Early Childhood Screening Tools / Kinder Readiness Assessment (KRA) / Other assessments & screenings / OAKS / SMARTER
Purpose Mandate / HB 4165 – to provide a vetted set of screening tools to be commonly utilized to help support families in having access to effective, timely and appropriate screens for risk factors starting before birth / HB 4165 – to provide data on ‘readiness to learn’ as children enter kindergarten. Data should be capable of being used for both policy level and individual instructional decisions. / Local district decisions based on needs associated with instruction, placement, progress monitoring and identification issues / State/Federal legislation – to measure student achievement in core content areas based on existing state content standards / State/Federal legislation – to measure student achievement in core content areas based on Common Core standards
Implementation / Availability & implementation TBD. It will be encouraged for agencies, pediatricians, parents and Pre-K providers. Many questions about next steps and there is much work to still be done. / Mandatory with reporting of participation and results to ODE/OEIB/ELC / Locally planned and implemented. No data reported to outside agencies. Potentially utilized by both Pre-K providers and K-12 schools. / Required in grades 3-8 & 11 for Reading Math. Grades 4*,7* & 11 for Writing and grades 5, 8 & 11 in Science

Timing / Pre-natal thru Kinder and beyond, in some cases. / Early in Kinder year, within six weeks of kindergarten entry, a three part administration. Pilot schools administering it this Fall / At the discretion of schools & districts and/or Pre-K providers / Extended test window from November through mid-May. Specific test dates are locally determined / Currently intended to be administered in the last 12 weeks of the school year
Function / Survey of social/emotional, behavioral, family, nutritional, hunger, health, and early literacy factors that informs the need for, and access to, interventions and supports / Collect data on the percentage of students entering Kinder ‘ready to learn’ using a literacy/numeracy component and a social/emotional & behavioral component. Also a measure of effectiveness of the state’s overall early childhood program, informing the need for program changes / Placement, identification of abilities & disabilities and progress / summative checks on achievement and program entrance qualification. / To provide data for school accountability, school improvement plans, achievement compact planning and other functions based on the local interests and outcomes / Expected to be the same as OAKS, with potential to transition to ?????
Population / Intended to be accessible for all families with young children thru a variety of means / All students, within six weeks of kindergarten entry / Any student in Kinder and beyond, based on local decisions and needs. / All students in the grades/subjects listed above / Expected to be similar to OAKS at least for now
Current Status / Tool identification in progress and recommendation pending to ELC. The final list may contain multiple options to ensure that options exist that fit the resources available in all communities. The final recommendations will likely be a suite of tools to cover the number of functions/domains that need to be addressed / The ELC recently approved the recommendation of the KRA work group, a composite approach utilizing the CBRS and easyCBM math and literacy measures. Pilot schools have been identified and contacted. Pilot assessments will be administered in the Fall of 2012. Analysis of the pilot results will shape the final plans for state-wide implementation in the Fall of 2013. / Selected/designed and implemented in a thousand different ways in a thousand unique school scenarios for ten thousand different, but credible, reasons.
Examples – DRA, DIBELS, easyCBM, PLAN, PSAT**, ACT, SAT, Compass…..and others
** - required opportunity in grade 10 / Fully implemented, including extended assessments for students with disabilities and English Language Proficiency assessments for ELL students with limited English language proficiency. Used to as one means to certify Essentials Skill proficiency. / Expected to be generally similar to OAKS, but the assessment itself and the implementation protocols are still in the process of development. SWD and ELL support will be included. Essential Skills use still TBD.
Concerns and Questions / Implementation and resources questions abound. Additional work is needed and it is not clear when/how these will be rolled out. / How will ‘readiness’ actually be determined? How will data be used and will it become part of a student’s permanent record? How will this data be applied to Achievement Compacts? / How effectively and quickly can these assessments be aligned with CCSS? Will use of these assessments become the new ‘normal’ when SMARTER comes into play? / Transition to Next Gen accountability and CCSS/SMARTER presents steep learning curves and challenges at all grade levels / Too many to list.
