About Court Network / Court Network is a frontline community organisation that supports people to access the court system. Our role is to empower and increase the confidence of court users to manage the requirements of the courts.
Established in 1980, the organisation operates on a state-wide basis providing court-based non-legal support, information and referrals to members of the community in both the criminal and civil courts.
The service is delivered by over 400 highly-trained volunteer Networkers across Victoria and Queensland who provide support on a non-judgemental and confidential basis.
Court Network provides this service through the employment of both paid and unpaid staff, who are located in the Magistrates’, County, Supreme, Children’s and Coroner’s Courts within Victoria. Court Network also operates in Queensland within the Brisbane Commonwealth Law Courts, and Supreme Court and in Cairns and Townsville.
Court Network is committed to the promotion of knowledge about the legal system across the broader community, researching the issues affecting court users and influencing policy and law reform.

Our Mission / To provide support, information and referral to persons attending court and to advocate for the needs of all court users.
Our Team / Court Network currently has a team of 13 staff members in the Melbourne head office (Executive Director, Victorian State Manager, Finance Manager, Program Managers, National Administration Officer, State Administration Officer and a Receptionist) as well as Regional Program Managers who support Networkers operating in regional Victoria.
In the Brisbane office there are 5 staff members (Queensland State Manager, State Administration Officer, and Program Managers. There are also Regional Program Managers operating out of Cairns and Townsville.

Organisational Accountabilities

/ Court Network is accountable on a formal basis to a Board of 12 Directors, and as an Incorporated Association supports a Membership of over 500 Members.
Court Network assumes ongoing accountability to service users of the courts and the community in general. Operational accountability is maintained through the Executive Director.
As a recipient of government funding Court Network also maintains a high level of public accountability for expenditure on its budget.
Job Purpose / The Learning & Development Program Manager will have management responsibility for delivering Court Network’s volunteer intake program and ongoing learning and development needs. Contribute through this role to developing a highly professional and quality volunteer workforce across Court Network in Victoria, and to increasing volunteer workforce capability in the areas of family violence, victim support and in working with people who are representing themselves in courts/tribunals.

SpecificCapabilities

/ Learning & Development Program Manager
The successful applicant will be responsible for the quality and continuous improvement of Court Network’s integrated Learning and Development Program, that includes intake and ongoing training for the volunteers. Training is delivered by the Learning and Development Manager, or contracted trainers, co-facilitated by Program Managers, and includes guest speaker “content experts” and stakeholders from key legal and community services.
The Learning & Development Program Manager will:
  • Have oversight and primary responsibility for effective implementation of the Learning and Development Program and all relevant systems and processes that underpin its operation
  • Develop an annual training plan for Metropolitan and Regional training in consultation with the State Manager and Program Managers to determine volunteer intake and learning and development needs. The calendar for 2018 has already been determined
  • Coordinate and manage the training team to maximise performance relating to all aspects of training delivery and outcomes for volunteers
  • Source relevant trainers/guest speakers to deliver new training programs (including both contract trainers and recruitment of new trainers as staff)
  • Coordinate the recruitment and selection of new volunteer applicants for Court Network in collaboration with Program Managers
  • Coordinate the delivery of training for new volunteers, both Regional and Metropolitan
  • Develop, deliver, review and enhance the training program, Regional and Metropolitan, undertaking Training Needs Analysis and consultation with stakeholders - Networkers, Program Managers - to inform development
  • Develop and maintain assessment mechanisms and activities
  • Develop new training packages as required
  • Contribute to the development and coordination of specialised training modules in the context of Court Network’s special projects and innovations
  • Develop and update guidelines for speakers and presenters to support their contribution to the specified learning outcomes for training
  • Enhance and manage the effectiveness of the court-based mentor program in collaboration with Program Managers
  • Conduct an annual review of the Learning and Development program, in consultation with the Victorian State Manager
  • Maintain accurate and up-to-date records of current and prospective training participants in consultation with Learning and Development administration
  • Organise and facilitate the Metropolitan Training Graduation event in collaboration with the Executive Director, Victorian State Manager and Program Managers
Continuing Learning and Development Program Coordination
  • Collaborate with Program Managers in the development of the annual Continuous Education program, maximising the opportunities for integration with the Learning and Development program outcomes
  • Develop and coordinate the delivery of the Court Network Learning and Development Program of 10 Continuous Education sessions per year
  • Collaborate with presenters/speakers to support the delivery of purpose-built professional development sessions
  • Provide leadership and support to Regional and Metropolitan Program Managers in the Learning and Development Programs for their volunteer workforces
  • Collaborate with other Court Network staff in the promotion, administration and outcomes of the Learning and Development Program

Key Selection Criteria
/ The Learning and Development Program Manager will have a commitment to Court Network's philosophy, and work collaboratively to promote an atmosphere which is welcoming, respectful and non-judgemental.
The Learning and Development Program Manager will have:
  • Excellent program management, administration, coordination, and organisational skills
  • Relevant tertiary qualifications and/or experience in working in adult education and the community services sector
  • Experience and or ability to develop, deliver and coordinate integrated learning and development platforms for community groups and/or volunteers
  • Excellent people skills – the ability to inspire, educate, coach
  • The ability to work collaboratively with community organisations
  • Demonstrated management skills and experience
  • Ability to work as part of a team
  • Ability to lead and influence
  • Highly developed verbal and written communication skills
  • Current Certificate IV Training and Assessment (highly desirable)
  • Computer literacy in current applications and programs e.g. Microsoft Office package is essential.

Desirable / Knowledge and or training experience in delivery of family violence training packages
Social Work or Community Services qualifications and experience
Experience in the design of e-learning and flexible learning packages
