RFP- Unit Make Ready

Lansing Housing Commission’s LaRoy Froh, South Washington Park, Hildebrandt Park, and Mt. Vernon Park Communities are seeking one or more Contractors to provide services under the Scope of Work outlined below based on an hourly rate of pay. The following scope of work will be performed at the following sites:

LaRoy Froh Community located at 2400 Reo St, Lansing, MI 48911 and their scattered site housing located in Lansing Michigan

South Washington Park located at 3200 S. Washington Lansing, MI 48910 and t heir scattered site housing located in Lansing, Michigan

Hildebrandt Park located at 3122 Turner St. Lansing, MI 48906 and their scattered site housing located in Lansing, Michigan

Mt. Vernon Park located 3338 N. Waverly, Lansing, MI 48906 and their scattered site housing located in Lansing, Michigan

Major material and supplies will be provided by the Lansing Housing Commission

Scope of work to be performed: Vacant UnitMake Ready

When a unit becomes vacant, the contractor is expected to complete any needed repairs and make the unit ready for re-occupancy within ten (10) days. “Make ready” includes, but may not be limited to, drywall repairs and painting walls, sanding and waxing floors, refrigerator and range repairs, replacing sub floors, tile, refinishing hardwood floors, repairing/replacing faucets, toilets, etc., replacing furnace filters complete cleaning of floors, windows, appliances, fixtures, replacing or installing smoke detectors with 10 year ion batteries and lights, and ensuring all systems are working properly. Each unit will have a list of repairs as each vacated unit is left in different conditions.

All communities will provide supplies for the make-over of units with the exception of cleaning supplies, drywall compound and tape. Unit sizes range from one (1) bedroom to five (5) bedrooms. All units have basements except for the one (1) bedroom units and the five (5) bedroom scattered site houses.

The contractor will be responsible for removal of trash and debris from the vacant units. Items that cannot be thrown away in the dumpster must be hauled away.

The contractor shall not attempt plumbing repairs or electrical repairs which require a license, unless she/he is licensed to do such repairs.

We encourage contractors to advise LHC of any problems that should be addressed to improve or maintain the overall quality of the units and recommended solutions. Recommendations will be assessed by LHC Staff and approval of additional costs (if any) is required prior to work beginning.

Once the vacant unit is complete a visual inspection of the unit shall be conducted to ensure work is complete prior to LHC signing a work completion statement which authorizes you to submit an invoice for payment.

This Scope of Work is intended to give potential bidders a general explanation of the types of services a contractor is expected to provide. It may not address every possible situation.

Utilizing the scope of services described above LHC seeks an indefinite quantity bid based on an hourly rate and/or scope of service rate. The selected contractor and LHC will agree upon a firm fixed price to provide labor, drywall compound and tape for each unit based upon an itemized list of all work to be performed.

Payment is net 30 days.
