Minutes of the Town Council meeting held on Tuesday 15th March 2016 at 7.30 pm at the Community Space, Civic Centre, Market Walk, Keynsham.

PRESENT: Councillors K Baker, J Cron, T Crouch, J Douglas, C Duckett, S Edwards, C Fricker, L O'Brien (Chair), B Simmons, K Simmons,

299. CONFIRMATION OF MINUTES

RESOLVED:

That the minutes of the meeting of the Town Council held on 9th February 2016 are confirmed as a true record and signed by the Chairman.

With the consent of the Council, the following point of clarification to be noted. Information was presented at the last meeting which was not minuted that informed Councillors that Councillor Blankley was an Independent Councillor when in fact this is incorrect and he is a Conservative.

300. PUBLIC PARTICIPATION

There was none.

301. CHAIRMANS ANNOUNCEMENTS

There is a network Rail Drop In Event in respect of works at Keynsham Station and electrification line, which will be taking place on Wednesday 30th March 2016 – 5.00 p.m. – 7.30 p.m. in St. John’s Church Hall, Keynsham.

302. QUESTIONS ON NOTICE BY MEMBERS

A question from Councillor Keith Baker was received:

“That the Town Council invite the Cabinet Minister responsible for transport in Keynsham to the next Town Council meeting to discuss with us what is going on to address issues relating to bottle necks/pinch points in Keynsham”.

RESOLVED:

Councillor Anthony Clarke (B&NES Cabinet Member for Transport) is to be invited to attend a future Town Council meeting to provide information in respect of transport issues in Keynsham.

A question from Councillor Siri Edwards was received:

“There is a problem of insufficient parking to service the train station at present and there appear to be no plans to resolve this for the future. What can be done?”

RESOLVED:

That the Acting Town Clerk is to contact B&NES Parking Services and request some dialogue in respect of this matter.

A question from Councillor Tony Crouch was received:

“A B&NES Public Notice has been printed in Bath Chronicle stating that B&NES will be disposing of 6.5 thousand square metres of play area/green space land at Queens Road Keynsham. The consultation documents can be viewed at the One stop Shop Keynsham and that any objections need to be with Maria Lucas (B&NES Solicitor) by 31st March 2016. As the Town Council have not been notified or consulted on this pending sale and there is no opportunity to discuss this fully at a future Town Council or Planning and Development Committee meeting (due to the timing of the consultation end) what can be done about this?”

RESOLVED:

That Councillor Fricker as Chair of Planning and Development in conjunction with Councillor O’Brien (Chair of Council) write to Maria Lucas expressing the Town Council’s annoyance at not being consulted and requesting who is dealing with this matter in Property Services so that they can be invited along to the next Town Council meeting to explain why the Town Council were not consulted and in order that the matter may be addressed properly.

303. MINUTES OF MEETINGS

RESOLVED:

That the minutes of the meeting of the Arts Joint Committee – 10th February, Personnel Committee – 18th February, Allotments Committee – 1st March and Youth Working Party - 26th February are received and noted.

304. UPDATE ON KEYNSHAM LEISURE CENTRE

Councillor M Veal attended the meeting to provide an update on Keynsham Leisure Centre as follows:-

·  A Design Team has been appointed and work is progressing to investigate the possible options for delivering leisure facilities on the Riverside site

·  As requested both new build and refurbishment options are being considered

·  All the schemes being investigated are capable of retaining the sports hall

·  Options with associated costs will be worked up for consideration by Cabinet

·  Public feedback on the options will follow once a steer has been given by Cabinet. This will be a follow up to the previous public consultation last year on the Keynsham LC as part of the Placemaking Plan proposals

·  Derek Quilter has offered to brief the Town Council ahead of the public engagement

·  A target date of June / July has been set for the submission of a planning application to be submitted for the site

305. YOUTH COUNCIL

Andy Waite presented apologies from Millie for being unable to attend and present to the Town Council. He then gave a report on her behalf as follows:-

·  Good news – KeynshamNow have been nominated for a ‘Bath Pride Award’. There are four nominations in the category and the results will be announced at Bath Race course on 4th April.

·  KeynshamNow have received an anonymous donation of £40 from a local resident which they are extremely grateful for.

·  Jayne Lewis (B&NES Youth Worker) gave a talk on mental health which is a very important issue for young people and this was very well received.

·  A group from KeynshamNow have visited St. Keyna School to talk about bullying and they were extremely impressed by the policies that St. Keyna School already have in place.

On behalf of the Council, Councillor O’Brien congratulated the young people on their nomination for a ‘Bath Pride Award’.

306. KEYNSHAM YOUTH SERVICE

RESOLVED:

That the recommendations as listed under Item 12 of the agenda be noted and dealt with at the same time as item 34. on the agenda under ‘exclusion of press and public’ due to sensitive staffing information.

307. REVIEW OF MANOR ROAD PITCH FEES & MULTI SPORTS FEES

RESOLVED:

i.  That the fees be agreed, as per report no. 1, for the Manor Road sports pitches and the Multi-Sports facility for the 2016/17 season as from 1st April 2016.

ii.  That the Administrative Officer produces information detailing the percentage rates of local team usage compared to out of Parish Team usage for consideration when agreeing future fees for a season.

308. REVIEW OF KEYNSHAM CEMETERY FEES

RESOLVED:

i.  That the level of burial fees and charges for the Cemetery as per report no. 2 be agreed for the financial year 2016/2017 as from1 April 2016.

ii.  That the Administrative Officer look back at previous Town Council minutes and provide information as to whether there is a time limit specified for when residents move away and the Out of Parish fee comes into force. This information to be presented with any recommended fee changes for 2017/2018

309. DRAFT 2016/2017 ANNUAL REPORT

The Draft annual report requires the following amendments:-

·  Councillors’ information and pictures should be in Ward groups and displayed alphabetically by surname across the page column and not down the page.

·  Chandag Road under Councillor Fricker has gained an ‘e’. This needs to be removed.

·  Councillor K Simmons email address is incorrect as she is no longer with B&NES and her mobile phone number needs to be added

·  Councillor Blankley should have his photo in the report. Councillor Waite will encourage him to forward one to the office.

·  Deputy Town Clerk should be amended to read Acting Town Clerk.

·  The mobile number under Councillor Wilkins name is Councillor O’Brien’s mobile number – this needs to be removed.

·  Councillor Waite will provide a contact number to be included in the Annual Report.

·  Amendments to the Wards under Councillor Blankley and Councillor Crouch have already been made so that the read correctly.

·  The photograph of the Chair of Council under Report by Chairman should be made smaller and then images of all Chairs should be put within their reports.

·  Under Allotment Committee report remove the line that reads ‘Report on Council Allotment Committee meetings’

RESOLVED:

That with the above amendments the draft 2015/16 Annual Report be approved for presentation at the Annual Town Meeting on Thursday 21 April 2016.

310. THE CIVIC CENTRE COMMUNITY SPACE

RESOLVED:

(i) That the Civic Centre Community Space be named ‘The Space’

(ii) That the Town Council endorse a proposal to name the lounge area in the Library ‘The Libourne Lounge’ in recognition of the twinning of the town of Keynsham with Libourne in France.

(iii) That B&NES Property Services and the Library Service be contacted requesting whether it would be possible to name the lounge the Libourne Lounge and install a plaque to this effect.

311. ARTS SPACE IN KEYNSHAM

RESOLVED:

i.  That the Arts Trail monies amounting to £750 be returned to the Arts Trail organisers

ii.  That the £1900.00 raised from exhibitors/artists fees be held in earmarked reserves for future art projects. Local art organisations to send in bids when they are required for a project.

312. SCHEDULE OF EXPENDITURE – MONTH 11 (February 2016)

RESOLVED:

That the attached Schedule of Expenditure is approved.

313. BANK RECONCILIATION – MONTH 11 (February 2016)

RESOLVED:

That the attached Bank Reconciliation is received and noted.

314. PETTY CASH EXPENDITURE – MONTH 11 (February 2016)

RESOLVED:

That the attached Petty Cash Expenditure sheet is approved.

316. BUDGET MONITORING REPORT – MONTH 11 (February 2016)

RESOLVED:

That the attached Budget Monitoring Report is received and noted.

317. YOUTH FINANCES (February 2016)

RESOLVED:

That the attached Youth Expenditure sheet be received and noted.

318. EARMARKED RESERVES

RESOLVED:

That the Earmarked Reserves for the 2016/2017 financial year be approved.

319. TIMEOUT ATTENDANCE COMPARISON JANUARY 2015/JANUARY 2016

RESOLVED:

That the monthly comparison sheet be received and noted.

320. KEYNSHAM FARMERS’ MARKET – REPORT

It was confirmed that anchor points have now been installed on Market Walk to assist with the stall holders on windy days.

RESOLVED:

That the annual report from Keynsham Farmers’ Market be received and noted.

321. QUEEN ELIZABETH II – 90TH BIRTHDAY CELEBRATION ENTERTAINMENT 2016

Ideas suggested in respect of an event in Keynsham to celebrate the Queen’s 90th Birthday were as follows:-

·  A picnic in the park with music and entertainment

·  A fireworks display

·  Supporting local events that are being arranged by other organisations. There are two events that the Town Council have knowledge of (i) St. John’s Church Flower Festival and (ii) the Queen’s Road Church event. Timings of the St. John’s Church Flower Festival Saturday 11 June, 9.30 am – 12.30 pm and 2.00 pm – 8.00 pm and Sunday 12 June, 12.30 pm – 6.00 pm. Details of the other event‘s’ timings need to be ascertained.

RESOLVED

i.  That £2000 to be set aside for a Community Event which may or may not include the Town Council undertaking its own event.

ii.  That this matter be put on the agenda for the April meeting of the Town Council in order that Councillors can come back with other ideas and costs. Councillor Douglas to bring back costings for a firework display.

322. THE ROMAN BUILDING IN KEYNSHAM CEMETERY (DURLEY HILL)

RESOLVED:

i.  That the Archaeological Desk-Based Assessment prepared by Bryn Walters, Director of The Association for Roman Archaeology Limited be received and noted.

ii.  That a letter be sent to Mr Walters giving full support for his proposal and requesting that he give a presentation to Council in order that the matter may be fully discussed.

333. VISIT SOMERSET - PHOTOGRAPHS FOR THE WEBSITE

It was reported that there may be the possibility of donated prizes for a photographic competition. Councillor Waite to look into sources for donated prizes.

RESOLVED:

(i)  That the Photographic Competition be open to all residents of Keynsham and that the images can be on any subject e.g. landscapes, flora/fauna, historic features in Keynsham in order that a good selection is received.

(ii)  That the competition categories, prizes, judging date and judging panel be decided at the next Town Council meeting.

334. REPORT FROM B&NES COUNCILLOR(S)

No reports were received.

335. REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

The Twinning Association are holding a Quiz Night and information has been circulated.

Dial-A-Ride, Curo and Sirona are working together to address users needs.

The Chamber of Commerce thanked Councillor Fricker and Dawn Drury, Acting Town Clerk for giving a talk on the Keynsham NDP. The Chamber of Commerce had a talk by Bath Improvement District which went down well. It was reported during this talk that there may be a slight increase in business rates but this increase in monies will be pooled to assist with business related matters.

Keynsham’s first Walking Festival run by Walkers Are Welcome is taking place on 9th and 10th April. Tickets for the walks are available from the Town Council office.

Keynsham In Bloom are holding their AGM on Wednesday 23rd March – a report from the AGM will be brought to the next Town Council meeting.

336. DATE OF NEXT MEETING

RESOLVED:

That the scheduled date and time of the next Town Council meeting is Tuesday 19th April 2016 at 7.30 p.m. in the Community Space, Market Walk, Keynsham.

337. EXCLUSION OF PRESS AND PUBLIC

RESOLVED:

That pursuant to the provision of the Public Bodies (Admission to Meetings) Act 1960, the press and public be excluded from the meeting for the following items of business by reason of the confidential nature of the business to be transacted. (staffing matters).

338. KEYNSHAM YOUTH SERVICE – THE WAY FORWARD

Members considered a report in relation to the way forward with the Keynsham Youth Service and the recommendations of the Youth Service Working Party.

RESOLVED:

i. That the Town Council should not use an outsource service to run the Youth Service in the future.

ii. That the Town Council do not use B&NES to run the Youth Service jointly with the Town Council.

iii.  That the option of the Town Council continuing to run the Youth Service but with improvement be adopted with a full time Youth Worker to be employed. This option will be looked at in more depth at future Working Party meetings.

339. KEYNSHAM NEIGHBOURHOOD DEVELOPMENT LAUNCH

RESOLVED:

That staff be given overtime/flexi-leave to work at the Keynsham NDP event on Friday 8th and Saturday 9th April.

The meeting finished at 9.50pm. There were 12 members of the public present.
