. What was your most significant accomplishment the past year?
  2. Describe your major accomplishments over the life of the project, including their predicted or actual impact.
  3. What do you expect to accomplish during the next year?
  4. What technologies have been transferred and to whom? When is the technology likely to become available to the end user (farmer, industry, other scientists)?
  5. List all publications produced 1 October through 30 Sept. of the fiscal year during which this work was conducted.

Unless otherwise specified in the Agreement, the Final Performance Report shall be due 90 calendar days following the expiration, completion, or termination date of the Agreement.

ARS ADODR/Scientist Responsibilities:

Forward a copy of the Annual and Final Performance Reports from the Cooperator/University PI to the NPA Extramural Agreements Section.

Use the Annual and Final Performance report to compose a response to Question #4 for the ARS-421 annual and final Progress Reports. The ARS-421 Progress Reports are entered into the ARIS system each year, and are normally due at the Area Office level for review by September 1st.

Forward a copy of the Annual and Final Financial Reports submitted by the Cooperator/University administrative office to the NPA Extramural Agreements Section.

Information on Question #4 for the ARS-421 Progress Report(s):

Question #4 reads as follows: What were the most significant accomplishments this past year?

Example response/correct format: This report serves to document research conducted under Specific Cooperative Agreement #5854xx-xxxx, between ARS and XXXX State University. This SCA was established to identify new biopesticides for control of storage pests in wheat. During FY200x, a detailed procedure was established for the biochemical isolation of proteinase inhibitors in wheat. A novel detection method was developed for the identification of inhibitor isoforms in complex mixtures. The isolated inhibitors were tested in vitro with enzymes from guts of stored product pests, and significant inhibition was found. Furthermore, an invention disclosure was filed with USDA and XSU regarding a novel method for detection of the adulteration of durum flour and its products by bread wheats. Researchers at XXX have initiated a bioinformatics study of plant proteinase inhibitors, to be used in the genetic isolation of cereal inhibitors. Results from these studies will identify major wheat proteinase inhibitor candidates for genetic manipulation in wheat kernels, with the longterm goals of enhancing the quality of bread and bread products and reducing economic loses due to storage pests of wheat.
