The following is a list of features and capabilities Lane County is seeking in website services. The list is not intended to be all-inclusive, nor is it intended to represent a minimum of features and capabilities.

1.7 / Robust, understandable and easy to maintain security that can address multiple types of: user access, content, roles, Identity and other types of sensitive information, etc)
1.8 / High availability design (minimum 24 X 7 operation with scheduled off peak hours maintenance windows)
1.9 / Self-help and other training and user support services for site users.
1.10 / Annual support and maintenance of the website including regular refreshing of design elements, staying current on the latest technology and web standards, engineering, search engine optimization, content management and other elements associated with the County’s website.
1.11 / Lane County must be able to easily obtain a complete export of all data, website components, etc.
1.12 / Website has the ability to translate content into multiple languages.
2. Content Management Requirement / Meets? / Response
2.1 / Website provides flexibility and configurability in structuring content in multiple ways for consumers (eg Service Oriented, Department Oriented, Special interest, etc).
2.2 / Content managers can clearly identify and manage the content for which they are responsible to maintain.
2.3 / Content Management tools that allow content additions, removal and updates with attention to: Ease of use, template functionality, consistency in look and feel, and a small learning curve for new users.
2.4 / Robust document library functionality for various types of content including: newsletters, minutes and any other E-documents.
2.5 / Repository of information common to all County departments, for example, locations and descriptions of facilities.
2.6 / Provide the ability to reuse published content in many forms of delivery (web page, downloadable file, emailed content, etc)
2.7 / Advanced calendaring features including easy meeting/event scheduling for various types of events (single, recurring, etc) for individual departments or service areas with a composite calendar component that can pull, display, sort and filter event information from each of the individual calendars.
2.8 / Ability to upload data in preformatted web pages or document locations, for example, daily police logs produced from a records management system.
2.9 / Option for creation and maintenance of multiple blogs and/or newsgroups both restricted within a department’s portion of the website and made available generally while hosted by a specific department.
2.10 / Support and restrict Content Managers to a consistent design strategy throughout the website
2.11 / Advanced emergency and priority information publishing and display options.
2.12 / Content archiving support.
2.13 / Ability to update content on demand for instant time-sensitive publishing or corrections.
3. Website Administration Requirements / Meets? / Response

3.4 / Report website maintenance activity and statistics on content type: Updates, downloadable documents, web pages, calendars and broken links.

4. Social Media / Meets? / Response
4.1 / Ability to embed social media posts from Lane County’s Twitter, Facebook, etc.
4.2 / Ability to automatically broadcast content added on the Lane County Website to selected social media sites including Facebook, Twitter, etc.

5. Navigation and Usability Requirements / Meets? / Response
5.1 / Provide “user interactive” features such as video streaming, picture slide shows and other community interest content.
5.2 / Integration with third party community engagement software (eg: Sidewalk / MindMixer), user comment/question submittal, online form submittal, etc
5.3 / Robust, easy to use and maintain search features including key word or phrase searches, search on contents of uploaded documents and trending topics.
5.4 / Facilitation for public comments, suggestions or questions concerning the website design or information.
5.5 / Many of the pages may be printed by residents in preparation for conducting business with Lane County. Ability for pages to be presented with a printer-friendly option available.
5.6 / Mechanisms for visitors convey comments, suggestions or questions concerning the County government to appropriate departments through ‘contact us’ link(s).
5.7 / Ability to allow website visitors to submit their contact information to be sent subject-specific electronic notifications in email or text format
5.8 / E-mail interfaces, if any, are not dependent on a specific e-mail client
5.9 / Ability for visitors to sign up for emergency alerts to be sent directly to them
