Programme Description
Project Name: Health System Strengthening, Quality Improvement, And RMNCH+ Scale-Up
Program Area 5: Scaling Up Interventions in Reproductive, Maternal, Neonatal, Child and Adolescent Health
The purpose of this assignment is to support the Government of India’s RMNCH+A Strategy especially in 30 HPDs of the 6 states where USAID is the Lead Development Partner. It requires provision of techno-managerial support at national, state and district level to develop capacity enabling implementation agencies to identify and scale up effective RMNCH+A interventions for improved reproductive, maternal and child health outcomes.
The overall purpose of the assignment is to increase the off-take of RMNCH+A services in the 6 states viz. Jharkhand, Uttrakhand, Punjab, Haryana, Himachal Pradesh and Delhi.
Roles and responsibilities / Key Job Responsibilities:
  • Lead the technical design and implementation of the M&E framework
  • Oversee and contribute to data collection, analysis and communication of data to multiple stakeholders.
  • Provide advice to staff and stakeholders on M&E decisions, such as the identification of priorities, needs and indicators; the design, set up and use of M&E systems to collect data;
  • Provide inputs, information and statistics into monthly, quarterly, half-yearly and annual progress reports for all project activities to be shared with the Chief of Party
  • Monitor all project activities, expenditures and progress towards achieving the project output
  • Conduct capacity assessment on existing monitoring and evaluation system
  • Participate in annual project reviews and planning workshops and assist the National Project Manager in preparing relevant reports;
  • Lead and coordinate the development and implementation of integrated and strategic HMIS plans and policies for RMNCH+A activities in the 30 HPDs.
  • Develop and strengthen monitoring, inspection and evaluation procedures for quality assurance of M&E activities

Qualifications & Experience Requirements /
  • PhD/MA/M.Sc. in Economics, Statistics, Population Studies and related subjects
  • At least 10-15 years of professional work experience in M&E in Public Health, capacity building of health sector programmes, including technical advisory, research and programme management.

Essential Skills & Competencies /
  • Good knowledge of donor supported projects preferably USAID will be a definite plus
  • Should have designed project M&E frameworks, including the log-frame, the theory of change and the M&E protocol
  • Excellent knowledge of qualitative and quantitative M&E practices.
  • Skills in the management of handling data/deliverables, including formulation of strategies, and development, implementation, monitoring and evaluation of health sector interventions
  • Ability to establish and maintain good working relationships with government counterparts and Development Partners, as well as with donors
  • Team management skills, multi-cultural and multi-disciplinary environment
  • Strong analytical skills and strategic thinking
  • Good presentation, communication, advocacy and negotiation skills
  • Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct
