LEEDS JLD NETBALL LEAGUE 2013/2014

In order to be able to participate in the League each team must:

1. pay the entrance fee of £75 (This includes costs for trophies, mid and end of season events and cancellation costs should the League have to pay these);

2. pay for half of the court costs of the court you are schedule to play a match on;

3. pay half of the costs for the referee (£7 per team per game);

4. pay the cancellation/no show costs detailed below;

5. represent a company or firm of professionals or a company that provides services to such professionals;

6. have at least4 players onyour team that work for the firm or company thatthe teamis representing;

7. provide a team sheet prior to the start of the season;

8. comply with the rules set out below; and

9. ensure that all members of your team are fully familiar with the rulesof netball before the start of the League. An official copy of therules of netball can be obtained from the England Netball website (www.englandnetball.co.uk), a summary of the rules of netball have been sent to you at the same time as these rules.

Due to the increase in teams numbers, we now have 8 match slots, with matches taking places on Mondays, Tuesdays, Wednesdays and Thursdays. The current court slots are as follows:

You will be invoiced for your team’s portion of the court costs and these will need to be paid as soon as possible and within the following 4 week period at the latest. Should teams fail to pay the court costs within this time (or fail to provide us with reasons for a delay) they may not be eligible to continue with the League.

Before the start of the season, all teams must provide the organisers with a team list. This list will set out all team players, both from the firm and ringers. If new players are brought in after the start of the season, please notify the organisers so that amendments/additions can be made.

Before each match, captains should provide a list/make a note of their players for that particular match and pass this to the umpire. The umpire will then record this information and pass this on to organisers.

The captain of each team is responsible for organising their team and establishing any dates that their team will be unable to play and notifying these to the organisers prior to any new fixtures list being issued. Once the fixtures list has been issued no changes can be made. Matches cannot and will not be rearranged due to teams being unable to get a team together. However, we have the right to rearrange fixtures that are cancelled due to circumstances beyond our control, such as cancellation of court slots by the venues.

If a team cancels a match then they will be responsible for all the court costs (unless these are not payable because sufficient notice was provided), they will be deemed to have forfeited the match and the other team will gain an automatic win (5 points).

Teams Cancellations/Failing to Show

If your team does not arrive at the court within 15 minutes of the starting time or your team has less than 5 players available to play 15 minutes after the starting time then the game shall be treated as a NO SHOW for League purposes (although one or both teams may decide to use the court for a friendly game for the remaining time).

If your opposition are a NO SHOW/CANCELLATION you will not be charged the court costs and, if it is a no show, you will have full use of the court for 40 minutes for free.

If your own team informs us of your intended CANCELLATION 72 hours or more in advance of your start time, you may not be charged the court cost if we can cancel the court without charge. Otherwise, you will be charged the full court costs. We will confirm shortly after the cancellation whether the court costs will not be charged. If you do not receive an email from the organisers within 3 days of the cancellation then you should assume that the court costs will be payable in full.

If your own team informs us of your intended CANCELLATION less than 72 hours in advance or your team does not arrive at the court within 15 minutes of the starting time (NO SHOW) or you have insufficient players to play (less than 5 players) you will be charged the full court costs (as we cannot cancel the court).

A 1 point deduction will also be incurred for matches cancelled after 12 midday on the day of the match and a 2 point deduction will be incurred in the event of a NO SHOW.

THE CANCELLATION/NO SHOW RULES HAVE BEEN PUT IN PLACE SO THAT WE ARE ABLE TO WARN YOUR OPPOSITION AND THE UMPIRES NOT TO MAKE A WASTED JOURNEY AND SO THAT YOUR OPPOSITION’S PART OF THE COURT COSTS (WHICH PAYS FOR THE VENUE HIRE) ARE COVERED BY YOUR TEAM IF IT IS YOUR TEAM WHO HAVE FAILED TO ORGANISE ENOUGH PLAYERS FOR THE MATCH TO PROCEED AND HAVE CANCELLED WITHOUT ADEQUATE NOTICE.

All cancellations should be communicated to organisers, opposition and umpire as soon as possible. Details of contacts are provided within the fixtures spreadsheet.

Match Rules

Matches must start on time. This means all warming up, nail cutting, hair tying, bibs on etc. should be done prior to your starting time.

A minimum of 5 players must be on court for the match to be played. If a team has 5 players on court at the starting time, but are expecting more to come, they must begin with 5 players.

Teams are responsible for ensuring that they are familiar with and abide by the rules of netball at all times, whether or not infringements are picked up by the umpires, and are expected to be honest about infringements of the rules, notification of LPP player positions and results.

Teams are responsible for administering their own first aid and should not expect the umpires to administer first aid. The venue will usually have a first aider on duty for serious injuries.

