LEAGUE RULES & REGULATIONS

Section 1 – PARTICIPATION RESPONSIBILITIES

1(a) Every participating team/club is responsible to the CCSL for the action of its officers, players and supporters and is required to take all precautions necessary to prevent spectators and affiliates of the club from threatening or assaulting game officials, team officers or players before, during and upon completion of games.

1(b) No officer, team official, player, referee, or assistant referee shall bet on any CCSL soccer match. CCSL teams are required to prevent betting and the use of objectionable language. Any team officer, team official, player, or spectator may be removed from the park or ground in case of a breach of this rule.Additional penalties may be handed down by the League Administrator if involvement by the club in question can be found.

1(c) Every club/team must ensure that their team is represented at all CCSL scheduled games as required.

1(d) Any team responsible for the defaulting of a game shall be charged with all expenses incurred in the preparation of such game and may be fined. The amount of fine will be determined by the League Administrator.

1(e) Field preparation is the responsibility of the home team; this is to include properly secured goal nets and corner flags on a post not less than five feet high with a rounded (non-pointed) top. Field markings will be in accordance with FIFA.Exception: For those teams that play on synthetic turf, the league will allow cones in place of corner flags at the discretion of the referee.

1(f) All teams will each have two different colored jerseys at each and every game. The home team will have first choice on color. Some teams may not have matching uniforms but have been informed that they must, at the very least, be similar in color and design. The opposing coach and lead official will resolve any color conflict.

1(g) Each team is responsible for making its own travel arrangements including reservations, fares, hotel/motel accommodation and meals.

1(h) Each team shall be responsible to ensure that every player is properly dressed and equipped in accordance. Some teams may not have matching uniforms but have been informed that they must, at the very least, be similar in color and design. The normal dress of a soccer player is a shirt, shorts, stockings and shoes. Shin guardsare mandatory and must be completely covered by the stockings at all times. Every player must be identifiable by means of a number on his uniform, the minimum requirement for which shall be a number of contrasting color and at least eight (8) inches in height, of proportionate width, permanently affixed and appearing on the back of the player’s shirt. Players are not to share a shirt and duplicate numbers are not allowed. Teams are expected to do everything possible to make the game attractive from the spectator’s point of view.

1(i) The home team must supply a first class ball for every home game. The visiting team must also supply a first class game ball as a spare, if and when required.

1(j) Game Reportswill be submitted to OASA by the referee and submitted with rosters within 48 hours.

1(k) The home team shall be liable for traveling costs for the visiting team and game official’s fee should the game be postponed by the referee due to unplayable field conditions. Amount of the fine will be determined by the League Administrator.

Teams must attend the grounds and await the decision of the referee as to the fitness of the playing area, unless they have been previously notified by the CCSL. Whereby both teams shall agree to a change of venue and/or kick-off time, no further changes will be made unless agreed to by both teams. Teams making such decisions must inform the CCSL and officials assigned to the game in a timely manner.

1(l) Referee fees will be included in the overall League Registration Fees. This includes the fees associated with scheduling referees, using the referee website, and the actual costs of the referee crew. No referee will be compensated on the field.

1(m) The CCSL men’s divisions are only open to males who are enrolled as students or staff at one of the participating schools The CCSL women’s division is only open to females who are enrolled as students or staff at one of the participating schools. All players or staff are allowed to only play for the school that they are enrolled in or work for.

Section 2 – GAMES

2(a) All games will be governed by the current season’s FIFA Laws of the Game (current rule book is posted on the league website). Any modifications to these rules will be listed in this Constitution.

2(b) Any team failing to field the minimum number of players fifteenminutes after the scheduled kick-off time will forfeit the game and shall be liable for all expenses incurred. Amount to be determined by the League Administrator.Officials will apply and enforce FIFA rules for all CCSL games with the exception of substitutions as stated in Section 4.

2(c) Should any game not be completed, the League Administrator shall have discretionary power to either:

i) determine the outcome of the match or

a)The game will count and the score reported as final if at least one half as been completed.

ii) schedule the game to be replayed.

b)If the half has not been reached and if the two teams can agree on a new date/time.

2(d) Games shall be credited in the CCSL standings as:

i) three (3) points for a win, and

ii) one point for a draw.

iii) Forfeits will be recorded as a 1-0 win (three points awarded to the non-forfeiting team)

iv) If the game was not declared a ‘final’ game no points will be awarded to either team

The team having the highest number of points in each of the divisions of the CCSL shall be declared the champion of the respective division. In the event of a tie in points, the position of the teams will be determined in the following order:

i) record against the other team or teams; or, if still tied

ii) goal differential (max. +/- 4 goals is recorded); or, if still tied, followed by total goals, followed by fewest goals.If still tied then:

iii) a coin flip.

2(e) In the event that a team defaults one of its games to the other team or teams, then the defaulting team will receive the lower position.

2(f) There being a maximum of three points in any one game, in a circumstance where a team forfeits its right to the points in that game, the forfeited points shall be awarded to the opposing team.

