The purpose of this letter is to confirm my desire to purchase property from the Illinois Department of Transportation and to confirm my understanding of the legislative process for these property purchases.
Dedication Release/Access Control Release
I understand that the passage of a Bill by the General Assembly to release the State’s interests in the above parcel, and enactment upon the Governor’s signature will not identify a buyer or guarantee conveyance of title to me.

I understand that the passage of a Bill by the General Assembly to convey the Department’s interest in the above parcel, and enactment upon the Governor’s signature does not guarantee transfer of Title, but only conveys the interest(s) held by the State. I further agree to accept a Quitclaim Deed for this transfer. It is understood that if there is any doubt concerning perfection of title, the department recommends that private counsel should be sought.
I accept responsibility to perfect title to this parcel of land and absolve the State of any liability in the event another party should lay claim to said parcel.
I hereby request the State, acting through the Illinois Department of Transportation, to release the Dedication as depicted on the attached plat as parcel in exchange for the appraised value of $.
I agree to provide this payment of $ prior to the submittal of appropriate documentation for the release or conveyance procedures to the Illinois Department of Transportation for incorporation into legislation.
I further understand and agree that the General Assembly may determine a different value for this parcel. Should the General Assembly determine value different than the amount that I already paid, the department will offer me the opportunity to submit the increased amount to finalize the purchase. Should the final value be less than the amount I already paid, the department will refund the difference.
If, upon passage and enactment of the proposal by the Illinois General Assembly and the Governor, the value established is not acceptable, then upon my written request, the department will refund the monies paid and concurrently begin the process of rescinding the enacting legislation.
I further understand that the approved legislation for official recording will probably not be received until the late summer or fall of and that if, for any reason, the General Assembly fails to pass and the Governor sign into law the proposed legislation to finalize this process, I will be repaid the entire $ upon my written request.
In acknowledgment of the advance payment the State will permit my use of this land pending receipt of the approved legislation.
