Responsible for: / Tenant Liaison Officer x 2, Maintenance Supervisor x4
Purpose of post:
To manage the delivery (PST and sub contractors) of capitalwork and void work programmes. To give direction to staff as well as ensuring compliance with all legislation and Merthyr Valleys Homes’ (MVH) policies and procedures. Leading and managing the Capital Works Team. To support the strategic development of plans for capital and void works.

Keyachievement Areas:

  • To effectively manage a team of staff.
  • To actively procure and deliver services that represent value for money.
  • To organise and manage the delivery of high quality void repairs services.
  • To organise and manage the delivery of the capital works programmes.
  • To be responsible for performance and budgetary management and reporting of the capital works and void works programmes.
  • To work with other managers to ensure that resources are allocated.
  • To be the main contact at Liaison meetings with all capital works and void works sub-contractors and to ensure that contract terms are met.
  • To maintain high quality throughout the capital works and void works programmes.
  • To consult with all relevant bodies/stakeholders/tenants/residents where appropriate.
  • To support the line manager in strategic planning.
  • To maintain a strong customer focus.
  • To oversee the managementof all aspects of contracts relating to the capital works and void worksprogrammes.
  • To be a representative at key stake holder meetings, an active member of the Property Services Management Team and an active member of the Assets Division Senior Management team.
  • To actively research investment practices.
  • To deputise for other Property service managers as required.
  • To support budgetary planning and monitoring processes.
  • To undertake such duties as are reasonably commensurate with the level of the post, including supporting all operational areas within property services team.

Experience
A demonstrable track record of achievement and strong management and leadership experience within a similar environment in:
managing significant budgets, large staff teams, customer focus and service improvement.
driving improvements in individual and team performance through effective performance management arrangements;
developing, reviewing and implementing policies and procedures to enable high performing delivery.
 ability to use various IT applications to produce data, reports and presentations
 / Asset management experience within the social housing sector or comparable property related a business with a substantial asset base
Experience of Health and Safety Management
A track record of effective contracting for services and working with a range of suppliers.
Experience of working within a larger management team.
Knowledge and understanding
Thorough knowledge and understanding of relevant health and safety legislation and best practice
Understanding of Project Management processes through successful application
Demonstrable understanding of team leadership and team building processes
Knowledge through successful working within effective performance management systems / Thorough knowledge and understanding of relevant regulatory and legislative requirements in terms of property maintenance, contracts and housing repairs
Ability to prepare detailed, competitive tender submissions for external contracts

Qualifications
Member of CIH, CIB, RICS or other appropriate relevant professional qualification or equivalent graduate level qualification is essential. / HNC in a construction related discipline or equivalent
