Reports to: [Director Admin, HR and Coordination]

Objective

The Deputy Director, HR is responsible for performing HR-related duties on a professional level and shall work closely with the Director (Admin, HR and Coordination), KPRA, and other Directorates and Collectorates of KPRA. This position carry out responsibilities in the functional areas such as: Human Resource Planning including preparation of Succession Plans, Recruitment/Selection,On-boarding,Training and Development, Performance Management, Policy Implementation particularly those mentioned in the HR Manual, EmployeeCommunication related to HR initiatives, Rewards and Benefits, Employee Relations including Career Planning, Culture and Change Management and compliance of Employment Rules and Regulations.

Role, Duties and Responsibilities

The Deputy Director HR, shall:

  1. develop and administer programs, procedures, and guidelines to help align the workforce with the strategic goals of Khyber Pakhtunkhwa Revenue Authority (KPRA);
  2. keep close coordination with line functions related to HR matters;
  3. prepare and implement specific HR initiatives based on HR manual;
  4. constantly review and improve KPRA HR Manual;
  5. participate in developing department goals, objectives and systems;
  6. assist in conducting job analysis and prepare specific JDs for various positions in KPRA Head Quarters and its field formations;
  7. assist in managing performance and monitor the performance evaluation of officers and staff;
  8. prepare training manual and administer training programs; identify and keep updated records of training resources; and, conduct training need assessments whenever needed;
  9. administer rewards and benefit programs;
  10. assist in preparing internal communication strategy and conduct change management programs including creation of appropriate culture and its management;
  11. conduct recruitment effort for all categories of personnel & interns and write and place advertisements; monitor career-pathing program; and, ensure new-employee orientations;
  12. handle employee relations counseling, outplacement counseling and exit interviewing;
  13. prepare plans and assist in conducting seminars and conferences;
  14. maintainKPRA organization charts and the employee directory;
  15. assist in evaluation of reports, decisions and results of department in relation to established goals. Recommend new approaches, policies and procedures tocontinually improve efficiency of the department and services performed;
  16. handle and manage employees and customers complaints;
  17. maintain human resource information system records and compiles reports from the database;
  18. ensure compliance of the Authority’s and Provincial governments’ service and related laws, rules and regulations;
  19. handle grievance matters,take timely action on sexual harassment and all types of complaint cases;
  20. assure training and mentoring of subordinates and other employees; and
  21. perform any other duty or responsibility assigned by the higher authorities.
