Wednesday February 1st, 2017
Chairman Gail Godfrey called the Clarkston Town LUDMA meeting to order at 7:00 pm.
Attendance: Chairman: Gail Godfrey
Commissioners: Zeb Atkinson, Brayden Goodey, and Mike Harris
Council Member: Steven Palmer
Also in attendance: Oakley Tueller, Cade Tueller, Jeff House
1. NEW BUSINESS
Chairman G. Godfrey informed the LUDMA Commission that there were no minutes to be approved at this time.
Oakley Tueller – Business License – Chairman G. Godfrey recognizes Oakley Tueller for a business license. Mrs. Tueller informed the board that she would like to get a business license for equine massage therapy. Mrs. Tueller stated that she is certified in equine massage but plans on getting certified in other types of equine therapy. The business is called Tueller’s Equine Body Work and is located at 117 N Main. There were no other concerns. Commissioner B. Goodey motioned to approve the business license. Commissioner M. Harris seconds the motion. Vote all in favor “Aye”. Motion carried
Deborah Christiansen – Business License – The business license for Deborah Christiansen was not approved due to Deborah Christiansen absence and lack of information.
Scott and Deborah Christiansen – Building Permit – 157 S 200 E – Solar Panels – Mr. Jeff House is representing the Christiansen’s and is running late. It was decided to move this to the end of the meeting.
2. OTHER
Gail Godfrey
Review Town Code Title 10 Zoning Regulations Chapter 6 and 7 under Permitted Use – Chairman G. Godfrey discussed with the Commission whether or not there needed to be any changes made in Chapter 6 and 7 under permitted use. The LUDMA Commission looked over Clarkston Town Code Title 10 Zoning Regulations Chapter 6 and 7, Permitted Use. Commissioner B. Goodey indicated that after reviewing what was already under permitted use in those chapters, he saw no need make any changes to those chapters. All LUDMA Commissioners present agreed.
Review Town Code 10-6-6 under Modifying Regulation and Town Code 10-7A-6 under Modifying Regulations. Chairman G. Godfrey discussed with the Commission about Section D. under Modifying Regulations. Chairman G. Godfrey asked the Commission if that section needed to be updated. Commisioner B. Goodey stated that it would be in the town’s best interest to keep the distance between livestock enclosures and the neighbor’s dwelling at 30’ but sees no harm in shorting the distance between a livestock enclosure and the property owner’s dwelling to 15’. All LUDMA Commissioners present agreed. Chairman G. Godfrey asked Councilmember S. Palmer to present the LUMDA’s proposal to the Town Council.
Review 2017 Meeting Schedule – G. Godfrey asked the LUDMA Commission to look over the Clarkston Town Land, Use & Development Management Commission Meeting Schedule & Application Deadlines sheet. After reviewing the outlined dates there were no concerns about the dates scheduled for the 2017 schedule. Commissioner M. Harris motioned to approve the LUDMA meeting schedule. Commissioner Z. Atkinson seconds the motion. Vote all in favor “Aye”. Motion carried
Councilmember Steven Palmer – Discussion – Council Member S. Palmer reported that he had talked to Wayne Cooper about filling the opening on the LUDMA Commission. Mr. Cooper accepted. A Resolution will be passed at the next Town Council meeting. Council Member S. Palmer had nothing more to discuss.
3. NEW BUSINESS
Scott and Deborah Christiansen – Building Permit – 157 S 200 E – Solar Panels – Chairman G. Godfrey recognizes the Christiansen’s for a building permit. Mr. Jeff House is representing the Christiansen’s. Mr. House informed the LUDMA Commission that the Christiansen’s would like to get a building permit to construct solar panels at their home located at 157 S 200 E. Chairman G. Godfrey asked if the solar panels would be attached to the home or if they would be mounted to the ground. Mr. House informed the board that the solar panels are ground mount panels and would be on the ground. Mr. House informed the board that the panels would be located north, west of the home along the north property line. Chairman G. Godfrey asked how far from the property line would the panels sit. Mr. House stated that they would be 20’ away from the north property line. Commissioner B. Goodey asked Mr. House how tall the panels would sit once on the ground. Mr. House stated that they would be 15’ high and 8’ wide. There were no other concerns. Commissioner Z. Atkinson motioned to approve the building permit. Commissioner M. Harris seconds the motion. Vote all in favor “Aye”. Motion carried
4. ADJOURN
There being no further business to come before the LUDMA Commission, Commissioner B. Goodey motioned that the Clarkston Town LUDMA meeting adjourn. Commissioner Z. Atkinson seconded the motion. All members present voted “Aye”. Motion carried.
