RESOLVED:

That the minutes of the meeting held on 14th September 2015 were confirmed as a true record and signed by the Chairman.

There had been one site visit to 52 Hurn Lane.

With permission of the Committee it was agreed to amend the agenda order to consider agenda item 12.2 prior to the other items on the agenda.

101. NEIGHBOURHOOD DEVELOPMENT PLANS (NDPs)

The Planning and Development Committee received an update from Richard Daone (Team Leader – Planning Policy B&NES) and Simon De Beer Planning Policy & Environment Manager B&NES) in respect of Keynsham Town Council’s input into the Placemaking Plan. They explained that at this stage there would still be an option to undertake a NDP for the whole of Keynsham but it was suggested that this could be done on a smaller scale by leaving the site allocation section of a plan within the Placemaking Plan, the draft of which is being presented to B&NES Cabinet on 4th November. By undertaking a smaller NDP the Town Council could choose which topic areas the plan should cover which in turn would reduce the production time scale and cost. Without inclusion of the site allocations it was suggested that a plan could possibly be produced within 1 year to 18 months.

By undertaking the NDP the Town Council will be taking on the full responsibility for production of the same including sourcing funding. B&NES may be able to assist by offering some advice. Some funding maybe available from the Government scheme ‘Locality’. Midsomer Norton received £7,000 from this scheme. The Examination and referendum costs associated with the NDP may be funded by B&NES.

Resources used in producing an NDP will need to be considered e.g. will the Plan be produced by a consultant lead steering group, made up of Councillors and members of the public that can provide specific knowledge of the local area or will it be necessary to also include Town Council officer input.

Following consideration of the Neighbourhood Development Plan report it was

RESOLVED THAT the following recommendations be taken to Town Council

That the Town Council undertake a Neighbourhood Development Plan (NDP) that supports the Placemaking Plan which will still include the site allocations for Keynsham. A simpler format to be undertaken to produce a NDP for Keynsham that will incorporate specialised topic areas and will allow for the NDP to be completed in a shorter time scale and at less cost.

The Town Council to consider which topic areas to include in the NDP suggested topic areas include:-

The Neighbourhood Plan Vision

The history of Keynsham

Business and employments (including Business Conservation and Preservation, Business Type, Employee Parking, Homeworking, Broadband),

Transport and Communications (including public transport, parking, footpaths, safe road crossing, cycle and walk for recreation, vehicle weight restrictions)

Community and Recreation (recreation grounds, sports facilities and allotment provision)

Landscape Character Assessments

Improvements to shop fronts and public realm issues

The Conservation Area

Infrastructure assessment

Education provision

Heritage, character, listed buildings and structures.

Scheduled ancient Monuments and Archaeology

Assets of Community Value

River systems and Waterways

Flooding

The local population – facts and characteristics

Health Service provision

Nature conservation areas and woodlands.

Sites of Special Scientific Interest (SSSI)

This list is not conclusive and other topics maybe considered.

102. CONSULTATION ON PLANNING APPLICATIONS

102.1 15/04037/FUL – 244 Bath Road

Erection of first floor rear extension. Support – There are no planning reasons to object and the materials, scale, height and degree of the extension are acceptable under Policy D2 of the Local Plan.

102.2 15/03793/FUL – 52 Hurn Lane

Erection of detached garage on the drive of a corner plot semi-detached house (Retrospective) Object – the proposed garage is incongruous with the street scene and is out of the building line. The Town Council have concerns that conflict with Highways in that the garage door is sideways on to the existing drive and manoeuvring on and off the drive will create traffic and highway safety implications, especially as the occupants of the property will have to reverse of the drive and their vision will be impaired by the construction of this garage.

102.3 15/03791/FUL – 19 Lyndhurst Road

Erection of two storey side extension. Object – the proposed extension is of an overbearing nature and is not acceptable under Policy D2 of the Local Plan. The Town Council reiterate Highways comments in respect of traffic and safety implications in that the proposal would result in the loss of on-site vehicle parking facilities and would therefore encourage parking on the highway with the consequent risk of additional hazards to all users on the road.

102.4 15/03961/FUL – Parkhouse Lane (The Coach House)

Erection of single storey rear extension. Object – In the absence of any very special circumstances, the proposed extension would, by reason of its size, scale and mass coupled with the previously approved extensions, result in a cumulatively disproportionate addition to the original dwelling house. Furthermore, the proposed extension by reason of its disproportionate size will result in a fundamental reduction in openness to the detriment of the rural character of this part of the Green Belt (the property is still listed as being included in the Green Belt on the B&NES Planning Portal and the Town Council assume this information to be correct), contrary to Policies GB.2 and HG.15 of the B&NES Local Plan including minerals and waste policies, adopted October 2007, which are saved in the adopted Core Strategy.

102.5 15/03995/FUL- 24 St. John’s Court

Provision of a terrace at first floor level Object – the proposed provision of a terrace at first floor level would be out of keeping with the existing street scene and is not acceptable under Policy D2 of the Local Plan.

102.6 15/03906/FUL – 1 Windrush Road

Erection of single storey rear extension, garage conversion and front & rear flat roof replacements with pitched roofs. Support – There are no planning reasons to object and the materials, scale, height and degree of the extension are acceptable under Policy D2 of the Local Plan.

103. PLANNING APPLICATIONS DETERMINED BY B&NES COUNCIL

The applications determined by B&NES Council were received and noted.

104. ITEMS FOR INFORMATION

The items for information were received and noted.

In respect of agenda item 11.3 it was agreed that a response should be sent to Mark Reynolds (Development Manager B&NES) informing him that the Planning and Development Committee were disappointed in the response and that the Committee would be monitoring the public submissions to planning applications.

105. ITEMS FOR DISCUSSION AND DECISION

105.1 PUBLIC RELATIONS ARTICLE

Production of a draft Public Relations article for publication in the local press detailing the how the Town Council consider planning applications and giving information on how the public may contact any Councillors was discussed and it was

RESOLVED THAT

1.  The Chairman of the Planning and Development Committee together with the Deputy Town Clerk are to produce a flow chart with additional explanatory notes detailing the process of how that Town Council consider planning applications.

2.  The draft flow chart and explanatory notes be brought to a further Planning and Development Committee meeting for approval.

105.2 B&NES NOTICES ON PLANNING APPLICATIONS

The Planning and Development Committee considered the notices received by B&NES and it was

RESOLVED:

That the Deputy Town Clerk contacts B&NES Planning Services requesting that an additional sentence be included on the notice delivered to neighbours and on the notice for public display as follows:-

‘Parish and Town Councils have an important role in the planning process and should you have any comments or objections, you should contact your local Parish/Town Council without delay’.

RESOLVED:

That the information concerning planning applications that had remained undetermined for a period of 8 weeks or longer be received and noted.
