RESOLVED:

That the minutes of the meeting held on 19th June 2017 were confirmed as a true record and were signed by the Chairman.

There was one site visit in respect of planning application 17/02006/FUL – Broadlands Farm St Francis Road - Demolition and rebuilding of ancillary accommodation (retrospective)

42 CONSULTATION ON PLANNING APPLICATIONS

42.1 17/02006/FUL – Broadlands Farm St Francis Road - Demolition and rebuilding of ancillary accommodation (retrospective) – Support – Keynsham Town Council would request that a condition be applied to any permission granted that the outbuilding only be used for ancillary purposes (storage) to the main dwelling and that the building should not be converted, in the future, to residential accommodation.

42.2 17/03031/FUL – 54 Charlton Road

Increase in height of 2 no. reduced chimney stack the right-hand side elevation – Notice received from Bath and North East Somerset Council stating that ‘based on the information submitted, planning permission is not required’.

42.3 17/02647/FUL – Lays farm Business Centre, Lays Farm Trading Estate

Erection of commercial building - Support – Subject to satisfactory highways approval there are no planning reasons to object to the application as the proposal is in accordance with policy D.2 of the Bath and North East Somerset Local Plan. Keynsham Town Council welcomes the new development of local employment space.

42.4 17/02810/FUL - 13 Manor Road

Erection of a two storey rear extension - Support – There are no planning reasons to object to the application as the proposal is in accordance with policy D.2 of the Bath and North East Somerset Local Plan.

42.5 17/02861/FUL – 10 Rhode Close

Proposed construction of a two storey side and front extension following demolition of porch Object on the following grounds -

The proposal constitutes an overdevelopment of the site, it is overbearing and not in keeping with the street scene. The materials and design are not satisfactory. The amenity of neighbour’s light and access is not preserved. The development proposal is therefore contrary to policy D.2 of the Bath and North East Somerset Local Plan, including minerals and waste policies, adopted October 2007.

42.6 17/02816/TCA – 3 The Avenue

Remove Ash Tree Comment only – Keynsham Town Council are of the opinion that the tree does not need removing and looks for support from Bath and North East Somerset Council Arboricultural Team.

42.7 17/02933/LBA – 4 Wellsway

External alterations for the replacement of windows and doors

Support – There are no planning reasons to object to the application as the proposal is in accordance with policy D.2 of the Bath and North East Somerset Local Plan.

RESOLVED:

That the matter of FN TO LIST PEV12632 various roads Keynsham and Saltford be added to the agenda as the Town Council’s enquiry is still pending a response which should be received within working 15 days.

47 ITEMS FOR DISCUSSION AND DECISION

HOUSING AND ECONOMICS LAND AVAILABILITY ASSESSMENT (HELAA) UPDATE.

BANES still have a delay in producing the paperwork required for the HELAA work. The paperwork will be provided soon and the submission date has been extended to the end of October. This matter will be added to the agenda for the 31st July meeting.

48 LIST OF OUTSTANDING PLANNING APPLICATIONS

RESOLVED:

That the information concerning planning applications that had remained undetermined for a period of 8 weeks or longer be received and noted.
