** Although the data come from the most reliable sources found—usually official sources—criteria and inclusiveness both vary greatly across countries, so comparisons should be drawn only with caution. For example, the meaning of higher education, university, and tertiary education varies. In some databases, only accredited or at least licensed institutions are counted; in others, the figures are more broadly inclusive.
