FLAG AND TOUCH FOOTBALL

INSTRUCTIONS FOR TEST TAKERS:

Indicate whether you believe the question is correct (T) or incorrect (F) by circling the correct answer.

NOTE: Unless otherwise stated, acts occur while the ball is in-bounds, a forward pass is legal, and any out ofbounds is between the goal lines. The terms fumble, catch, posses and intercept imply possession. Catch and intercept imply possession before the ball strikes the ground. A muff is an unsuccessful attempt to gain possession. "Line" means scrimmage line and implies a play from scrimmage. There is no foul unless it is mentioned. A foul is not complicated by a second foul, unless so stated. Unless otherwise specified, reference to a foul, is to a player foul.

Arefers to the offensive team that puts the ball in play during a scrimmage down.

Brefers to their opponents, the defensive team.
Krefers to the kicking team, while

Ridentifies the receiving team during a free or protected scrimmage kick. (Al, Bl, Rl, and KI are players of the respective teams. Even though team possession may change during the down, each team retains the identity it had at the start of the down.

RULE I THE GAME, FIELD, PLAYERS, AND EQUIPMENT

T F 1. A minimum of five (5) players are required in men's and women's divisions to

avoid a forfeit.

T F 2. In the corecreational division six (6) players are required to avoid a forfeit.

T F 3. Corecreational teams with seven (7) players can be four (4) men and three (3)

women or four (4) women and three (3) men.

T F 4. The sidelines and end lines are considered to be in bounds.

T F 5. Women will use intermediate sized footballs.

T F 6. An intermediate size football can be used in the corecreational league.

T F 7. Each player may wear pants/shorts with pockets as long as they secure the pockets with tape.

T F 8. Each player must wear a flag belt with two (2) flags permanently affixed so that

they fall at the hips.

T F 9. Players are allowed to participate while wearing hats with a protruding brim.

T F 10. Mouth and tooth protectors are legal for play.

T F 11. Shoes with metal or ceramic cleats are approved for play.

T F 12. Each player must wear pants or shorts which do not have any belt loops

RULE 2 Definition of Playing Terms

T F 13. A pass caught by a player with both knees on the ground shall be ruled incomplete.

T F 14. A down is a unit of the game which starts, after the ready for play signal, with a

snap or free kick and ends when the ball next becomes dead.

T F 15. Each goal line is a vertical plane separating the end zone from the field of play.

T F 16. The neutral zone extends from the forward point of the ball one (1) yard to the Team B

scrimmage line.

T F 17. The initial direction determines whether a pass is forward or backward.

T F 18. A runner is considered to be downed when his/her flagbelt is removed by the

defender.

T F 19. A defensive player may not hold or impede the progress of the runner in an attempt

to deflag/tag him/her.

T F 20. Offensive line players may "bump" or "chuck" the charge of the rushing, defensive line player.

RULE 3 Periods, Time factors, Substitutions

T F 24. Playing time shall be two (2) twenty (20) minute halves.

T F 25. It is recommended that playing time be kept on a football timer operated by the Back

Judge.

T F 26. The clock will run continuously for the first eighteen (18) minutes of a period unless it h

stopped by rule.

T F 27. Prior to the final two (2) minutes of either half, the clock will only stop for an official's time

out or a charged team timeout.

T F 28. The officials will bring all players and coaches of both teams to the center of the field to

discuss the tie breaker procedure after a tie game.

T F 29. During the tiebreaker, both teams will go the same direction for all overtime periods.

T F 30. Each team is entitled to two (2) charged timeouts during each half.

T F 31. Each team shall have its players on the field for the opening play at the scheduled time for the

beginning of each half. All players must have their flags in legal position. Failure to do so

will result in a five (5) yard penalty from the spot of the kickoff.


RULE 4 Ball in Play, Dead Ball, OutofBounds

T F 32. A live ball will become dead when an official sounds his/her whistle (even though

inadvertently).

Questions 33, 34, and 35 - A live ball becomes dead when:

T F 33. any fumble or backward/forward pass touches the ground.

T F 34. a pass receiver has a flag belt removed by the defender before he/she catches pass.

T F 35. a runner is legally tagged between the shoulders and knees with one hand.

T F 36. Al the runner, is running downfield when he/she slips and begins to fall. In order to maintain

RULE 5 Series of Downs

T F 40. A team has four (4) consecutive downs to advance to the next zone linetogain

T F 4 1. If Al carries the ball so that it only temporarily "dents" the line to gain before going out of

bounds, it would be a first down.

T F 42. The zone linetogain shall always be twenty (20) yards in advance of the most forward point

of the ball at the start of a series.

T F 43. If a penalty is declined, the number of the down will advance to the next higher numbered

down.

T F 44. A penalty which gives Team "A" a first down may be declined.

RULE 6 Kicking the Ball and Fair Catch

T F 45. During a free kick (place kick) the ball may be placed on a 2" tee or placed on a holder's toe.

The sole of the holder's foot must be in contact with the ground.

T F 46. The receiving team must have three (3) players who are within five (5) years of their

restraining line when the ball is free kicked.

T F 47. In corecreation, during a free kick at least five (5) players of the receiving team must be

within five (5) yards of their free kick line until the ball is kicked.

T F 48. If any K player, except the holder and kicker, is in advance of his/her team's restraining line

when the ball is kicked, the player(s) will be guilty of encroachment.

T F 49. The kicker and/or holder may be on or in advance of the restraining line at the time of the free

kick.

T F 50. The receiving team's restraining line is five (5) yards from the kicking team's restraining line

on a free kick.

T F 51. The kicking team may recover a free kick.

T F 52. During a free kick or scrimmage kick in corecreation, a male receiver may not advance

forward with the ball during the entire down.

T F 53. Both teams must have at least four (4) players on the scrimmage line during a protected

scrimmage kick (Men and Women divisions only).

T F 54. A defensive line player may leap up and block a protected scrimmage kick if he/she does so

without crossing Team B's scrimmage line (second ball spotter).

T F 55. A protected scrimmage kick may be advanced by the kicking team if it is caught on either side

of the scrimmage line.

RULE 7 Snapping, Handing, and Passing the Ball

T F 56. Team A players are responsible for retrieving the ball after a scrimmage down and having the

snapper bring the ball from the huddle to the Team A scrimmage line.

T F 57. Players are prohibited from using a three (3) or four (4) point stance.

T F 58. No player, including the snapper, may be in the neutral zone at the time of the snap.

T F 59. A backward pass may be caught in the air and advanced by either team.

T F 60. All players are eligible to receive a forward pass.

T F 61. Offensive pass interference restrictions start when the ball is snapped.

RULE 8 Scoring Plays and Touchback

opponent's goal line even if no part of the player's body crossed the goal line prior to the

deflag/tag.

T F 70. The force imparted by a pass, kick, or fumble is considered the responsible force for the baU's

progress even if the ball is deflected or reversed in direction.