2(g) The record of a team who resigns or is expelled from the CCSL before completing one half of its schedule shall be expunged. A team who resigns or is expelled after completing one half of its schedule will forfeit the points for all remaining games on its schedule

2(h) A suspended team will forfeit any games missed during the suspension, at the discretion of the league administrators.

NO changes to the schedule will occur that has not been approved by the League Administrator and both teams affected by the change. The League Administrator will notify referees of any changes. ALL requests for changes must be made at least one week prior as referee costs are incurred by the Tuesday of game week whether the game is played or not. If a team is making frequent game changes, fees may be assessed to the team as the league is charged to ‘move/change’ games on the referee website. Referees assigned to games where one team fails to arrive for a scheduled and confirmed game will be compensated by the league and will be paid as if the game occurred. The team that failed to show up will be required to reimburse the league for any additional costs over and above the normal fees assessed to the team for referee pay and face additional penalties and fines to be determined by the League Administrator.

All games must be played between the league's official season start and end dates, unless both teams agree to a date outside of the regular season. Typically, the season will begin late September or early October and will end in early December.

Section 3 – PLAYERS

3(a) Teams will provide a game roster and each player will present a valid OASA Player Card as well as their student ID and/or staff ID from their respective school to the referee prior to the start of the match. If the player is unable to present both an OASA Player Card and school ID and/or staff ID, they will not be allowed to participate.If a player is not on a club's roster or is without an ID card and participates in a game, the game may be declared a forfeit at the opposing club's discretion, with the opposing club being awarded the forfeit victory. The opposing club must call for the forfeit before their next league match by notifying the League Administrator.

Section 4 – SUBSTITUTES

4(a). Unlimited substitutions may be used in all CCSL games.

4(b) The player substituted for shall be permitted to take further part in the game. A player cannot be substituted for another player who is sent off (red card) the field by the referee.

4(c) Substitutions can be made during at any stoppage of play and with the permission of the referee. The referee shall signal to the substitute to enter the field of play. The player must report directly to the referee or assistant referee.

4(d) A player who is sent off (Red Card) shall be suspended from his original team.

Section 5 – DISCIPLINE

5(a) Disciplinary procedures for the CCSL shall be in accordance with the OASA

5(b) In all cases, the respondent shall have the right to appear when the case is heard and offer a full answer or defense to any charges against him.

5(c) Players sent off the field of play (red card) will be automatically suspended for at least one (1) game.It is the responsibility of the referee to contact the league administrators/OASA of the red card in a timely manner and to submit a copy of the game report/rosters – ideally within 48 hours. The referees will NOT collect the player card, but we expect all players/coaches to not play the following day if the red card was issued on a Saturday and the team is scheduled to play the next day.

5(d) Players may not appeal the automatic suspension of one game for receiving a red card. However, the player can appeal any other suspensions/fines by filing an appeal letter and paying the $100 appeal fee. No appeal will be granted until the fee and appropriate paperwork has been filed. All appeals must be received at the league office within five days of having been notified of the suspension/fines.

5(e) Players or team officials reported for violent conduct or for assault on a game official shall stand suspended from all soccer activities until their case is dealt with. Cases regarding misconduct towards a game official including referee assault and/or referee abuse will be heard by the OASA Discipline and Appeals Committee.

Section 6 – PROTESTS

6(a) All protests of matches must be in writing and accompanied with a $200 protest fee and filed with the League Administratorwithin forty-eight (48) hours of the conclusion of the game in question. The protest must contain the particulars and grounds on which the protest(s) are founded.

6(b) The league administrators shall send one copy of the protest to the team against whom the protest was lodged.

6(c) In dealing with any protest, theLeague Administrators may take into consideration the possession by the protesting team of any information which, if properly used, might have prevented the protest.

6(d) Any team proven by protest to have used an ineligible or suspended player in a game shall be subject to a fine, disciplinary action, or both and shall forfeit the points from that game and may be expelled from the League for the balance of the season.

6(e) Notwithstanding any protest, a team proven to have used an ineligible or suspended player shall be subject to a fine, disciplinary action, or both, and shall forfeit the points from that game and may be expelled from the CCSL for the balance of the season.

Section 7 – SUSPENSIONS

7(a) The following are minimum fines/penalties for the offenses specified:

i) Foul and abusive language against game official; One (1) game suspension.

ii) Serious foul play; two (2) game suspension.

iii) Serious foul play by preventing a goal by use of the hands; One (1) game suspension.

iv) Serious foul play by handling the ball outside of the penalty area while playing as a goalkeeper on a "breakaway" situation; One (1) game suspension.

v) Violent Conduct (directed at anyone); Three (3) game suspension.

vi) Physical violence against a league officer or game official; One (1) year suspension.

vii) Causing a referee to terminate a match due to violence, serious foul play or repeated infractions of the laws of the game; Three (3) game suspension.
