Once again we present to you the Kobil Rally of Tanzania 2011, which counts for the following
- 2011 FIA African Rally Championship for Drivers & Co-drivers
- 2011 FIA African Rally Championship for Manufacturers
- 2011 FIA Championship Cup for Drivers of Groups A, N and 2 wheel Cars of 1600 cc
- 2011 AAT National Rally Championships
The event has managed to attract many competitors as well as spectators both locally and internationally.
Rally is growing into a major spectator-sport event. Drivers on the ARC circuit have inspired many young and new talents to take up rallying in Tanzania. It is our mission to cultivate this spirit of rallying in the hearts and minds of young potentials by hosting this rally event in the country.
We would like to assure you a challenging and exciting event that will take place in the North of Dar-es-Salaam around the world famous historical sites of Bagamoyo.

1.3Event Overview
The 2011 edition of the Kobil Rally of Tanzania will be competed over three days. The rally will cover the picturesque scenery of Tanzanian coastline and will take competitors and fans to the Northern parts of the country around the world famous historical sites of Bagamoyo. The total distance of the rally will be 495Kms, of which 227Kms will be competitive.
There are a total of 11 Competitive Sections which will be re-run over the course of the rally, the longest of which will be 33.67Kms and the shortest 1.3 Kms.
The super special section will be on asphalt and other competitive sections will be on gravel roads that are open to the public. However, information will be relayed to the road users to ensure that traffic is kept to a minimum on the days of the event.
Day 1 Friday September 2nd, 2011
The cars, after a ceremonial start, will start with a Super Special Section at the Milimani City Mall car park, which has provided spectacular action for thousands of fans for the past 2 editions of the rally and will be approximately 2.6Kms in length. This stage will be run twice in reverse seeding order.
Day 2 Saturday September 3rd, 2011
After an overnight rest at Milimani City parcferme, will head North of the capital Dar es Salaam, near the famous Bagamoyo sites where an all new route has been designed. Competitors willbattle over 6Competitive Sections totalling150Kilometres, with158Kilometres of road sections (3 sections repeated). The cars will return to the Milimani City for an overnighthalt.
Day 3 Sunday September 4th, 2011
After the overnight rest at theMilimani City parcferme, the cars will once again head North towards Bagamoyowherecompetitorswillagainbattle over the same3Competitive Sections totalling75Kilometres, with 108Kilometres of road sections. The cars will return to Milimani city for the finish.
The organisers wish to point out also that the format given above is a draft précis of the Itinerary and is subject to change in case conditions on the ground demand so. Any significant changes will however be communicated to all aspiring competitors, as and when they occur.

3.0COMPETITORS ARRANGEMENTS: 'PRE-EVENT'
3.1Entry Details
Any FIA competition license-holder wishing to take part in the rally must send
a duly completed entry form provided, to the Rally Secretariat before the
closing date.
If the application is sent by fax or email, the original must reach the organizer
within 5 days following the close of entries.

