Lancaster Pool League

GENERAL RULES

Membership

Male and female players over the age of fourteen (at the discretion of the Licensee hosting the match) are eligible to play. If however a venue has a ‘No under 18’ ruling the committee would be obliged if they would let the league secretary know. If teams have players under 18 years of age they should contact the venue prior to travelling to ensure they will be allowed to play at that venue.

Players who could be refused entry to a pool match venue must seek the permission of the licensee first. The committee cannot interfere with the rights of the licensee who refuses a player/team entry; he is also in control of when a match is to be ended.

Licensees must be registered if they wish to play.

Any player signing for more than one team will be tied to the first team he/she plays for.

Players may be registered during the season by printing and signing their names on the reverse of the score card.

No player may transfer from one team to another mid season. This includes transfers between A and B teams and vice versa. Players are cup-tied to the league team they play for.

Should a team fold during the season. Players may only sign on for another team in the league at the discretion of the captain’s meeting.

In order to play in any cup competition, players must be registered within the first 6 weeks from the first league game of the season.

League Format

The format for League/Cup matches will be decided at the captains meeting prior to the start of the season, this is currently;

Winter League - 6 single frames and 3 doubles. Table - (frames won)

Summer League - 6 single frames and 2 doubles Table - (frames won + 2pts for win, 1pt for drawn match)

Matches

Matches are to be played on Wednesday nights (other than those stipulated in the fixtures list/calendar).

Matches start no later than 8.00 pm.

Any team being late will lose one frame for every five minutes that passes after the 8.15pm. First frame to be claimed at 8.15pm.

Frames starting after 11.00pm will do so at the discretion of the landlord/licensee.

Six frames must be played to constitute a match.

All points will be awarded to the offended team on the failure of the opposition to produce four players, irrespective of any frames played. The home Captain must submit the score card with a (8/9)-0 result.

The home team must ensure the match table is reasonably clean, that there are no obstructions and match order is attained.

The home team will pay for all games.

The home team break first frame with the visiting team providing the referee. Break/referee are then alternated throughout the match.

Team Captains are held responsible for team members conduct at all events.

They should ensure that the referee chosen is fully aware of the rules.

They must ensure that matches start as promptly as possible, and that as least time possible is wasted between frames to enable matches to be played within licensing hours.

The frame will be lost if a player is not available to play five minutes after the end of the previous frame.

Any team failing to turn up for two league matches will be removed from the League, all results will be void, the team will be barred for a further two seasons. No fees will be refunded.

Any team asked to leave a venue by the landlord/landlady will automatically lose the whole match fixture.

Rearrangement of Matches

There will be no rearrangement of matches, unless there are exceptional circumstances. The league secretary must be consulted on any rearranged matches in advance.

Results

The speedy submission of the score cards enables the league tables to be kept up to date and submitted for publicity purposes.

The home team Captain is responsible for submitting the score card.

Results should be telephoned to the secretary on the night the match has been played. Teams failing to do so will have one point deducted from their score.

The score card must be signed by both team Captains and submitted to the secretary no later than the first Friday after the match has been played. Teams failing to do so will have three points deducted from their score.

Complaints

If any Captain thinks a referee is unsuitable or biased, he/she can demand that the referee is replaced.

Where Captains agree that a referee has made an incorrect decision they should agree on the best method to complete the match or replay the offending frame.

However if one of the Captains feels that an injustice has been done, he/she should use the complaints procedure. There can be many types of disputes but in the majority Captains should be able to come to an agreement, if not they should use the complaints procedure.

Complaints must always be in writing pointing out all matters in detail. The complaint must be forwarded within 48 hours to the League Secretary; with a copy going to the opposing team Captain (whenever possible the opposing team must be told verbally on the night of your intention to file a complaint).

If the complaint is because of an incorrect rule decision, The rule numbers must be stated along with comment why the decision was considered wrong.

Any disputes will be dealt with at the Captains meetings.

Each team Captain (or other representative from team where Captain is unavailable) is expected to attend committee meetings. Apologies to be sent beforehand to secretary when necessary.

Promotions/Relegations

In the event of a draw at the end of the season, ie level on points, and games for and against the two teams on level points will play off at a neutral venue.

Promotions and relegations are at the discretion of the Executive Committee.