Player of the Match is nominated by each team for their opposition. The umpires will ask each team who they are nominating at the end of the match. LPP players cannot be included in the Player of the Match nominations. The umpires and the team captains must email the nominations and the results to the organisers as soon as possible after the match.

A player must not wear any kind of jewellery whilst playing netball. Only medical bracelets are permitted, although they must be taped down. Nails must be short. If not, umpires may refuse a player the right to play.

Borrowing players from other League teams or from outside you own company or firm is allowed subject to the following rules:

1. Players borrowed from other League teams ("League Pool of Players" or "LPP") must not play for other teams in their usual position. Defenders (GD, GK and WD) can only play in attacking positions (GA, GS, C and WA), attackers (GA, GS and WA) can only play in defending positions and centre (GD, GK, WD and C) and centres cannot play in the centre court as C, WA or WD (i.e. they can only play as GS, GA, GD or GK).

2. Players who do not work for a team's company or firm and are not registered for another team in the league ("Non-League Pool of Players" or "NLPP") can play in any position.

3. Players who work for a team's company or firm ("Company Players"), who are in attendance at a game and who are fit and able to play, must be played in preference to any player who is from the LPP or NLPP. In other words, if teams have more than 7 players attending a game, teams must not substitute Company Players in preference for players from the LPP or NLPP. If teams do play an LPP or NLPP player in a game in which a Company Player was available to play (but was not played), then the Company Player will be discounted from the number of Company Players in the team for that game for the purpose of the team sheet (minimum number rules below).

4. Excluding Company Players, no more than 1 player that plays for a netball team affiliated to the All England Netball Association, such as a team in the West Yorkshire League, or any county or national netball teams/leagues, can be part of your regular squad or play in any given match for your team. Any player that falls into this category and forms part of your regular squad should be notified to the organisers on the team sheet.[1]

The league organisers acknowledge that very occasionally circumstances arise which make it impossible to a field a team which includes the requisite 4 Company Players. This is the reason the LPP and NLPP lists were created. However, on such occasions, your team will receive half the normal points it would have received, had 4 or more Company Players played the match. Obviously, all concerned would rather matches take place, as opposed to being cancelled, but we need to ensure that teams do not repeatedly breach this rule as the results can be unfair.

Any League players who would like to join the LPP or NLPP should notify the organisers and confirm what position they usually play in (i.e. the position they have previously played in the majority of the matches). The LPP list will be created by the organisers and included in the fixtures spreadsheet. The accuracy of the LPP list (in terms of positions notified by players as being their usual positions and contact details) will be monitored, reviewed and updated by the organisers on a regular basis.

Scoring System

Win: 5 Points

Draw: 3 Points

Lose within 5 goals of the opposition’s score: 2 points

Lose with half goals or more: 1 Point

Lose with less than half goals: 0 Points

The Umpire

Each match is controlled by a single umpire, who have full authority to enforce the laws of the game.

Umpires must ensure team lists are completed before games start and the number (if any) of LPP or NLPP players playing for the teams. If there are LPP players, the umpires must make a note of the LPP players and the position they will be playing in and ensure that they are playing in a position that is allowed by these rules (see the LPP List for details) and that the other team has been informed for the purposes of the Player of the Match nominations.

Umpires must notify the teams at the end of the match of the score and Player of the Match nominations. Umpires and team captains must ensure that the organisers are notified of the LPP and NLPP player details, results and Player of the Match nominations as soon as possible after the match.

The umpire will deal with all infringements and misconduct. The umpire’s decision is final and must not be questioned by players. Players should not question, argue or comment on the decisions made by umpires either during the match, during breaks or afterwards. Players must not argue with or talk back to umpires at any time before, during or after a match.

Umpires may impose penalties on players that fail to observe this rule (for example, rewarding a penalty pass rather than a free pass to the opposition, giving the opposition a free pass in a third closer to the opposition’s goal than would otherwise be awarded, etc.) and for serious infractions the umpires should notify the organisers of any such issues and the team may be penalised and lose points as a result – any such decisions will be at the discretion of the organisers and will very much depend on the circumstances. Serious misconduct, in the umpire’s opinion, during a match may result in an individual being sent off for the remainder of the match and incurring bans for subsequent matches. Serious misconduct may result in the individual or team being excluded from the League. There is no opportunity to appeal.

Other Information

We do not provide insurance for teams to cover for personal injury or accident. We cannot be held liable for damage or injury caused whilst participating.

If a team owes money during the season for any reason, team captains may be invoiced during or at the end of the season. These will be subject to an admin fee of 15% if they are not paid within 4 weeks of the league ending.

No trophies or awards will be given to teams owing money at the end of the season!

[1] This rule is intended to ensure that no team has a particular competitive advantage in the League, which is an amateur league, by using players that are regularly coached and play in county or national league games to a much higher standard to boost their numbers unless such players work for the team’s company or firm. Teams that are short of players should be able to find sufficient players from within the League Pool of Players and the League generally.