3.2 Competitor Assistance
All foreign competitors will get an attractive package that includes
- Free entry fees
- Freeinsurance (third-party)
- 1 Free Double Room [bed and breakfast] for 3 nights at Rally Hotel
- Free 200 litres of fuel [petrol or diesel]
3.3 VEHICLE ELIGIBILITY
African Rally Championship events are reserved for the following groups and classes of cars:
Production cars (Group N):
Class N1 Up to and including 1400 cc
Class N2 Over 1400 cc up to and including 1600 cc
Class N3 Over 1600 cc up to and including 2000 cc
Class N4 Over 2000 cc
Touring Cars (Group A):
Class A5 Up to and including 1400 cc
Class A6 Over 1400 cc up to and including 1600 cc
Class A7 Over 1600 cc up to and including 2000 cc
S2000 Cars
Cars homologated as kit cars, where the capacity is greater than 1600cc are not accepted. Cars homologated as Kit cars, where the capacity is between 1400 and 1600cc may be accepted if they also comply with Article 255 – 6.2 “Weight” of Appendix J.
Two wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000cc are accepted in Groups A and N, as well as Production cars (Group N) and Touring cars of expired homologation up to 4 years. Turbo restrictors and weights as currently valid in Group N of Appendix J (33 mm restrictors)
World Rally Cars are not authorized.
GROUP S CARS (non – homologated cars): Such cars may be used in the Supplementary Event running behind the main rally and their results will count towards the Tanzanian National Championship only.
The Stewards may, for reasons of safety, seed all drivers including FIA seeded drivers.
3.4 Importation of Vehicle and Spare Parts
Vehicle Registration and Licensing
Vehicles temporarily imported into Tanzania are not required to be registered,
provided they are re-exported before the expiry of the Carnet de Passage, the
Insurance Bond or the time limit for validity of the cash deposit.
If you are temporarily importing your car from a PTA country, you need to
obtain a ‘COMESA YELLOW CARD’ from your local insurance agent. This will
enable you to drive your car in Tanzania for a specified period of time.
PTA Countries – Angola, Botswana, Burundi, Djibouti, Eritrea, Ethiopia,
Lesotho, Mozambique, Namibia, Rwanda, Somalia, South Africa, Sudan,
Swaziland, Tanzania, Uganda, Zaire, Zambia, Zimbabwe.
Vehicle Parts and Importation
All vehicles and spare parts, temporarily imported into Tanzania, must be
guaranteed against import duty and taxes (except Kenya and Uganda – see
below). There are three ways in which this can be done.
i) AIT/FIA Carnet de Passage
This document allows the temporary importation of a vehicle and any spare
parts declared on related documents. It guarantees the payment of import
duties and taxes on the vehicle or spare parts, should you not re-export them.
It is the most convenient way of temporarily importing a vehicle and spare
parts.The original carnet and related documents must be presented to Customs at
the port of entry and again at the port of exit. The Carnet de Passage is
obtainable form your local ASN.
ii) Insurance Bond
This involves the execution of a customs bond with an insurance company.
The Commissioner of Customs calculates the duty and taxes payable on the
vehicle and spare parts. The importer pays a percentage of the duty and
taxes payable, as a premium, to an insurance company, who thus becomes
the guarantor.
The original bond must be presented to Customs at the port of exit, where it
will be cancelled on re-exportation of the vehicle and spare parts.
iii) Cash Deposit
This involves the deposit of an amount of money, equivalent to the import
duty and taxes payable on the vehicle and spare parts, which is refundable on
re-exportation of the vehicle and spare parts.
This method is not only very expensive, but also very time consuming.
Imports from Kenya and Uganda
You need to obtain a letter from the Ministry of Foreign Affairs, permitting
temporary export, of a vehicle and spare parts, to Tanzania. When crossing
the border you need to submit your Log book to the Tanzanian border post.
You need to re-export your car within a week, from the same border post, in
order to collect your logbook. Intervals more than a week are subject to a
charge upwards of US $ 50.00
For custom Clearance assistance send all documents (Copies) to Rally HQ no
later than the date of close of entries.
3.5 Two Way Radios
It is illegal to operate any radio communication in Tanzania without radio licence. The process of obtaining a license from the Tanzania Communications Commission is very tedious, and it is advised that crews requiring a team channel utilise one of the mobile phone companies' services.
3.6 Medical Cards
It is a FIA requirement that all competitors (drivers and co-drivers must be in possession of a valid medical card. This can be obtained from your local ASN. A Medical Certificate of Aptitude is incorporated in the medical card.
A card is valid for five years but needs to be stamped annually after a medical examination, by a certified medical practitioner in your country.
This card must be surrendered to the Chief Medical Officer at the start of the event and will be returned to you at the finish, on retirement or exclusion from the event.
Should you have met with an accident during a previous event, the Chief Medical Officer of that event should have filled in the relevant part of the medical card. Should you have sustained an incapacitating injury during this previous event, you will need another medical examination before you are allowed to participate in the event. Your local ASN approved Medical Practitioner or any licensed Medical Practitioner in Uganda should conduct this examination.
3.7 Personal Accident Insurance
Personal Accident Insurance is not mandatory for this event, but can be
obtained from the following places:

3.8 Servicing Arrangements
There is only one Service Park per leg, which will be indicated in the Road Book and the Service Notes. Access will be by tarmac (asphalt) roads.
All service and auxiliary vehicles need service plates provided by the organisers to gain entry into the Service Park.Additional Auxiliary Plates may be applied for from the Rally office.
For non-manufacturers, only two vehicles, either service or auxiliary, for each competing car, may be allowed to remain in the Service Park at any given time.
Any additional vehicles, either service or auxiliary are allowed entry into to Service Park either to drop spares or Service Personnel at the service site and must exit promptly after that.
There are several competent outfits that will help with servicing arrangements, who the organiser will help contact on behalf of the competitor.
3.9 Fuel and Tyres
Fuel
Fuel shall comply with the provisions of Article 9 of Appendix J, Article 252 ofthe FIA International Sporting Code.
Supply of AVGAS
All competitors who need assistance in purchasing AVGAS shall contact the
organizer before the close of entries. AVGAS is only available from British
Petroleum (BP) and it is supplied in 200liter sealed drums.
Distribution during the rally
During the event, refueling may be done only in the refuel zones designatedby the organizers in the road book.
Tyres
Tyres shall comply with the provisions of Article 55 of the FIA Regional RallyRegulations.
Only gravel tyres shall be used for competition.
Tarmac tyres may only be used for liaison sections.
3.10Tobacco Advertising
There are no restrictions on tobacco advertising in Tanzania at the time of publication of this Rally Guide.
4.0COMPETITOR ARRANGEMENTS - "At the Event"

4.2Practice (Testing and Shakedown)
There will be no official shakedown for the event.
4.3Reconnaissance Arrangements
Competitors wishing to carry out Reconnaissance must register with the Rally Secretariat. Reconnaissance is limited to two passages per crew.
Reconnaissance, for all crews will be as follows:

Road books and unofficial pace notes will be available as from Friday 26th August 2011, from 15:00 hrs at Rally HQ.
The organiser can help in sourcing vehicles for hiring, suitable for reconnaissance, at reasonable rates.
4.4Reconnaissance Accommodation
The entire route is accessible within a day from Dar es Salaam.

4.6 Turbo and Spare Part Sealing
The sealing of the turbo (compressor) and the transmission gear mounted in the car will be carried out prior to scrutineering. In addition, spare turbosequaling the number of legs (two), a spare set of differentials and a spare Gearbox, will also be sealed, at the same time. Tracking Units will also be installed at the same time. Details will be announced later.
4.7 Competitors Briefing
Competitors briefing will be held at the Rally HQ on Friday 2nd September, 2011. Time will be announced later.This is an important briefing because any changes noted in the road books or unofficial pace notes, as far as changing road conditions are concerned, will be communicated to the drivers.
4.8Documentation
Please note that correctly filling in an entry form includes filling in details of the competitor's past rally career. This information is essential for a write up in the Official Programme and the Media book.
