Business Meeting

July 13, 2017

Notice is hereby given that the Lake Point Improvement District held the regularly scheduled Business Meeting on July 13, 2017 at 7:10 pm at the North Tooele County Fire Station at 1540 Sunset Road, Lake Point, Utah. The agenda was as follows:

1.  Call to order

2.  Public Concerns

None

3.  2016 Audit Review

Roger Powell went over LPID’s Financial Statements and compiled an “Independent Auditor’s Report.” Everything looks great. Roger sees no areas with compliance issues. This is good news for LPID.

Approval of minutes for the Business Meetings of June 8, 2017:

Motion: Brady, Seconded: Todd, In favor: 3, Abstain: 2, Opposed: 0, Motion carries. (Mitch and Mary Lyn abstained because they were not at the LPID Meeting on June 8, 2017)

5.  Management Agreement Extension

The management Agreement between LPID and OMWC was revised stating that LPID will continue operation of the facilities (Keith) and accounting (Natalie) would be directly reporting to OMWC. LPID will continue signing checks, drafting budgets, reviewing reconciliation reports and issuing the purchase orders.

6.  Financial Reports

a.  Approval of bills – (check # 3874-3884) total amount: $4,238.74 and (check# 2234) total amount: $250.00.

b.  Budget Report – Everything looks good.

c.  Balance Report – This account balance is increasing with rate payer bills being paid. Most customers have paid.

d.  Overpayment from county – Terre read the notice from the county in regards to LPID being overpaid by 4,016.08 for 2016. The difference will be deducted from future payments in the amount of $271.48 per month for 14.8 months.

e.  HWCU checking account are within balance guidelines. There is no need to make any transfers at this time.

7.  Customer audit

Keith and Terre conducted an audit to update the customer list for LPID. Follow up will be conducted to make any corrections if necessary to the customer list.

8.  Operations Reports

UPDES Compliance Report – March 2017

BOD = 21 ppm (limit is 45ppm)

TSS = 29 ppm (limit is 45 ppm)

pH = 9.9 (limit >6.0<9.0)

Coliform = 2 (limit is 128)

The district discharged the first 18 days of March 2017. Discharge began again on April 5, 2017. TSS dropped from 83/mg/1 to 29/mg/1. There is an abundant algae bloom in cell #1. Aeration will be needed as temperatures increase. Lagoon discharge stream is expected to be within permit limitations for Aril 2017.

9.  RPS Flow Monitoring

LPID has contacted SPID about performing flow monitoring study to confirm if actual measured flows match those of calculated flows in areas of concern. (Manhole #109) Flow monitoring will begin mid- April.

10.  Nutrient Study

LPID continues to monitor ammonia and phosphate. Ammonia is high in the winter and drops off during the summer. (This is true for Lake Point as well) The Cost for this two year study is approximately $7,938.00.

11.  Construction Specifications Manual Update (Pastures at Saddleback Plat 5)

a.  Coordinate the sewer lateral locations or termination points with engineer. All sewer laterals are to extend 10 ft beyond any curb and sidewalk.

b.  In areas of high groundwater, as determined by LPID, the exterior of the manholes shall be sprayed with an asphalt sealer at the point of manufacture. All joints from the cone down shall be wrapped with a 12 foot wide joint sealer.

c.  In areas of high groundwater elevation, or as directed by LPID or engineer, install exterior joint sealant to all joints below the cone section. The material is to be installed parallel to the joint, with care taken to not form wrinkles. Assure sealant adheres to the manhole sections.

d.  Install long sweep bend at the end of all laterals and extend vertical pipe to a minimum of 36 feet above the finish surface of the lot. Install a cap on the vertical pipe. Vertical pipe will serve as the marker for the end of the lateral.

e.  Arrange for video inspection of each lateral by LPID personnel after backfilling and compaction is complete. Lateral will be accessed through the vertical pipe to be installed at the end of each lateral.

12.  Development Status

a. Saddleback-phase 3, (47 lots) 28 lots have been sold. Construction of several homes has begun.

b. Phase 4 (35 lots) will be completed by mid-Spring. Water lines and sewer laterals are now complete. Dry utilities are now being installed after which grading and sub-base for roads will be constructed. Asphalt for roads is scheduled for May 2017.

c. Phase 5 – A preliminary engineering study is underway to determine feasibility of developing property east of the Rigby Property (land south on Sunset and west of Lake Shore). Saddleback is seeking a buyer for phase 5 which consists of 39 lots. Part of Lake Shore Road will be abandoned as part of the development. Lakeshore will continue into Phase 6 and anew road will be constructed off of Sunset Road that will connect into Cobble Rock Road north of Shepard Lane. (A public hearing will be held May 3, 2017 at 7pm in the auditorium at the Tooele County Building. The vacation of this portion of Lakeshore Road will be discussed at this meeting.)

d. Lake Point Estates (Vista) – (15 lots) A possible joint venture between Chris Robinson and Howard Schmidt may take place in this development. Each lot will be one acre. Engineering and securing permits is now in progress.

e. Bridle Walk Acres- (42 lots) Cluff Property –Homes are now under construction. Ground water levels are being monitored. Homes with basements have French Drains. Additional fill material is required to bring lots to grade with the roads. The same list we discussed last month has been given to contractor for completion. (Water should be in E.T. Canal on April 15, 2017.)

13.  Municipal Election Agreement

LPID opted to have voters place their own first class stamp on each ballot. This saves LPID .78 cents per ballot.

14.  Other district business and trustee concerns

a.  Model home at Bridle Walk was burglarized. All furnishings were stolen over the April 1, 2017 weekend. Loss is around $30,000.

b.  RWAU Training on Collection System Management

c.  LPID’s permit for operating public sewer collection system expires 9/30/17
